Gender and Rural Transport Initiative started in 1999, funded by the World Bank Development Grant Facility (DGF) GRTI is a project of the Africa Rural Travel and Transport Programme (RTTP) GRTI should be seen as an integral part of RTTP activities 105
2 PURPOSE OF GRTI To strengthen the capacity of national RTTP programmes to design and implement gender responsive rural travel and transport policies and strategies INSTITUTIONAL ARRANGEMENTS Five member Steering Committee (SC) with representatives from Anglo- and Francophone national RTTPs by rotation SC chaired by UNECA Regional Advisor, RTTP office in Harare and MWENGO sit on SC SC meets quarterly 106
3 ADMINISTRATIVE ARRANGEMENTS OF GRTI Secretariat services provided by MWENGO, an NGO MWENGO is based in Harare and has member organizations in most RTTP countries Technical Advisor provides support to GRTI and liaises with MWENGO and countries receiving funding under the GRTI grant facility COMPONENTS OF GRTI Promotion of pilot projects Facilitation of studies Country workshops Capacity building and advisory service Dissemination of information and awareness raising 107
4 Promotion of pilot projects Phase one T Pilot project on distribution of bicycles in Senegal by Afri-bike Phase two T Ethiopia - intermediate means of transport (IMT) T Kenya - reconstruction of the Nkone Bridge T Tanzania - demonstration and distribution of IMTs in six districts T Malawi - distribution of IMTs to persons involved in economic activities in rural areas Pilot project in Kenya Reconstruction of Nkone Bridge 108
5 Promotion of pilot projects Emphasis on monitoring impact and evaluation of the changes associated with GRTI funding Participating countries will be helped to design monitoring and evaluation systems GRTI to provide guidelines for accurate documentation of process Documentation will help to duplicate best practices in other regions or countries Studies on Gender and Rural Transport Phase one T GRTI supported studies in Zimbabwe and Zambia Phase two T GRTI is supporting nine studies T West Africa: Ghana, Cameroon, Burkina Faso and Nigeria T East Africa: Uganda, Ethiopia T Southern Africa: Malawi, South Africa, Zimbabwe 109
6 Studies on Gender and Rural Transport Improve documentation of the studies Standardize methodologies, e.g. disaggregated data Studies should draw out possible solutions to the identified problems Document best practices for use by other stakeholders Country workshops Phase one T Gender sensitization workshops held in Malawi and Cameroon Phase two Gender sensitization workshops to be held in Madagascar, Zambia and Zimbabwe Focus on measuring the impact and documentation of training workshops 110
7 Capacity building and advisory support services Phase one T Review of proposals submitted for funding to GRTI by the technical advisor T Addressing specific queries from participating countries T Regional workshop in Nairobi: field visits and writing clinic T Country workshops in RTTP countries T Monitoring and Evaluation Framework developed Capacity building and advisory support services Phase two T Validate Monitoring and Evaluation Framework in Madagascar, Malawi, Zambia and Ethiopia T Develop training material on gender and rural transport T Hold workshop for RTTP coordinators and those receiving support from GRTI in May 2001 T Publish at least four technical notes T Attend to specific individual technical queries T Organize regional workshop in November 2001 T Increase use of the GRTI website 111

9 HOW TO ACCESS FUNDS FROM GRTI Support for RTTP National Programmes T Only open to RTTP countries T The RTTP National Committee in the respective countries must clear submitted proposals T Funding per country is between US$ to US$ Support under the GRTI Technical Grant T Open to any individual, organization, government entity or country that can demonstrate creativity and innovation in addressing the gender dimension of RTT activities T maximum total grants to any single institution or country will not exceed US$ Proposal submission Proposals should follow the format for proposals provided by GRTI Submit to the GRTI Administrative Office in Harare Technical Advisor and steering committee appraise projects 113
