1 PARKHILL ROAD SEWAGE PUMPING STATION CLASS ENVIRONMENTAL ASSESSMENT Public Information Centre Westmount Public School October 4, 2011, 6:30-8:30pm BACKGROUND The City of Peterborough (The City) has recognized the need to provide new residential areas. With this growth comes the need to upgrade some existing infrastructure and / or provide new infrastructure to ensure that all future growth can be serviced. The City has worked with private developers to complete servicing studies for the Jackson Creek and Lily Lake Planning Areas. The next step in the development process is to complete an Environmental Assessment to determine the best sanitary servicing strategy to integrate the new development with the existing infrastructure. This current study is being completed as a Schedule B Municipal Class Environmental Assessment (Class EA) project. The City retained MTE Consultants Inc. (MTE) to undertake the Municipal Class EA. MTE is a privately owned engineering consulting firm with 25 years experience with a variety of projects throughout Ontario. Their main office is located in Kitchener with branches in Burlington, Guelph and Stratford. MTE reviewed the existing studies, drawings, available information, and conducted further investigations to develop feasible sanitary servicing alternatives. Public participation is a very important part of the planning process. When the public expresses their support or concerns regarding a project, it enables the municipality to make better choices for the project. Public Information Centres (PICs) allow the municipality the opportunity to present the proposed alternatives to the public and allows the public to ask questions and provide comments. The information provided at the PIC and contained within this hand-out is meant to provide facts and initiate the communication process. The public is encouraged to ask questions and / or provide comment throughout the duration of the project. MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT PROCESS All work done by a municipality must follow the Municipal Class EA Process (amended in 2007) in order to be approved under the EA Act. The EA process can include up to five phases depending on the schedule of the project. The process ensures the public is able to provide comments and that the evaluation of alternatives considers various aspects.
2 Schedule B undertakings must complete Phase 1 and 2 of the process which includes the development of a Problem Statement, Development of Alternatives, Evaluation of the Alternatives and the Determination of the Preferred Alternative. Once the preferred alternative has been established, the Project File Report is finalized and a Notice of Project Completion must be sent to the Ministry of the Environment (MOE) and all stakeholders. The document must then be available for a 30-day public review period. If there is an unresolved concern by a member of the public they may request a Part II Order which initiates the evaluation of the project by an MOE officer to ensure that all requirements of the EA process were addressed. The request must be in writing and must address the following issues as they relate to the identified concerns: Environmental impacts of the project and their significance; The adequacy of the planning process; The availability of other alternatives to the project; The adequacy of the public consultation program and the opportunities for public participation; The involvement of the person or party in the planning of the project; The nature of the specific concerns which remain unresolved; Details of any discussions held between the person or party and the proponent; The benefits of requiring the proponent to undertake an individual environmental assessment, and; Any other important matter considered relevant. The Ministry will review the request and consult with the proponent and the individual(s) that made the request prior to issuing a decision. The decision could be one of the following: 1. Deny with or without conditions. 2. Refer the matter to mediation. 3. Require the proponent to comply with Part II of the EA Act. If there are no Part II Order requests during the 30-day review period then the project is considered to be accepted and the proponent may proceed to implementation of the preferred alternative. PROPOSED ALTERNATIVES The Jackson Creek Planning Area Study has been completed and the preferred servicing alternative has been approved under the Planning Act. Therefore, each alternative includes the requirement of an upgrade to the Parkhill Road Sewage Pumping Station (SPS). The exact alignment of the sewers to the Parkhill Road SPS is beyond the scope of this project and will be determined by others. The following table describes the alternatives evaluated for this project. Alternative 1 Do Nothing No changes would be undertaken to address the problem statement. 3 Alternative 2 Upgrade Parkhill Road SPS Upgrade Parkhill Road SPS to service entire Jackson Creek and Lily Lake Planning Areas to a peak sewage flow of 406 L/s. Alternative 3 Upgrade both Parkhill Road SPS and Valleyview SPS Upgrade Parkhill Road SPS to a peak sewage flow of 229 L/s to service Jackson Creek Planning Area and Upgrade Valleyview SPS to a peak sewage flow of 218 L/s to service the Lily Lake Planning Area. Alternative 4 Upgrade Parkhill Road SPS and Fairbairn Street Sewer Upgrade Parkhill Road SPS to a peak sewage flow of 229 L/ to service Jackson Creek Planning Area and upgrade sewer infrastructure downstream of Fairbairn Street to service the Lily Lake Planning Area. EVALUATION OF ALTERNATIVES The alternatives were evaluated using environmental, legal/jurisdictional, economic, social, cultural and technical considerations. The following table provides a summary of the evaluation. Alternative Evaluation Rating Alternative 1 Do Nothing Does not address the problem statement. The Jackson Creek and Lily Lake Planning Areas would not be serviced and therefore, could not proceed. Alternative 2 Upgrade Parkhill Road SPS PRELIMINARY PREFERRED ALTERNATIVE Alternative 3 Upgrade both Parkhill Road SPS and Valleyview SPS The Parkhill Road SPS site has adequate space for the required upgrades. The SPS site is not in a residential area and would therefore, have little impact on the public. The upgrades to the Valleyview SPS may require additional land and would be disruptive (during construction as well as due to odour and noise during operation) to the residents adjacent to the site. There would be additional costs associated with the construction start-up requirements at two sites as opposed to just the Parkhill Road SPS site. Alternative 4 Upgrade Parkhill Road SPS and sewer infrastructure downstream of Fairbairn Street The upgrades to the sewers downstream of Fairbairn Street would be disruptive to the vegetation, terrestrial environment, traffic and residents adjacent to the 3.8 km of right-of-way. 4 PRELIMINARY PREFERRED ALTERNATIVE Based on the preliminary evaluation, Alternative 2 is the Preliminary Preferred Alternative. This alternative requires the upgrade of the Parkhill Road Sewage Pumping Station to a capacity of 406 L/s. The existing site provides adequate space to perform the required upgrades. The extent and details of the required upgrades will be determined during detailed design phase. No upgrades to the Valleyview SPS or any sanitary infrastructure downstream of Fairbairn Street are required as part of the Preliminary Preferred Alternative. Note: The exact alignment of the sewers and/or forcemains required to convey sewage from the Jackson Creek and Lily Lake Planning Areas will be determined in their respective studies under the Planning Act.
