Young MEMORANDUM TO: BIG Members FROM: Honorable Dr. Doris P. Sartor, National President SUBJECT: Darlene H. Young Leadership Academy Announcement Blacks In Government (BIG) announces the Darlene H. Young Leadership Academy (DYLA) request for applicants. BIG and Morgan State University have partnered to form a leadership training opportunity to develop professional and personal leadership skills for BIG s members. The highly interactive training delivered will use dynamic instruction and numerous activities to emphasize leadership traits and facilitate discussion of leadership issues The program objectives are to develop those skills identified by the Office of Personnel Management (OPM) as Executive Core Qualifications competencies. The course emphasis includes team building, leadership development, reflective peer coaching for leaders, leadership values and vision, leadership dialogue, and experimental learning teams. It will cover the leadership competencies of leading change, leading people, results driven, business acumen, and building coalitions/communications. Morgan State University provides continuing education units (CEUs) for successful completion of the program. Every financial member with two consecutive years of membership in BIG can apply for the Academy. The enclosed attachments describe the criteria for selection, the selection process, and requirements to graduate from the program. Those selected for the training will be notified by . The program goals are to help members 1) communicate and listen 2) coordinate and organize 3) develop strategic thinking 4) be enabled and empowered 5) increase productivity and potential 6) expand their visioning and imagining 7) transform into authentic, innovative, proactive, inspirational leaders and 8) appreciate importance of responsibility and commitment The program orientation and training will take place on November 29 thru December 1, 2018 at Morgan State University in Baltimore, Maryland. 2 ATTACHMENT 1 DYLA PROCEDURES AND REQUIREMENTS The Darlene H. Young Leadership Academy Program (DYLA) Vision Statement Blacks In Government (BIG) is a dynamic organization working towards a stronger establishment with empowered members. Through effective leadership training, the Darlene H. Young Leadership Academy will help to provide a 21 st century infrastructure and an educated membership to conquer the challenges facing the organization and the public servant today and in the future. The Academy will focus on identifying, equipping, and training members to produce leaders at various government levels to strengthen both individual and organizational performance. The Academy will provide leadership training and an opportunity for professional development using interactive workshops and seminars on a wide variety of leadership issues. The vision is to provide leadership training that is genuinely empowering, so that the members leave the training not just better educated but better people. Selection Criteria The Darlene H. Young Leadership Academy of Blacks In Government (BIG) is committed to preparing the BIG members for a leadership role at all levels of public service and throughout our BIG organization. The program focuses on helping members acquire the essential skills needed to be competent leaders through a series of intense professional training sessions. The attainment of these skills offers members the opportunity to expand their comprehension of leadership, which can help them advance in their perspective careers. By combining knowledge with experience, the Academy prepares members to function as educated, analytical, and skilled leaders within the organization, their jobs, and the community. To be selected for this opportunity, you must meet the following criteria: Must be a financial member of Blacks In Government for two consecutive years and remain financial through graduation Must be an active member of Blacks In Government as determined by participation in activities at the chapter, regional and/or national level Demonstrate interest in public service and a desire to enhance leadership qualities A concern for the welfare of others, demonstrated by past organizational and community activities Must have good oral and written communications skills Must have worked in the community or on work assignments that demonstrate team leadership and contribution to organizational change Be willing to commit the time and energy necessary to complete all program requirements Must prepare a three-page paper (times new roman, 12 points, double-spaced document with 1-inch margins) providing rationale for why nominee should be selected for the Academy. The paper must address all of the criteria noted above. 2 P a g e
3 Selection Process Applications will be reviewed by a Selection Team composed of educators from the Morgan State University and BIG leaders. The first level of screening will be done by Morgan State University and the final selection will be done by BIG. Blacks In Government members will be provided the opportunity to apply for the Academy in August/September. Those members selected will receive training in November-December Additional program information will be provided to participants by within 30 days of training attendance. Alternates will also be selected for the training program. Program Academic Requirements Leadership Development Plan Shadowing Assignments Executive Interviews Reading Assignments Writing Assignments Team Project (development & presentation) Program Impact Paper (outlining key learning from the program) 30-Day Developmental Assignment (conducted at work assignment or at alternate agency or organization, such as non-profit volunteer organization) True Colors Personality Assessment Interim Mid-Way Instruction (e-learning training, you will have 30 days to complete e-learning training on the relationship of True Colors to Office of Personnel Management leadership competencies. True Colors allows you to learn more about your personality and how it affects your leadership style. You must receive a score of 75 or better on the final test.) Roles and Responsibilities Participants roles and responsibilities include: Attend and participate in all DYLA program activities. Initial training is mandatory to participate in the program. Participate fully in all Learning Team Activities Meet all DYLA Program deadlines and reporting requirements Consult with National Coach, Supervisor and Program Staff in coordinating and finalizing Personal Leadership Development Action Plan and all major matters pertaining to program participation Assume the responsibility for one s own success in the DYLA Program by taking full advantage of the opportunities afforded by the DYLA Program Exhibit the highest ideals of professional conduct and standards during the DYLA Program Participants must also complete all program requirements within specified deadlines (no exceptions). Mandatory deadlines will be established for submission of assignments. One- 3 P a g e
4 half of the program requirements must be completed no later than April 14, 2019 to continue in the program. Members will submit their applications and other documentation. Each region will have a percentage of attendees. The number of attendees per region is estimated on the percentage of chapters in the respective region (as of June 2018) and funds availability. We will notify all applicants to make plane reservations. Late arrivals and early departures are not available options. Participants must commit to the entire program. Attendees from Regions III and XI have the option of traveling to and from the training site without any lodging costs. Travel for those in the DC area will be limited to a maximum of $50.00 per person.
