8 13. COMPLETION CHECKLIST Before submitting your Major Matching Grants Application, please take a moment to review this checklist. If you have any questions or concerns, please contact TRF staff (see below). Are there written sponsorship confirmations from the club president(s)/district leadership who will be in office during the year of the funding request? Does the project meet all grant policies and guidelines (see The Guide to Humanitarian Grants [144-EN] or the RI Web site at Does the project description clearly state how the project will assist those in need? Have both the host and the international partner created committees to oversee the project? Are these individuals correctly listed on the application? Have the responsibilities of the project country partner and international partner been outlined? Do they meet the requirements of a Matching Grant project? Are there written commitments (or signatures on section 10 of the application) from each primary project partner? If SHARE District Designated Funds (DDF) are used, the current district Rotary Foundation committee chair must provide a written confirmation authorizing use of DDF (or signature on section 8 of the application). Is a cooperating organization involved? 11 CLUB ROTARIO DE LOJA MATCHING GRANTS APPLICATION CREATION OF TWO VILLAGE BANKS IN THE SECTORS CHINGUILANCHE AND CAPULÍ 1. OBJECTIVE The objective of this project is to end severe poverty for 80 impoverished mothers and their respective children through a program of development of subsistence microbusiness that will comprise the next: 1) Creation y organization of two village banks: these banks will be created in the communities Chinguilanche and Capuli ; these communities are located in the province of Loja, (in Ecuador). Each bank will be form with 40 persons (only women). 2) Implementation of a plan of 80 little loans: each new village bank will provide 40 little loans to the beneficiaries. The beneficiaries will use these loans to develop little economic activities (micro-business) that will improve the incomes and the level of life of their families. 3) Implementation of a Saving Plan: the purpose of this plan is to permit that the beneficiary has a quantity of money that she can use to expand her business, or in case of disaster or emergencies. 4) Training Program of the beneficiaries; the Community Banks Program will include a conferences program about various topics that include Business Administration, Marketing and Sales, Self-esteem, Diseases Prevention and others. These conferences program seeks to increase the knowledge level of the beneficiaries of the village banks and to inject a community action of work and solidarity. The program of development of subsistence micro-business will last three years. After this period, the beneficiaries will be prepared to use mechanisms of the Commercial Bank and other institutions like Cooperativas de Ahorro y Crédito. In this way, new beneficiaries will give the opportunity to be admitted to the loan program. 2. FUNCTIONING OF THE PROGRAM The program of development of subsistence micro-business comprises the creation of two village banks of 40 persons each one. The beneficiaries of this program will be only women, we decided this because we consider that, in Ecuador, women are a component of our society that is discriminated (for this reason we say that our society is "machista").

12 CLUB ROTARIO DE LOJA We have chosen to the non - Rotarian institution "En las Huellas del Banco Grameen" how the institution that will be take charge of the administration of the new village banks. Loja Rotary Club will supervise that the project reaches the proposed objectives and goals. In this moment the institution En las Huellas del Banco Grameen administrates 17 village banks; Rotary Club of Loja knows the good reputation of this institution and for this reason we recommend it to administrate this new project. Each bank will be formed with a capital of US$ 10,000.oo; the individual loan will be established between US$ 80 and US$ 300 (the level depends of the economic activity, the saving, the evolution of the economic activity trends- and the performance of the credit obligations). Each bank will provide 40 loans with duration of one year, the loans will be canceled weekly in equal payments that include a little percent that will permit to cover administrative costs. The rate of interest will be similar to the "activa referencial" that the Central Bank publics weekly (in this moment is 12% annual). This rate is too much lower than the informal rates (we called "tasas de churco" and they are between 10% and 12% monthly). The loans of the program that we propose don't required guarantees. After the four months and when all the loans have been canceled, the bank will give 40 new loans and the cycle continues until the fifth year. The activities that these loans will finance, will be economic activities of subsistence and some of them are the next: Principal financed activities * Pequeños huertos Cría de pollos Cría de Chanchos Tienda Bazar Venta de mercadería Venta de fruta Comerciante Venta de confites Venta de frituras Venta de cervezas Venta de gaseosas Modista Venta de mote * We put the names in Spanish because some words we can't translate in English in a better way. In the next pages you can see some photos of some economic activities developed by the beneficiaries of village banks that functioning in Loja province now.

JUSTIFICATION According to a recent study developed by the PMA (Programa de Alimentos de las Naciones Unidas), "about the 50% of the Ecuadorian population don't receive an appropriate alimentation; in the 230 parishes catalogued how the poorest in Ecuador, the indigence exceed the 90%". "Anemia affects the 40% of the pregnant women, the 72 % of children lesser than a year, and the 38% of children between 1 and 5 years". "The 50 % of children lesser than 2 years have delay in the growth and their alimentation is insufficient in energy and iron". A Director of PMA in Ecuador said the next comments: "Esto significa que Ecuador va a heredar o está sufriendo las consecuencias de una población que no ha sido suficiente y adecuadamente alimentada en la infancia". Club Rotario de Loja is convinced that the best way to improve all those indices that we read in the last paragraph, is to give to the people the tools to improve their level of life (of them and their families) and the revolving loan programs (knowed How village banks) do this providing financing to establish little business. 4. BENEFICIARIES This project will benefit to 80 families of few economic resources; four persons compose the average family, for this reason this project will benefit to 320 persons. These persons live in the communities called Chinguilanche and Capuli ; these communities are located in the province of Loja. 5. GOALS THAT THE PROJECT WILL HAVE TO REACH The project will improve the incomes of 80 families. The project will generate 80 subsistence micro-business. The project will generate a saving of US$ 4,000 at the end of the third year of the project. The project will train to 80 persons through a program of conferences, courses and "talleres" of micro-business.

17 CLUB ROTARIO DE LOJA 6. PROJECT BUDGET The total cost of the project is US$ 20,000.oo; all fund provided to this project will be used for loan capital only. 7. ESTIMATED START AND COMPLETION DATES OF THE PROJECT The project will begin on November 15/ 2004 and will conclude on November 17/ The end of the first cycle of these community banks will be on March 15/ 2005, this date has to be considered for the Rotary Foundation how the close date of the project. 8. ACTIVITIES TO SHOW THAT THE PROJECT IS A ROTARY PROJECT The project will be promoted in the means of local diffusion indicating that was conceived and planned by Rotarians, furthermore it will be undertaken, implemented, administered and supervised by Rotarians. The project will be promoted in the same way in the meetings with Rotarians. In some of the materials of support for the conferences (for example the papers that contain the summary of a conference), will be included, in the more visible site, the emblem of Rotary in combination with the names of the clubs that will sponsor the project as well as their respective emblems. The names of the sponsor clubs and their emblems will appear directly together to the emblem of Rotary and will have the same measures and equal prominence that this emblem.
