1 ARLINGTON COUNTY, VIRGINIA County Board Agenda Item Meeting of September 22, 2018 DATE: September 6, 2018 SUBJECT: County participation in GO Virginia (Virginia Initiative for Growth and Opportunity in Each Region), a two-year, grant-funded initiative that provides information technology training and credentialing. C. M. RECOMMENDATIONS: 1. Authorize the County Manager or his designee to accept $201,896 from and execute a Memorandum of Understanding with the Virginia Department of Housing and Community Development for information technology training and credentialing activities. 2. Appropriate $100,948 in Virginia Department of Housing and Community Development funds ( ) in FY 2019 to the Department of Human Services ( ) for the information technology training and credentialing activities. ISSUES: There are no known issues related to these recommendations as of the date of this report. SUMMARY: This initiative will provide information technology training and credentialing activities for approximately individuals over a two-year period. Arlington County, in its capacity as grant recipient and fiscal agent for the Alexandria/Arlington Regional Workforce Council, will serve as a subcontractor (via the Northern Virginia Regional Commission) to the Department of Housing and Community Development ( DHCD ) to implement the Strengthening Alexandria/Arlington s Technology Workforce Initiative in Arlington County. Approximately 50% of these grant funds will be allocated to the City of Alexandria, through the existing Alexandria/Arlington Workforce Development Consortium Agreement, for the City conduct identical activities. The County Board is being asked to authorize acceptance of the entire grant and to appropriate in FY 2019 half of the grant funds, which will fund activities for the first year. DHS will request appropriation of the remaining grant funds in FY 2020 to fund activities for the second year. BACKGROUND: GO Virginia (Virginia Initiative for Growth and Opportunity in Each Region) is an initiative by Virginia s senior business leaders to foster private-sector growth and County Manager: ##### County Attorney: ***** 41. 2 job creation through state incentives for regional collaboration by business, education, and government. The Alexandria/Arlington Regional Workforce Council, Alexandria Economic Development Partnership, Alexandria Workforce Development Center, Arlington Economic Development, and Arlington Employment Center are partnering together to deliver the Strengthening Alexandria/Arlington s Technology Workforce Initiative. This initiative will leverage federal Workforce Innovation and Opportunity Act (WIOA) and Supplemental Nutrition Assistance Program Employment and Training (SNAPET) funds with GO Virginia funding to maximize our ability to grow and strengthen Northern Virginia s technology workforce. DISCUSSION: DHCD has awarded DHS $201,896 in GO Virginia funding for a two-year grant to be divided between the City of Alexandria Workforce Center and the Arlington Employment Center. As detailed in the Memorandum of Understanding and its attachments, this initiative will provide information technology training and credentialing activities. The grant award provides flexibility regarding the split of the funds between Arlington and Alexandria. During the two-year period, Arlington will pass up to $100,948 of the grant funds to the City of Alexandria pursuant to the existing Consortium Agreement. PUBLIC ENGAGEMENT: The acceptance of grant funding does not require a public engagement effort. FISCAL IMPACT: This grant requires $255,049 total in matching funds, which are derived from local general funds and locally controlled federal sources summarized in the table below. Any unexpended funds in FY 2019 will be carried over into the next fiscal year. 15 GO VIRGINIA REGION SEVEN COUNCIL MEMORANDUM OF UNDERSTANDING (MOU) FOR PROJECT ADDENDUM 17-GOVA-07A DEFINITIONS: GRANTEE: The organization that is the direct recipient of funds from the Commonwealth and will serve as the fiduciary for REGIONAL COUNCIL SEVEN as outlined in Financial Assistance Contract Number 10RC7-17. SUB-GRANTEE: The organization that is the recipient of funds from the GRANTEE and will serve to carry out a project based on an award from the Growth and Opportunity Board. AGREEMENT: Any documents relating to AGREEMENT 17-GOVA-07 between the COMMONWEALTH OF VIRGINIA, DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (herein called DHCD"), REGIONAL COUNCIL SEVEN and NORTHERN VIRGINIA REGIONAL COMMISSION (herein called "GRANTEE") outlining the fiduciary responsibilities of the GRANTEE on behalf of REGIONAL COUNCIL SEVEN. PROJECT ADDENDUM: Any documents relating to PROJECT ADDENDUM 17- GOVA-07A between the parties of the AGREEMENT and the SUBGRANTEE, ARLINGTON COUNTY GOVERNMENT, including a detailed SCOPE OF WORK for the PROJECT that includes the amount awarded to the SUBGRANTEE, SPECIAL CONDITIONS, ACTIVITIES, MILESTONES, and PERFORMANCE METRICS to be achieved by the SUBGRANTEE as outlined in the APPLICATION. THIS MEMORANDUM OF UNDERSTANDING (MOU) by and between the REGION SEVEN COUNCIL s SUPPORTING ORGANIZATION, the NORTHERN VIRGINIA REGIONAL COMMISSION (hereinafter called NVRC or GRANTEE ), and the ARLINGTON COUNTY GOVERNMENT (herein called "SUBGRANTEE") WITNESSETH THAT: WHEREAS, DHCD, the REGIONAL COUNCIL SEVEN, and the GRANTEE have entered into Financial Assistance Contract Number 10RC7-17 to establish the authorities and obligations of the REGIONAL COUNCIL SEVEN and GRANTEE in promoting collaborative planning, development, or workforce activities of GO Virginia in the Northern Virginia region; and WHEREAS, the GRANTEE has been authorized to secure financial support from DHCD on behalf of REGIONAL COUNCIL SEVEN under the terms of the Virginia Growth and Opportunity Act; and

16 WHEREAS, DHCD entered into AGREEMENT 17-GOVA-07 with GRANTEE as the fiduciary recipient of GO VIRGINIA Per Capita Allocation Grants on behalf of REGIONAL COUNCIL SEVEN; and WHEREAS, the AGREEMENT obligated GRANTEE and SUBGRANTEE to specific requirements and procedure relating to the completion of the scope of work outlined below and the reporting of project financials and outcomes; WHEREAS, Strengthening Alexandria/Arlington s Technology Workforce Initiative (herein referred to as PROJECT ) as described in GO VIRGINIA Per Capita Allocation Grant APPLICATION submitted by the GRANTEE on behalf of SUBGRANTEE has qualified for funding on the basis of the GO VIRGINIA Grant Scoring Guidelines as established by DHCD and the BOARD and were subsequently approved by the BOARD; NOW, THEREFORE, the parties hereto mutually agree as follows: PROJECT TITLE: Strengthening Alexandria/Arlington s Technology Workforce Initiative SCOPE OF WORK 1. GRANTEE will assure that SUBGRANTEE will commence, carry out and complete this scope of work beginning on October 1, 2018, as described in the SUBGRANTEE s GO VIRGINIA Per Capita Allocation Grant APPLICATION submitted to DHCD in CAMS by the GRANTEE on behalf of the SUBGRANTEE, and any subsequent, approved, written amendments to the APPLICATION, and the PROJECT ADDENDUM 17-GOVA. The SUBGRANTEE shall complete the scope of work as described in the CONTRACT DOCUMENTS on or before September 30, Per AGREEMENT 17-GOVA-07 and PROJECT ADDENDUM 17-GOVA-07A, DHCD will award the GRANTEE a GO VIRGINIA Per Capita Allocation Grant for the amount of allowable, eligible costs associated with the completion of the scope of the work described in the PROJECT ADDENDUM, but not to exceed a total two year funding of $201, (two hundred and one thousand, eight hundred ninety-six dollars and 62 cents). 3. Non-State sources of matching funds of at least $1 dollar for every dollar awarded are required for the use of GO VIRGINIA Per Capita Allocation Grant funds, unless otherwise waived by the BOARD. A total match of $$255, (two hundred and fifty-five thousand, forty-eight dollars and 62 cents) in matching funds over two years is committed to this project by the SUBGRANTEE as described in the SUBGRANTEE application. Of the total match, a local match that exceeds the required 20% twenty percent local match is committed by the SUBGRANTEE. It is understood that any excess

17 in matching funds secured beyond the $1:1 match requirement may contribute toward match for subsequent funded rounds for this project, as approved by the BOARD. 4. The SUBGRANTEE shall provide to NVRC the name(s) and all relevant contact information for the person(s) associated with the administrative organization representing and supporting the SUBGRANTEE, detailing the authority of each person so named. 5. On behalf of the COUNCIL, NVRC shall establish a process by which it will regularly assess SUBGRANTEE performance per the MILESTONES as outlined in the APPLICATION contained herein. The minutes and records of meetings and other methods of assessment shall be kept in the SUBGRANTEE files. 6. NVRC and the SUBGRANTEE shall comply with the following as they relate to this PROJECT and are required by Virginia Code: A. Freedom of Information Act (FOIA); B. Virginia Conflict of Interest Act; C. Virginia Fair Employment Contracting Act; D. Virginia Public Procurement Act (VPPA); E. Americans with Disabilities Act (ADA); and F. Title VI of the Civil Rights Act of 1964 (24 CFR Part 1). ACTIVITIES: 7. Activities will leverage federal Workforce Innovation and Opportunity Act (WIOA), Community Service Block Grant/Community Development Block Grant (CSBG/CDBG), and Supplemental Nutrition Assistance Program Employment and Training (SNAPET) funds with GO Virginia funding to maximize our ability to grow and strengthen Northern Virginia s technology workforce. 8. Activities will include close linkages and collaboration with other projects approved for funding by the COUNCIL, specifically the Tech Talent Pipeline and its lead agencies, the Northern Virginia Community College and the Northern Virginia Technology Council. MILESTONES: 9. Milestones to be met during the period of the AGREEMENT are contained in the Appendix A of the APPLICATION and include the following:

Employer pays 100% of classroom training/text book/credentialing cost to the training provider. 4. For every certification earned, the Council will reimburse the company up to 90% of the cost of classroom training/text book/credentialing. There will be no reimbursements for non-earners. 5. Alexandria Workforce Development Center staff will contract with VA businesses who are interested in receiving OJT participants % of the OJT participant's salary will be paid using WIOA and GO NVA funding over a 4-6 month period. 7. After the 4-6 month OJT period it is expected that participant will continue as an employee of their host companies and that the employer will pay 100% of the salary going forward. 8. Alexandria Workforce Development Center and Arlington Employment Center (Alex & Arl One-Stop Centers) will recruit candidates from their networks. 9. WIOA/SNAPET-funded technology training begins. 10. WIOA/SNAPET-funded technology training ends 11. Participants earn their technology certifications. 12. Participants are hired by VA companies. 13. Alexandria Workforce Development Center and Arlington Employment Center (Alex & Arl One-Stop Centers) will recruit candidates from their networks. 14. GO NVA-funded technology training begins. 15. NOVA will provide the Regional Workforce Council with a series of labor market information that will be used to a) ensure that classroom/credentialing activities are meeting the real-time needs of employers and b) target employers who are hiring the types of certification earners that the Regional Workforce Council is developing. 20. NVTTP will promote the Regional Workforce Council's programs at Veteran & Transitioning Military events that they are hosting. Interested individuals will be referred to the Regional Workforce Council. METRICS: 10. Metrics against which the SUBGRANTEE performance will be measured include Computer Occupations (SOC ) jobs in the Computer Systems Design Services (NAICS ) BUDGET: Sources & Uses Document found within the Application. COMPENSATION 11. NVRC agrees to represent the PROJECT to DHCD to secure allowable and eligible reimbursement for costs associated with the completion of the scope of work herein contained in the APPLICATION. Therefore, NVRC agrees to enter on behalf of the

19 PROJECT the required reports and reimbursement requests into the DHCD CAMS (Centralized Application and Management System) 12. The SUBGRANTEE shall not obligate, encumber, spend or otherwise utilize GO VIRGINIA Per Capita Allocation Grant funding for any activity or purpose not included nor in conformance with the PROJECT budget as contained herein unless the NVRC has provided explicit approval by WRITTEN NOTICE to undertake such actions. 13. The SUBGRANTEE shall use the lesser of (1) the amount specified in the PROJECT ADDENDUM, or (2) if, at PROJECT completion, there are cost under-runs or PROJECT savings, such savings which shall revert to DHCD. METHOD OF PAYMENT 14. The SUBGRANTEE shall provide to NVRC the necessary banking information to allow for ACH transfer of funds for any approved requests for payment by NVRC to the PROJECT s administrative organization. 15. Requests for payments for PROJECT expenditures shall be submitted by the SUBGRANTEE to NVRC by its administrative agency in a format as required by NVRC to conform to DHCD s CAMS (Centralized Application and Management System) and no more frequently than monthly. With each the request for payment, NVRC shall be furnished documentation of SUBGRANTEE S reimbursable expenditures (such as invoices, cancelled checks, source documents, etc.) and documentation of required match. 16. NVRC shall process and submit to DHCD requests for payment within fifteen (15) days. 17. NVRC shall ACH transfer to the PROJECT the approved and reimbursed funds within fifteen (15) days of receipt of said funds from DHCD. 18. Matching funds shall be expended prior to or in proportion to GO VIRGINIA Per Capita Allocation Grant funds within the PROJECT budget. SUBGRANTEE activities starting on or after December 12, 2017 count towards matching fund goals. The final disbursement may not be processed if the SUBGRANTEE s matching funds obligation has not been fulfilled. 19. Final requests for the funds must be made by the SUBGRANTEE to NVRC no later than 60 days from the PROJECT completion date as contained herein. NVRC must submit final reimbursement requests to DHCD no later than 90 days from that same date. Funds not

20 expended by those dates may be subject to re-appropriation, unless the NVRC has received explicit approval by WRITTEN NOTICE from DHCD to extend the AGREEMENT. FINANCIAL REQUIREMENTS 20. NVRC is required to submit quarterly financial reports to DHCD in CAMS to document the financial activities of each awarded PROJECT, using the GO Virginia PROJECT Quarterly Financial Report templates. Therefore, the SUBGRANTEE is required to submit its reports in a format that will allow NVRC to submit reports on its behalf. 21. DHCD may share copies of financial report with interested parties identified by the State. 22. DHCD, at its discretion, may require additional reports of NVRC. The SUBGRANTEE shall respond to any requests for information to complete such reports in a timely manner. If reports are not submitted in a timely manner as agreed by the parties, DHCD and NVRC reserve the right to withhold payment requests until such reports are submitted. 23. NVRC shall monitor the SUBGRANTEE activities related to the PROJECT ADDENDUM and this MOU at least once during the grant period. At any time during or for up to three years following the closing date of this grant period, NVRC may request and shall be provided copies of any documents pertaining to the use of PROJECT funds. 24. NVRC reserves the right to request and receive additional documentation pertaining to professional services, non-professional services or other contracts obligating GO VIRGINIA funds prior to approving drawdown requests. AUDIT REQUIREMENTS 25. Per the DHCD Audit Policy, any other organization that receives funding during a program year and/or has a project(s) in progress is required to submit financial statements to DHCD. Required statements are as followed: Financial Statement(s)**, Reviewed Financial Statement(s) prepared by an Independent Certified Public Accountant (CPA), Financial Statement(s) that have been audited by an Independent CPA or an audit required by the Code of Federal Regulations (CFR), (2 CFR 200 Subpart F), audited by an independent CPA. The table below outlines the minimum requirements. Required financial statements must be submitted to NVRC yearly, within nine (9) months after the end of the SUBGRANTEE organization s fiscal year or 30 (thirty) days after it has been accepted (reviewed financial statement(s), audited financial statements, and 2 CFR 200 Subpart F audit only) - whichever comes first. The SUBGRANTEE must electronically submit the required financial statement(s) to NVRC for submission to DHCD s Centralized Application and Management System (CAMS). TERMINATION, SUSPENSION, CONDITIONS FOR CAUSE - If through any cause, the SUBGRANTEE or NVRC fails to comply with the terms, conditions or requirements of this MOU the other party may terminate or suspend this MOU by giving WRITTEN NOTICE of the same and specifying the effective date of termination or suspension at least five (5) days prior to such action. If, after the effective date of any suspension of this MOU, it is mutually agreeable to NVRC and the SUBGRANTEE upon remedy of any contract violation by the NVRC or the SUBGRANTEE, the suspension may be lifted and this MOU shall be in full force and effect at a specified date after the parties have exchanged WRITTEN NOTICES stating a mutual understanding that the cause for suspension has been identified, agreed to and remedied. In the case of contract violations by the SUBGRANTEE, NVRC may impose conditions other than termination or suspension which are appropriate to ensure proper grant and PROJECT administration and adherence to the terms of the CONTRACT DOCUMENTS. Such conditions must be imposed through WRITTEN NOTICE. 28. FOR CONVENIENCE - NVRC may terminate this MOU, FOR CONVENIENCE, in the event that NVRC is no longer authorized as an agency to administer GO VIRGINIA or if the funds allocated are no longer available. The SUBGRANTEE may terminate this MOU for convenience at any time provided that all of the following conditions are met: i. The SUBGRANTEE gives NVRC ten (10) days WRITTEN NOTICE; and ii. The SUBGRANTEE shall request payment for all allowable expenditures up to the date of termination and shall submit final financial and other

22 required reports within thirty (30) days of the effective date of the termination, and iii. The SUBGRANTEE shall remit approved outstanding payments upon receipt of funds from NVRC, and shall return to NVRC any unobligated cash on hand not authorized to be retained. The SUBGRANTEE S valid termination for convenience in accordance with these CONTRACT DOCUMENTS shall not affect nor prejudice the SUBGRANTEE S future relationship with NVRC, DHCD, nor its future consideration as a GO VIRGINIA recipient. OTHER CONSIDERATIONS 29. The SUBGRANTEE shall maintain all records related to GO VIRGINIA grant funds. Records shall be readily accessible to NVRC, DHCD, appropriate State agencies, and the general public during the course of the PROJECT and shall remain intact and accessible for three years from final closeout. Except if any litigation claims or audit is started before the expiration of the three-year period the records shall be retained until such action is resolved. Notwithstanding, records of any nonexpendable property must be retained for a three-year period following final disposition. 30. WRITTEN NOTICES shall constitute the only means of binding statements of fact or condition between the parties of this MOU. All required reports and requests to be issued by the NVRC must be made by way of a WRITTEN NOTICE unless other means are specified in the CONTRACT DOCUMENTS. GRANTEE will assure that SUBGRANTEE will commence, carry out and complete this scope of work, beginning on October 1, 2018 as described in the GRANTEE s GO VIRGINIA Per Capita Allocation Grant APPLICATION submitted to DHCD in CAMS, and any subsequent, approved, written amendments to the APPLICATION, which are made a part of this AGREEMENT. GRANTEE and SUBGRANTEE(S) shall complete the scope of work as described in the CONTRACT DOCUMENTS, on or before September 30, DHCD agrees to award the GRANTEE a GO VIRGINIA Per Capita Allocation Grant for the amount of allowable, eligible costs associated with the completion of the scope of the work described in this PROJECT ADDENDUM, but not to exceed $201, (two hundred and one thousand, eight hundred and ninety-six dollars and sixty-two cents). Subsequent funding applications for this project must be submitted to and approved by REGIONAL COUNCIL SEVEN and the BOARD. 3. Non-State sources of matching funds of at least $1 dollar for every dollar awarded are required for the use of GO VIRGINIA Per Capita Allocation Grant funds, unless otherwise waived by the BOARD. A total match of $255, (two hundred and fifty-five thousand, forty-eight dollars and sixty-two cents) in matching funds over two years is committed to this project by SUBGRANTEE ($133,228.96) and on behalf of the

26 Alexandria Workforce Development Center ($116,719.66) and Alexandria Economic Development Partnership ($5,100). A total of $53, in local funds are included in the aforementioned total match. It is understood that matching funds secured beyond the $1:1 match requirement may contribute toward match for subsequent funded rounds for this project, as approved by the BOARD. PROJECT TITLE: Strengthening Alexandria/Arlington s Technology Workforce Initiative ACTIVITIES: 1. Career Pathway Development: Alexandria Workforce Development Center and Arlington Employment Center will support the credentialing and placement of unemployed and underemployed individuals, including Veterans, transitioning military, and their spouses, into employment in the Computer Occupations (SOC ) career pathway. Additionally, ten of these job seekers will be placed into On-The-Job Training activities. 2. Incumbent Worker Training: The Regional Workforce Council will provide 20 currently employed technology workers from small- and medium-sized firms with training and credentialing services, with referrals from the Alexandria Economic Development Partnership and Arlington Economic Development. 3. Collaboration: Closing linkages and developing collaborative efforts with the Tech Talent Pipeline and its lead agencies: the Northern Virginia Community College and the Northern Virginia Technology Council.
