3 1 PROJECT BACKGROUND FishBlue2 project is the follow-up of the FishBlue project funded by Interreg MED Programme (from now on: FishBlue 1). FishBlue 1 carried out an analysis (based on literature review and questionnaires answer by s managers) on the of small scale fishery (SSF) within and around a set of Mediterranean s, and developed the so called regional-based governance toolkit of potential measures for small scale fisheries (SSF) governance in and around s (i.e. composed by multiple key-elements, also called tools ) enabling s to reach successful of SSF. More specifically FishBlue 1 highlighted that fish stocks are healthier, fishermen incomes are higher and the social acceptance of practices is promoted (so overall a successful of SSF is reached) if a set of elements is present in a (e.g. high enforcement, presence of a plan, high fishermen engagement in, fishermen representative in the board, and promotion of sustainable fishing). The aims of FishBlue2 are: - to test the governance toolkit (i.e. by implementing these elements or increasing their level), through multiple Pilot Actions in selected s - to assess and quantify its effectiveness in achieving expected results in terms of ecological effectiveness, benefits delivered to SSF and social acceptance of measures by stakeholders. Pilot actions in selected s will be implemented mainly through a contract between each relevant country-based project partner (PP) (with the exception of WWF MedPO for Spain and University of Nice-Sophia Antipolis for Greece) and the correspondent managing that will be directly engaged to test (supported by several capacity-building actions implemented by the project) the toolkit. WWF Adria is launching an Open Call for the implementation of Pilot Projects in Croatian and Slovenia s. The Call is financed by the Interreg MED Programme. 4 2 OBJECTIVES OF THE CALL Within the framework of the FishBlue2 Project, WWF Adria is responsible of the technical and financial coordination of a Pilot Project in Croatia and Slovenia. The objective of this Call for Tenders is to select two suitable Marine Protected Areas (s), one in Croatia and one in Slovenia, with which we will sign service contract to carry out the Pilot Project implementation and governance toolkit testing activities. 3 TECHNICAL SPECIFICATIONS: DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT A: Summary of the activities to be carried out: Establishment of fisheries Local Governance Council Creation of Pilot project implementation plan aligned with the Governance toolkit Support to monitoring activities (ecological, economic and social) before and after implementation of the Governance toolkit Survey of fisheries features Implementation of the Governance toolkit and the selected tools Regular communication with LGC Participation in the preparation of the upgraded version of Governance toolkit Participation in the training event organised by the FishBlue2 Project Preparation of 6 progress reports to be delivered to WWF Adria Dissemination of Pilot project results on national events organized by WWF Adria B: Detail description and timeline of the activities to be carried out: 3.1. Testing the governance toolkit- overall approach One of the main objective of the project is to implement the Governance toolkit in 11 Pilot s and to assess the benefits (from ecological, economic and social perspectives) arising from such implementation. Testing will be carried out, in the first phase ( preparation phase see below), by engaging selected and local small scale fishermen in the establishment of a formal Local Governance Cluster - LGC among the two; this new cooperation (the LCG) will be responsible, along with WWF Adria and under the guidance of the FishBlue2 Project 4

5 Work Package 3 (WP3) coordinator, of the selection of a set of tools (from the list within the governance toolkit and under the guidance of WP3 coordinator) to be tested for implementation in the corresponding Pilot. Testing will be supported by a capacity-building strategy (provided by the FishBlue2 Project) targeting mainly LGC and other local stakeholders (e.g. local administrations, economic actors, NGOs, etc.) and through various other activities such as on-the-spot coaching to support preparation, testing and monitoring aspects of the pilot action. The capacity building strategy will have a common approach for all the Pilot s, whereas the implementation of the selected governing tools will be based on the specific features of each Pilot. LGCs will be supported in the implementation of the selected tools by WWF Adria, which provides technical and financial support, on the basis of a formal contract that will be signed by WWF Adria with the managing following this call for tenders. WP3 coordinator and Conisma (project partner) will provide the LGC with the scientific methodology for monitoring the ecological, economic and social effects of the implementation of multiple tools. Monitoring of such effects will be carried out in each Pilot by University of Nice Sophia Antipolis (UNS) and Conisma, involving the LGC (particularly for the economic and social evaluation), following common standardized procedures in order to assess changes in effectiveness of each pilot due to adoption (i.e. testing) of specific governing tools Testing the governance toolkit: time frame of the pilot projects implementation Pilot project will be executed in 23 months, following a common structure: I. Preparation (6 months): WWF Adria will support LGC, under coordination of the managing, in assessing the needs and identifying the governance tools to be tested in each Pilot, and planning the follow up activities. II. Testing (15 months): identified governance tools are implemented in each pilot by the LGC, under coordination of the managing, with the coaching from WWF Adria. In this phase, the scientific monitoring will be carried out both before implementing the governance tools ( before phase ) and after its implementation ( after phase ), by UNS + Conisma with the managing (see for details about the tasks to be carried out), in order to measure the ecological, economic and social status of the and the potential effects of the governance tools. III. Evaluation (1 months): monitoring data from each pilot will be assembled and analysed by UNS and Conisma. Findings will be synthetized in both a scientific report drafted by UNS and Conisma - and in a communication tool issued by LGC, in order to restitute to local stakeholders the assessment findings. IV. Closure (1 months): testing results will be transferred and discussed among all the LGCs of the pilot s (11 pilots), to upgrade the tested governance toolkit. This will allow the project partnership to prepare an updated version of the governance toolkit (for its dissemination towards 5

6 other s in the Mediterranean in line with Project WP4 Project results Dissemination and networking ). Pilots s have to deliver to relevant PPs (in this case WWF Adria) 6 brief Progress reports (see Table 2 for details on deadlines) in order to allow WP3 Coordinator to prepare a Report to be submitted to the Project Work Package Coordination Group (WPCG) and Project Steering Committee (PSC) with the WP3 implementation state-of-play (Project Deliverable 3.1.5). In parallel, a cross-fertilization (i.e. know-how exchanging) activity involving the selected 11 pilot s will be carried out, in order to capitalize, exchange and transfer the results of each pilot. This will be done through communication tools (e.g. thematic brochures, online platform) and events (3 exchange visits, 1 training course, 1 sharing-experience conference, and dissemination at national level events) where to share common challenges and solutions. The bodies of Pilot s formally accept (through the signature of the contract with the relevant PP) to engage themselves in the following activities: a. implementation of the Pilot Action as foreseen by FishBlue2 project and described in the Governance toolkit (attached to this Call for Tenders) b. sharing with WWF Adria all the data needed to perform the final evaluation on the results from testing the selected governance tools c. formal adoption of the tested (and positively evaluated) governance tools and exploitation of the latter also after the closure of the project d. stable monitoring activity of ecological, economic and social aspects of small scale fisheries after the end of the project e. participation in joint project training as foreseen by FishBlue2 project f. participation in joint project events as foreseen by FishBlue2 project For fulfilling these tasks each selected Pilot will be contracted abn compensated of the related expenses. The budget and typologies of expenses, the modalities to be compesated and any other related provisions are described in the contract, of which the current document represents an annex Testing the governance toolkit: activities to be implemented in the preparation phase WWF Adria formally engages the pertinent managing and ease the setting up of the LGC between the corresponding managing and the local small scale fishermen representative /ies (if not existing, managing should ease its establishment). The first activity of the LGC is therefore the identification of the needs for a successful of the SSF in the ; this activity will be based also on the collection of relevant data (describing the current status of the SSF in the ) implemented following specific data collection tools issued by the project and with the support of WWF Adria. Then the LGC should identify which governance tools should be the most suitable to be implemented in that specific according to specific guidelines issued by the project and provided to each. These are the ones listed in the FishBlue1-related governance toolkit, additional ones indicated by FishBlue2 WP3 coordinator (e.g. reduction of fishing effort for small scale and/or recreational fisheries). Finally, WWF Adria and LCG should draft jointly the Pilot Project Implementation Plan (PPIP), where all the activities needed to implement the pilot action including the selected governance 6

7 tools are to be described. Along with the PPIP, the LCG will provide to WWF Adria, a break-down of the costs related to the implementation of each of the selected tools. In order to define the Pilot Project Implementation Plan (PPIP), at least 2 meetings between WWF Adria and LGC should be organized in each Pilot (Project Deliverable 3.2.2). The organization of the 2 meetings should be led by the. LGC should guarantee the engagement of all the relevant local small scale fishermen in these two meetings. The will issue the Minutes of the two meetings within one week from the meetings date. A survey of s features (i.e. related to fisheries, environmental, economic and social features of local fisheries) will be developed by each LGC (under coordination of the managing ), under the guidance of WP3 Coordinator. The objective is to define for each Pilot which fishery-related governance needs are the most important ones and which tools of the toolkit are the most suitable ones to be implemented (Deliverable Survey on features ). With reference to this, the first step will be to perform a survey of the current status of implementation if any of existing governance tools (e.g. enforcement, fishing effort, fishermen engagement etc.) in each. LGC will provide the needed data (using a standardized tool prepared by WP3 Coordinator and providing data and studies already carried out previously) to allow LGC to illustrate the current status regarding SSF in the. Each Pilot will deliver specific information (e.g. on zoning, bathymetry and habitats distribution of each and surrounding unprotected areas) needed in order to allow Project Partnership to properly plan the design of the scientific ecological monitoring. Based on outcomes from the Survey on features, the meetings between WWF Adria and LGC, and with the scientific guidance of WWF Adria and WP3 Coordinator, a description of the selected governance tools and follow up activities will be done and drafted in the Pilot Project Implementation Plan PPIP. The Pilot Project Implementation Plan PPIP will be formalized (i.e. approved by WWF Adria and formally adopted by the LGC). Along with the PPIP, the LCG will provide to WWF Adria a break-down of the costs related to the implementation of each of the selected tools. managing at first, and LCG too have to engage themselves that activities indicated in the PPIP will be implemented by the set deadlines. Authorizations for scientific monitoring (i.e. using underwater visual census and baited remote underwater video) have to be guaranteed by the managing to UNS and Conisma according to scientific monitoring schedule Testing the governance toolkit: activities to be implemented in the testing phase Pilot Project Implementation Plan should be carried out by the LGC, under coordination of the managing and the coaching of WWF Adria. The Before phase monitoring activity will be carried out in the following way: assessment of the ecological status by WP3 Coordinator and PP2 Conisma, involving the staff during the monitoring activity, in order to stimulate a better understanding and appropriation of the monitoring tools and guarantee a stable monitoring system, after the end of the project; the economic and socio-cultural status will be assessed by each LCG under the coordination of the managing and the supervision of the WWF Adria and WP3 7

8 coordinator, following the methodology issued by WP3 coordinator and Conisma, and exploiting common tools developed by the project partnership. For the economic assessment, the managing will ensure the monitoring of SSF catches within the buffer zone of the (if exist) and surrounding unprotected areas according to a sampling design that will be tailored by the WP3 Coordinator (UNS) and Conisma. The monitoring of small scale fishing catches should be carried out by experienced operators, and photographic documentation must be regularly provided to WWF Adria to ensure high quality-standard of data collection. The monitoring of SSF will be performed following specific guidelines that will be provided by the WP3 coordinator. For the social assessment, specific questionnaires will be developed by the project partnership and will be used by the LCG to obtain the data. In the framework of the Building capacity Strategy of the project, 2 training activities will be organized where all the 11 s have to attend (Deliverable 3.3.1). Pilot s managing bodies have to ensure the attendance of at least 1 managing staff/lcg representative at each of the 2 workshops: The first one will focus on environmental, economic and social monitoring methodology and techniques. During this workshop WP3 Coordinator and PP2 CONISMA, will present the methodologies selected for environmental, economic and social monitoring and will provide guidance on how to perform scientific monitoring on economic and social aspects in order to ensure a solid and consistent data collection in all the pilot s; The second one will deal with governance measures, in order to allow s (and project partnership) to learn lessons from 11 pilot implementation outcomes (May 2018, location to be defined) organized by MedPAN and IUCN Med. In May-June 2018, effectiveness of governing tools implementation will be assessed ( After phase ) in the same way, i.e. - on environmental components through on-field monitoring activity, implemented by WP3 Coordinator and PP2 Conisma and involving the managing staff (see above); - on economic and social components by each LCG, using the same tools that were previously used on the Before phase, under coordination of the managing and the supervision of WWF Adria and WP3 coordinator. The experience obtained by LCG during the project will be a crucial tool for the s to set up a permanent monitoring system which will continue after the project closure. s will formally commit themselves before the end of the project to carry-on monitoring after project completion Testing the governance toolkit: activities to be implemented in the evaluation phase Ecological, economic and socio-cultural data gathered in each pilot during Testing phase, before and after the governance toolkit implementation, will be assembled and statistically analysed by UNS and Conisma by September 2018, and the main results will be adopted by the project partnership. Main findings will be synthetized in both a scientific report by UNS and Conisma - and in a communication tool issued by LGC (Deliverable 3.4.2), in order to provide the results to the local 8

9 stakeholders (during the closure meeting planned in September 2018). These findings will be crucial to assess the efficiency of the governance toolkit and to provide guidelines for future of s in relation to SSF and governance approaches Testing the governance toolkit: activities to be implemented in the closure phase The findings described in the Evaluation -related Report will be transferred and discussed in a closure meeting (Deliverable 3.5.1) with LGC and main stakeholders of each pilot (September 2018) to upgrade the tested governance toolkit. s bodies will contribute to disseminate these results to other stakeholders (see Section 3). This will allow the project partnership to prepare an updated version of the governance toolkit taking into an account the results of testing and the discussions with stakeholders. The closure meeting has be organized by in collaboration with WWF Adria and engaging all the main stakeholders of LGC. The Governance toolkit is an appendice to this document Minimum standards required Any submitted proposal will be assessed against the following criteria: Being consistent with and contributing to the official conservation and sustainable fisheries goals of the protected area. Being consistent with sectoral sustainable policies at national and local level. Describing the existing systems/tools/activities to monitor fisheries related impacts/benefits, and declaring availability to test new tools as identified during the Pilot Project implementation. Demonstrating to have an existing participatory fisheries planning system/tool where the main fisheries related stakeholders are involved, and how it will be involved in the Pilot Project implementation. 4 TENDER GROUPS Subject of the Tender is divided into following procurement groups: Group 1 Selection of Marine Protected Areas () for the implementation of the Pilot Project in Croatia (Maximum value of Tender in Group 1 is ,00 HRK) Group 2 Selection of Marine Protected Areas () for the implementation of the Pilot Project in Slovenia (Maximum value of Tender in Group 2 is ,00 HRK) Bidder can submit only one offer per Group. Bidder which submits in more than one offer will not be assessed for any offers. 9

10 5 ELIGIBILITY CRITERIA GROUNDS FOR EXCLUSION Conditions for allowing any candidate Marine Protected Area to submit a proposal are the following: 1. Evidence of non-existence of the grounds for exclusion from public procurement (through a signed statement of person authorized for representation of the ) 2. To be established with public Act, which identifies a managing (already existing, i.e. not to be established, which must be fully operational) and conservation goals 3. To be located in a region eligible for the Interreg MED Programme (see for the list) 4. To have marine area under its jurisdiction and to have commercial fishing activity legally allowed in those areas 5. To declare to have a specific staff member (manager or officer) which is responsible of fisheries planning/managing within the, or to appoint a person as responsible of FishBlue2 Pilot Project implementation (i.e. attend the training activities, provide information, reply to s ) 6 SELECTION PROCEDURE Each candidate (an eligible ) must submit an offer describing the implementation of the expected Pilot Project and the associated costs. Offers (Pilot Pilot) will be evaluated on the basis of the best value for money. Absolute model of evaluation will be applied (evaluation score does not depend on other offers): Contractor assigns money value to all of selection criteria and total amount will be deducted from the offered price. That amount will be compared against the other offers. Following elements will be assessed during evaluation: Eligibility on the basis of the criteria detailed in the present ToR. Experience of the in fisheries. Compliance with expected types of Pilot Project tools and actions as listed in Governance tool. Detailed proposal for the proper implementation of Pilot projects. All candidates will be informed of the selection results via . 7 PROCUREMENT VALUE AND FUNDING STRUCTURE OF THE PILOT ACTION In line with the approved FishBlue2 Project Budget overall maximal estimated value of this Call for tenders is ,00 HRK (approximately ,00 ) with a maximum of ,00 HRK (approximately ,00 ) to be awarded to a single selected (service provider) with VAT included (up to ,00 HRK per group) Two Pilot Projects may be selected during this Call for Tenders, one in Croatia (Group 1) and one in Slovenia (Group 2). The expenses incurred (anticipated by each candidate) must be presented to WWF Adria with the technical reports. The related (service provider) will be payed following the approval of at least one interim report and one final report submitted by the responsible of the Pilot Project and approved by WWF Adria. 14 Croatia and Slovenia. The beneficiaries will sign a contract with WWF Adria. All Pilot Projects will be subject to a mandatory progress reports and final assessments. WWF Adria will provide a template for technical and financial reporting. WWF Adria will ensure the direct monitoring of the Pilot Projects progress and may call in local or thematic consultants if needed during the monitoring. 10 PROCEDURE FOR SUBMITTING AN APPLICATION The Application Form (attached to the Call for Tenders) must be submitted by post, in English, in printed form, in an enclosed envelope. All the appendices listed in the application form must be provided enclosed within the same envelope in a data storage device (USB, CD/DVD ROM ).
