2 CCP Executive Committee Meeting 2 Employment Update Since July 2014, a total of 50 referrals were sent to the four (4) employment vendors. Acts Full Gospel Pastor George Matthews 14 referrals received since July o 8 referrals received from South County Jobs were identified for 14 referrals 4 clients referred to Men of Valor for job readiness training Building Opportunities for Self-Sufficiency (BOSS) Don Frazier BOSS provides an array of services including employment assessments, job and life skills training, resume writing, case management and mentorship. 20 weeks of classroom training is provided on Thinking for a Change and Restorative Justice. Enrollment counselors are available on site to help clients enroll in health care 12 referrals received to date 1 no show 11 unduplicated clients 1 client employed full-time with BOSS 8 clients placed in paid transitional work programs Demographic information on referrals: o 58% are African-American o 17% are Hispanic o 24% are unknown o 42% currently have no income source o 25% reported receiving SSI and SSDI income o 8% reported receiving $100-$499 per month in Federal assistance BOSS works with BHCS to provide services to clients with mental health needs Pre-release services are provided by BOSS at Santa Rita Jail CEO Works Bill Heiser and Monique Perkins 13 referrals received to date 5 referrals started August 19th 8 referrals graduated from job development and life skills training 2 referrals employed in construction and maintenance 1 referral is pending employment in warehousing CEO partners with Oakland Public Works to match clients with existing job opportunities Acting Deputy Chief Marcus Dawal will contact Private Industry Council (PIC) to ensure a representative is present to provide a status report on their referrals at the next meeting. Housing Update No report RFP Update Per Neola Crosby, the Auditor s Office is currently reviewing the contract awarded to the Transition/Day Reporting Center vendor. The scope of services proposal for the realignment evaluation is not the RFP. It is strictly the scope of work and how it was developed. The Board of Supervisors allocated funding for an evaluation of our realignment efforts. An evaluator is needed to develop a data gap analysis, process and outcome evaluation plan, data

3 CCP Executive Committee Meeting 3 and management plan, an evaluation report, reporting process, and an impact analysis. Maria Dominguez recommended the outcome evaluation cover 5 years rather than 2 years as stated in the draft. Per Charles Eddy, the Coalition for Criminal Justice Reform feels 2 years is not realistic to complete an overall evaluation. The coalition recommended a minimum of 3-5 years. Mr. Eddy raised four concerns: o The four workgroups were never involved in drafting the scope of work o Alameda County had an opportunity to work with PPIC to obtain a no-cost realignment evaluation o o Consideration should be made to track juvenile data Request a Letter of Intent by a certain date from vendors that are serious about bidding on the proposal Per Chief Harris, the Executive Committee could not come to an agreement on PPIC s proposal to provide client level data and our inability to review their final report prior to publication. The Executive Committee opted not to move forward with PPIC s proposal. Molly Fitzgerald from Microsoft is planning to meet with PPIC (Mia Bird) to discuss how counties are becoming more progressive and sharing evidence-based data. Chief James stated that he would be interested in knowing what data other counties will be sharing. Leah Wilson recommended the committee reconsider using PPIC. Aggregate data should not be an issue and we could use PPIC s assistance to help us structure our program moving forward if we decided to do our own evaluation. Chief Lucero concurred with extending the duration of the evaluation. He was concerned that cities were not identified as a stakeholder and it lacked specificity. The evaluation should be specific on housing, homelessness, psychiatric care, recidivism and capturing alternative dispositions. Nancy O Malley agreed that the duration needs to be longer to show better outcomes. She concurred that juveniles should not be included in the proposal. Ms. O Malley recommended reconsidering opening another discussion with PPIC to use them as an evaluator for Alameda County. Rich Lucia stated that we already know what we ve done for the past 3 years. It would not be a good use of our time to look back at what we ve already accomplished since we still have not come to an agreement on the definition of recidivism. Chief Harris recommended moving forward with our own evaluation, extending the process to 4 years and including a Letter of Intent. Juveniles should not be included in the evaluation. There is still work to do and we have upcoming issues with the T/DRC which needs to be addressed in the RFP. Chief Harris will reach out to Mia Bird from PPIC. Per Ms. Crosby, the RFP cannot be discussed at this public meeting. We can go back and engage on how to get the broader community s input and include the CAB s input in the RFP.

4 CCP Executive Committee Meeting 4 Nancy O Malley motioned to move forward and develop an RFP that extends the years of review to a minimum of 4 years, include a letter of intent, include data gathering from cities as one of the partners in the evaluation, and the process will not include juveniles. Rich Lucia seconded the motion. All in favor: 5 ayes; 0 opposed; 1 abstention. The motion was carried. Workgroup Updates Process and Evaluation Interviews were held for the CAB membership on Aug. 20 th. Two dates in September were tentatively identified for a CAB orientation. The Process and Evaluation Workgroup will set up meet and greets on Sept. 25 th and Oct. 2 nd for the CAB to meet with the CCP-EC and community members. The meet and greet will be held from 5:30-7:30 pm. Meetings will be posted on the internet. Programs and Services The workgroup meeting in August was canceled. Two Stakeholder Conferences were held last month in Oakland and Hayward. Our Re-entry Strategic Plan, adopted by the Board of Supervisors in March, was introduced to our stakeholders. 218 individuals signed in, 105 elected officials attended, and 103 completed the contact form. Ms. Crosby acknowledged the Board of Supervisors staff and our partners for helping to make the Conference a success. Ms. Crosby acknowledged our CBOs who brought their clients to share their experiences. One young man came with his wife and daughter and spoke about signing his lease while still in Santa Rita. Chief Harris thanked Probation staff for their hard work and the Boards aides for bringing their Supervisors to the stakeholder meetings. Alameda County is eligible to receive $250K in recidivism reduction grant funding if we agree to develop a program and provide services to persons who have been released from prison, county jail or are under the supervision of Probation. Allocations are based on each County s population. Service providers receiving grant funding will be responsible for submitting outcome reports to the Board of State and Community Corrections and the Board of Supervisors. Board approval will be required. Nancy O Malley motioned to move forward and develop the Community Corrections Partnership Community Recidivism Reduction Grant proposal for the Board s approval. Leah Wilson seconded the motion. All in favor: 6 ayes, 0 opposed. The motion was carried. Ms. Crosby will form a subcommittee to develop the proposal. Last Friday, Probation submitted a proposal to the Council of State Governments Justice Center to become a pilot site for the Integrated Reentry and Employment Strategies Pilot Project. This pilot is designed to test job readiness and reduce recidivism. We received letters of support from Acts Full Gospel Church, Building Opportunities for Self-Sufficiency, Center for Employment Opportunities and Oakland Private Industry Council. If awarded, this is a 3-year pilot with no money involved. By becoming a pilot jurisdiction, we hope to provide appropriate services based on the employment and reentry needs of the PRCS population. The Joint Reentry One Table meeting has been rescheduled to Wed., Aug. 25th from 10 am-12 noon at the Probation Center, Room 430.

5 CCP Executive Committee Meeting 5 Data and Information Management The Executive Team has not met since their last meeting. ITU is experiencing delays and the Sheriff s new system is off schedule. Ms. O Malley is working with ITD to bring a project manager on board to keep the timeline on schedule. The court s system will be implemented in 18 months. Procurement Although we have yet to receive our realignment allocation, we are working on developing an allocation strategy. We ve aligned our goals and initiatives and are in the process of compiling a presentation for the next Public Protection Committee meeting. Per Ms. Wilson, the courts are continuing to finalize the scope of the $15M Recidivism Reduction Grant Program administered by the Court and Judicial Council. The grant is open to all governmental agencies. Alameda County is well positioned to apply for the money. Ms. Wilson will forward the program information to Ms. Crosby.
