1 19 th Consultation Meeting of the Pacific Heads of Education Systems (PHES) (16 March 2012; Nadi, Fiji) OUTCOME DOCUMENT 1. Update on FEdMM preparations and FEdMM reform FEdMM 2012 preparation (a) PHES was informed that the next (9 th ) FEdMM will be held on May 2012 in Port Vila, Vanuatu, (and the USP Council Meeting on May 2012). PIFS will send a notice about the FEdMM to each country in the following week. More detailed information about logistics and agenda will be sent out in consultation with Vanuatu in two weeks. (b) PHES was also informed about the Forum official policy on the travel costs. PIFS will cover the travel costs of airfare and transit for the Ministers of Education and PHES while other travel costs such as accommodation and per diem need to be borne by each country. FEdMM reform (a) PHES was informed about an outcome of the FEdMM review for reform which included, among others, the high turnover of Ministers at the FEdMM, unpreparedness of Ministers for the FEdMM, limited sense of ownership with the FEdMM agenda by Ministers, and lack of a formal reporting mechanism of the FEdMM outcomes to the Forum Leaders. (b) PHES was consulted about a proposed reform for FEdMM 2012 in the areas of (i) keynote speaker, (ii) limiting the length of FEdMM papers, (iii) M&E report, (iv) Ministers retreat, (v) FEdMM priorities, and (vi) FEdMM sub-committee. - Theme for the overall FEdMM 2012: Sustainable quality education 2012 and beyond - Keynote speaker: PIFS will consult with countries and development partners by e- mail about candidates for the keynote speaker who is internationally renowned and who knows the Pacific. - Limiting the length of FEdMM papers: a maximum of two pages without any difficult technical jargon which may include additional information in Annex - Half-day retreat during the FEdMM: PIFS will clarify whether only Ministers will be eligible for the retreat or whether PHES will also be eligible if Ministers are not available. (c) PHES endorsed the proposed reform to begin in the FEdMM Also agreed to send a full paper to CEO/Directors who then brief Ministers on such issues. 2. TVET mapping study (a) PHES was informed about the background and outcomes of the TVET mapping study conducted in 2011 which was expected to be instrumental to inform a regional TVET support framework and to inform effort by SPC to develop a regional TVET proposal for EU EDF10 regional programme. (b) PHES noted the progress report on the regional TVET mapping study report

TVET regional framework (a) PHES was informed about a draft regional framework for TVET which is an outcome of a number of meetings and a regional symposium on TVET in December 2011 and which will be finalized and presented to the HRD Working Group on 30 March 2012 before it is presented to the FEdMM 2012 for approval and action. (b) PHES noted the working document on the draft regional framework for TVET. (c) PHES also noted the next step of developing an M&E framework. 4. Update on the development of the principal and head teacher standards (a) PHES was informed about the background for the development of Pacific professional standards for school principals, the current situation (draft standards with a tool ready for endorsement by the FEdMM 2012), and some details about the draft standards such as the four key focus areas (school leadership, school management, teaching and learning, and community partnership) and components under each of the four key focus areas. (b) PHES agreed that the draft Pacific professional standards for school principals will be submitted to the FEdMM 2012 for approval. (c) PHES agreed to request development partners to assist in developing tools and instruments based on the regional standards which will cover the overall process of monitoring principals performance after the approval of the standards by FEdMM. (d) Interested countries were encouraged to approach development partners for support in adapting the regional standards as well as the tools and instruments to a local context. 5. Pacific benchmarking education quality for results (PaBER) (a) PHES was informed about the background of the PaBER, its three components (learning assessment, policy and system assessment, and policy in practice case studies) and some update on the preparatory work. It was also informed that a PaBER design document together with the budget and a work plan for Year 1 was reviewed in March 2012 and PaBER is expected to commence in July (b) PHES noted the progress of the PaBER initiative. (c) In relation to a regional learning assessment tool, i.e. the Pacific Islands Literacy and Numeracy Assessment (PILNA), all countries were encouraged to participate in the PILNA in order to set a sound regional baseline. So far only three countries have expressed their willingness to participate so far. 6. Climate change and disaster risk management education (a) PHES was informed about a proposal for two additions to the FEdMM paper which was presented at the last PHES meeting in August 2011, i.e. (i) improving integration of disaster risk management into the paper and (ii) the establishment of a core working group. (b) PHES noted the integrated approach of climate change and disaster risk management in education, endorsed the formation of the core working group to report to the PHES, and endorsed the draft revised goal and objectives as the basis for developing the framework and priority areas. 2

Education priorities under the Pacific Plan (a) PHES was informed about the background of the Pacific Plan and an assessment process of the Pacific Plan education priority and suggested priorities for (b) There were several comments on, and concerns about suggested priorities for (c) Persons with disability and gender-based violence will be separately mentioned under the different area of priorities (e.g. health, youth and/or livelihood). (d) PHES noted the suggested priorities for which were prepared by the PIFS Taskforce and will be submitted to the FEdMM Update on the Pacific ECCE Council (a) PHES was informed about an update on the Pacific ECCE Council in accordance with the decision made at the last PHES meeting in 2011 on providing a regular update for PHES. The update included two major outcomes from a Pacific ECCE Directors meeting held in late February They are: (i) development of a regional guidance document on national quality ECCE framework and (ii) formation of the Pacific ECCE Council. (b) The regional guidance document was developed based on a broad agreement among the participating countries in the areas of policy, workforce development, curriculum and others. Membership of the Council comprises each of the 14 countries (Ministry of Education or Ministry responsible for ECCE) and regional development partners. The steering committee of the Council will consist of some representatives from 14 countries and 2 regional organizations. Four countries of Fiji, Nauru, Tonga and Tuvalu will be members of the steering committee. (c) Possible areas of future activities identified at the meeting include: networking for advocacy and communication initiative, setting up a website on the Council, bringing together the evidence in relation to financing ECCE, research work on barriers and bottlenecks for ECCE access, and development of key policy briefs on costing, learning outcomes, and why investment in ECCE pays off. 9. Monitoring and evaluation framework for the PEDF (a) PHES was informed about a proposed process of the development of M&E for the PEDF, major challenges of setting up M&E systems in the Pacific and some key elements to be considered in moving forward with M&E in the Pacific. (b) There were some comments and concerns, including how relevant indicators will be identified, a risk of duplicating the development of an M&E framework at national and regional levels, starting the process of developing an M&E framework at national and regional levels at the same time if a country does not have a country-specific M&E framework, and importance of integration/alignment of an M&E framework to avoid duplication of reporting on the progress at national and regional levels. (c) It was suggested that (i) PIFS will report to the FEdMM on the current situation of the M&E framework in each country and (ii) the PIFS recommended M&E framework for the PEDF will be shared and countries will examine how it will be used in the development of a country-specific M&E framework or in its integration/alignment of the country M&E framework. (d) PHES agreed with the reformulated recommendation that PHES will consider the process for developing an M&E framework for the PEDF and provide guidance to the 3
4 way forward because of the fact that the M&E framework for the PEDF is not completed. 10. Any other business: ESD update (a) PHES was informed that there has been limited coordination, monitoring or reporting on ESD since a Pacific ESD framework and a Pacific ESD Action Plan were endorsed by the FEdMM in 2006 and 2007 respectively. (b) PHES endorsed the proposal to seek FEdMM approval for the ESD Action Plan and the coordination mechanism be reviewed so as to provide Ministers with a better picture of ESD situation across the Pacific and a proposal for an improved monitoring and reporting system. (c) PHES noted work in progress on ESD for presentation to the 2012 FEdMM. 11. Any other business: proposed agenda for FEdMM 2012 (a) PHES was informed about the proposed agenda for FEdMM 2012 as follows: Monday morning, 14 May 2012 Welcome remark by S-G PIFS Election of Chair Adoption of agenda Keynote address Update of implementation of PEDF Update of regional projects Monday afternoon, 14 May 2012 Ministers retreat Tuesday morning, 15 May 2012 Report from Ministers retreat Review of some outcomes of the first day Announcement of what the direction of Australia and New Zealand for support to the education sector in the Pacific will be Reports on FEdMM green papers 2010, including (i) regional standards for school principals, (ii) report on recommendations from a feasibility study on a regional mechanism (institute) for educational policy and planning, (iii) update of PaBER, (iv) regional ICT in education strategy, (v) regional TVET strategy, (vi) TVET mapping, and (vii) Pacific Plan priorities 12. Any other business: PHES role (a) PHES role is a committee to firstly influence FEdMM agenda and to implement decisions made by FEdMM. 13. Next consultation meeting of PHES (a) It was agreed that Fiji, Palau and Tonga continue to be a driving force of the PHES and UNESCO as an interim secretariat of the PHES. 4
5 (b) It was also agreed that the next (20 th ) consultation meeting of the PHES will be hosted and chaired by Tonga. (c) It was agreed that the next consultation meeting of the PHES will be held four or five months before the tenth FEdMM in
