2 MINUTES OF THE IMPERIAL COUNTY WORKFORCE DEVELOPMENT BOARD Youth Committee Meeting Wednesday, September 12, 2018, 12:00 p.m. MEMBERS PRESENT: Elvira Anaya, Chair, Jonathan Castillo, Edwin Obergfell, Sacha Sykora, Tish Thompson MEMBERS ABSENT: Sylvia Olivares Quintero, Everardo Rodriquez STAFF: Priscilla Lopez, Allison Duran, Saida Solis, Camilo Garcia, Francisca German, Timothy Druihet GUESTS: Adrian Gonzales, Marco Rizo, Dania Luna 1. Call to Order Elvira Anaya called the meeting to order at 12:10 p.m. with a quorum present. a. Conflict of Interest Forms: Members turned in their Conflict of Interest Forms to staff. 2. Discussion of the Agenda: a. Approval of Meeting Agenda: Motion made by Edwin Obergfell and seconded by Sacha Sykora, to approve the meeting agenda. Motion carried. 3. Approval of Minutes: Motion made by Tish Thompson and seconded by Jonathan Castillo to approve the Meeting Minutes of May 9, Motion carried. Presentations: 4. Imperial Valley Regional Occupational Program Update on WIOA Youth Program Services (Adrian Gonzales) Imperial Valley Regional Occupational Program (IVROP) Program Manager, Adrian Gonzales, began his presentation by providing an explanation of final outcomes for Program Year (7/01/17 to 6/30/18). Utilizing a PowerPoint presentation, Mr. Gonzales provided the following information related to program objectives and corresponding percentages of goal attainment for revised goals, along with other services provided to youth, and programmatic expenditures from July 1, 2017, to June 30, Program Objectives Current Activities Enrolled youth % Youth placed in paid or unpaid work experience % 56 - Youth provided academic enhancements skills % (Tutoring/Educational workshops) Youth participating in Educational Workshops that 78 69% may include Financial Literacy, Entrepreneurial Skills, and Labor Market information Youth participating in Work Readiness Training % 2

3 113 - Youth participating in Leadership Activities 78 69% Eligible youth will receive Supportive Services that may 62 include work clothes, tools, bus passes, transportation, etc. All youth will receive intensive Case Management/Counselor Services and participants will receive 241 follow-up services Expenditures-07/01/2017 to 6/30/2018: Work Experience total stipends: Original Goal: $201,000 Final: $280,321 Revised Goal: $421,575 (66%) Total Participant Cost: Original Goal: $255,420 Final: $309,476 Revised Goal: $492,225 (63%) After presenting the final outcomes for Program Year , Mr. Gonzales provided the following update for Program Year for the period 7/01/2018-8/31/18. ICWDO Interim Director s Report ICWDO Interim Director, Priscilla Lopez, reported that the Department of Labor (DOL) would be conducting an onsite compliance and implementation review on September 17-20, The DOL review team will be visiting the WIOA Youth Program Services provider and the America s Job Center in Calexico. 6. Youth Chair Report ICWDB Youth Committee Chair, Elvira Anaya, announced that the Center for Employment will hosting their graduation event at the Eagles Lodge on September 14 th at 7:30 p.m. 7. Committee Member Reports - Sacha Sykora reported that SIA Tech classes began on August 27, 2018, and the school has open enrollment. Tish Thomson spoke about EL Civics, a WIOA Title II funded program, that Central Union Adult School and Holtville Adult Education is partnering in. 8. 5 Imperial County Workforce Development Board Action Agenda Item 4 MEETING DATE: November 14, 2018 ITEM: 4 SUBJECT: Discussion/Action to approve six individuals to attend the 2019 California Workforce Association Youth Conference, January 22-24, 2019 FROM: Priscilla Lopez, ICWDO Interim Director RECOMMENDATION: ICWDO Interim Director recommends to approve six individuals to attend the 2019 California Workforce Association Youth Conference in Long Beach, CA on January 22-24, Staff and board members who attend the conference will report back to the Board on the topics and information learned at the conference. BACKGROUND: This year s conference will provide a series of plenary speakers, panels, workshops and discussion sessions to help meet the challenges that youth providers, regions, local workforce development boards, community colleges, adult education, and other agencies and organizations face in providing services to WIOA eligible youth. FISCAL IMPACT: $11,000 5
