2 Characteristics as an Environmental Fund ENDOWMENT: The initial financial base of FPE is an endowment fund worth US$ 22 Million (or PhP 569 in 1994) established through debt for nature swap*. * A debt for nature swap is an arrangement by which an indebted developing country undertakes, in exchange for cancellation of a portion of its foreign debt, to establish local currency funds to be used to finance a conservation program FOCUSED ON THE ENVIRONMENT: FPE aims to reverse the rapid destruction of the Philippines natural resources by initiating programs and activities that strengthen the role of NGOs, POs and local communities in the responsible management of the ecosystem.
