Grant, Clerk Administrator D. Parks, Planner T. Guy, Land Use Clerk 1. Chair McCluskey called the meeting to order at 1:10 p.m. 2. The Minutes of the regular meeting of February 20th, 1996 were circulated for errors and omissions. 3. BUSINESS ARISING OUT OF MINUTES: 3.1 Item Trailer Park Licensing Mr. Parks and Mrs. Grant will be attending a meeting at Amabel Township on March 29th - they will report at the next meeting 3.2 Item Cousineau Marina Proposed Expansion Mr. Woll submitted a new proposal which was circulated to the neighbours in the area - the response thus far has been fairly positive 3.3 Item Co-operative Planning Service Mrs. Grant indicated that the Town of Huntsville made a presentation to the Finance, Administration and Fire Committee on March 18th - they want all the Municipalities to collectively look at the efficiencies and savings to

2 taxpayers with the upper tier level of government being downsized - the Township of Georgian Bay has agreed to investigate all opportunities with no predetermined position - the discussion at Finance, Administration and Fire Committee concluded that it is necessary to hire a consultant to sit down with the Committees and develop a motherhood statement which will be submitted for comment - at that point, we can then look at all the proposals 4. ERRORS AND OMISSIONS: Moved by Councillor Gcrrity that the Planning Advisory Committee of the Township of Georgian Bay confirm the minutes of the previous meeting, Tuesday, February 20th, 1996, as circulated. Seconded by Mayor Kennedy PAC DELEGATIONS: 5.1 Mr. Frank Spangenberg RE: Shoreline Water Quality Task Force's Mandate Mrs. Grant indicated that there were two items on the Shoreline Water Quality Task Force's agenda that she felt were not in the Committee's mandate and pulled them off the agenda as it is her responsibility to review all agendas prior to circulation - she would like to clarify the Committee's mandate as she feels the motion establishing the Committee has a limited scope Mr. Spangenberg feels the motion is very broad and allows the Committee to investigate all options to enforce our by-laws without conflicting with the Shipping Act - Municipalities can regulate recreational boating beyond public safety requirements to include pollution, impact and noise - there is a process for regulating boating which they are looking into - if we do not regulate boating now we will have a series of floating trailer parks with no control a discussion ensued regarding the parameters of the Task Force it was recommended that the Task Force develop a budget and a work program to ensure that staff resources can address the issues Mr. Spangenberg indicated that the Task Force started out to put the Municipality in a position to enforce our by-laws - at the present time we cannot control use at a marinas, noise or environmental impact and it is difficult to enforce our by-laws, including 91-19, as they are not in line with the Shipping Act - he feels that the Task Force does not have a need for staff time

3 the Committee supported the need for the Task Force to investigate all avenues and supported the motion to expand their mandate Mr. Parks strongly suggested that we not amend Zoning By-law until it is approved by the Ontario Municipal Board Moved by Mayor Kennedy that the Planning Advisory Committee of the Township of Georgian Bay recommend to Council that the Shoreline Water Quality Task Force's mandate be extended to include looking at all legislative opportunities to improve shoreline and water quality. Seconded by Councillor Gerrity PAC "CARRIED1 5.2 Mr. Frank Spangenberg RE: Cottage Pollution Control Program Mr. Spangenberg indicated that the Ministry of the Environment and Energy developed a Cottage Pollution Control Program in which summer students attended cottage properties and investigated sewage systems for obvious problems and filled out a questionnaire - the program has now been discontinued and although it was not 100% effective it was something the Committee recommended that the Cottage Associations be advised so they can act on this matter as well Moved by Mr. Breckbill that the Planning Advisory Committee of the Township of Georgian Bay recommend to Council that in consideration that the Ministry of the Environment and Energy has discontinued the Cottage Pollution Control Program and whereas this program has caused a marked decrease in systems renovated in the Township of Georgian Bay and where as the Township of Georgian Bay recently amended its Grey Water By-law to include land and water polluters therefore be it resolved that it be the position of this Municipality to lobby the Ministry of the Environment and Energy arid the Federal Government to reinstate and to upgrade the cottage pollution program. Seconded by Councillor Gerrltv PAC CORRESPONDENCE: 7. ITEMS FOR INFORMATION: 7.1 Municipal Alert RE: Amend Bill 20, The Land Use Planning and Protection Act "NOTED AND FILED"

4 8. CONSENT APPLICATIONS: 9. ROAD CLOSINGS: 10. PLANNER'S REPORTS: 10.1 Estate of Catherine Nickerson RE: Roadways in Honey Harbour Mr. Parks indicated the Ms. Nickerson was a significant land holder in Honey Harbour in the early 1900*3 and was one of the first developers - various roads and laneways were held in her name in error - she past away in her surviving nephew resides on Robert's Island and he wants to clean up her estate matters and dispose of the property as a package deal - he recommends that the Municipality assume the properties and determine specific uses at a later date Moved by Ms. Thwaites that the Planning Advisory Committee of the Township of Georgian Bay recommend to Council that an opinion of value be sought for the four lane ways on part of Lots 36 & 37, Concessions 10 & 11, Baxter Ward as owned by the Estate of Catherine Nickerson. Seconded by Mr. Spangenberg PAC Estate of Henry King RE: Proposed Severance Mr. Parks indicated that the property is located on Little Go Home Bay and currently maintains one existing occupied residence, one unoccupied residence and one maintains a bam used by Sunrise Stables - the bam lot is proposed to be transferred to a new resident which does not comply with Official Plan due to water quality - the District Planning Department does not have an objection to the creation of a new residential lot provided the bam use ceases to exist - the barn is currently 5 feet from the water and the new dwelling will be approximately 100 feet from the water a discussion ensued regarding the barn as a significant heritage landmark Moved by Councillor Keall that the Planning Advisory Committee of the Township of Georgian Bay recommend to Council that they advise the Estate of Henry King that the Municipality has no objection to an application for an Official Plan Amendment being submitted to allow for a

5 new lot on Little Go Home Bay subject to the conversion of the farming use to a single family dwelling. Seconded by Councillor Howe PAC PROPOSED REZONINGS: 12. PLANS OF SUBDIVISION: 13. SITE PLAN AGREEMENTS: 14. MOTIONS: 15. NEW BUSINESS: Implementation - By-law Naming and Renaming Roads Chair McCluskey indicated that there are two families in the area of Bressette's and Brisette's - naming is too confusing for roads - the name Bressette should be used for the road next to the Township Office 15.2 Development Themes for Port Severn Mr. Breckbill indicated that with the new sewer and water project, development is going to occur in Post Severn and on the Honey Harbour Road - he would like to see the Municipality develop a theme around the logging industry - he feels we should contact a couple experienced firms for ideas on styles of buildings, setbacks from street and landscaping prior to any development taking place - he added that building styles make the greatest impression and is money well spent for the future of Port Severn Mr. Parks indicated that the Planning Department is working with the District to develop a Secondary Plan for Port Severn to determine planning standards - he is also working on development standards such as streetlights, curbs, parking etc. with the Public Works Department the Committee supported Mr. Breckbill's suggestion and directed Mr. Parks to look into the matter further by obtaining a number of proposals from various consulting firms
