The 12 th PFPWG Meeting noted that Indonesia will circulate the revised decision tree to Member States for comments. In this regard, Brunei Darussalam agreed to take the lead for the development of the MRA. June 2009 Malaysia At the 9 th PFPWG mtg: agreed to modify the questionnaire to accommodate the AEC Scorecard 31 March 2010 Member States to comment 31 January 2011 Member States to provide feedback The 12 th PFPWG Meeting noted that Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Singapore and Thailand had submitted their feedback on the implementation of the ASEAN Common Principles and Requirements for the Labelling of Prepackaged Food. Malaysia presented the 14 priority elements for labelling based on the ASEAN Common Principles and Requirements for the Labelling of Prepackaged Food that could be considered for harmonisation at the regional level. The 12 th PFPWG Meeting agreed to 7

8 carry out a survey to identify the common labelling elements for harmonisation at the regional level. The Meeting considered the proposed matrix from Malaysia to gather the relevant information to identify common labelling elements for harmonisation at the regional level based on the 14 elements and requested the Member States to provide the relevant feedback using the matrix ASEAN Common Principles for Food Control Systems - to monitor the implementation of the ASEAN Common Principles for Food Control Systems - AMS to give feedback on the survey of the implementation of the ASEAN Common Requirements for Food Control System - To compile the response received and present the outcomes in the next PFPWG meeting. PFPWG Meetings 15 August 2010 The 12 th PFPWG meeting Indonesia Member States to submit feedback Indonesia Indonesia updated the 12 th PFPWG Meeting on the status of the implementation of the ASEAN Common Requirements for Food Control System. The 12 th PFPWG Meeting noted that feedback was received from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Singapore and Thailand. The Meeting noted that the outcome of the survey indicated that some Member States have limited 8

9 capacity in fully implementing the ASEAN Common Requirements for Food Control Systems. Based on the feedback received from Member States on training and technical assistance to address these implementation gaps, it was noted that training and technical assistance at the regional level was required for: a) SMEs and household food industries for all Member States; b) traceability, risk analysis, horizontal and vertical coordination in food control management, sampling plan and analytical method development for most of the Member States; c) food legislation and food inspection manual training for Cambodia, Lao PDR and 9

10 Philippines; and d) monitoring and surveillance systems for Cambodia, Indonesia and Lao PDR. ASEAN Common Principles and Requirements for Food Hygiene - to monitor the implementation of the ASEAN Common Principles and Requirements for Food Hygiene - Circulation of the questionnaire for monitoring the implementation - To give their feedback on the survey of the implementation of the food hygiene requirements and send it to Thailand PFPWG Meetings Thailand Thailand updated the Meeting on the status of implementation of the ASEAN Common Principles and Requirements for Food Hygiene including the implementation gaps among Member States. 13 2.2.4 Food fortification and GMO the basis for the development of the guidelines - To submit their input on the survey for the development of a guidance document for Harmonised Importexport Inspection and Certification System and send it to Indonesia. - To do the survey on the harmonisation of food fortification and GMO 31 January 2011 Member states to give comment Indonesia updated the 12 th PFPWG Meeting that comments were received from Cambodia, Indonesia, Lao PDR, Malaysia and Philippines on the criteria to be included in the draft Guidelines for Import and Export Inspection and Certification System. The Meeting was informed that the draft guidelines was developed based on the feedback received from Member States. Cooperate with relevant international, regional organization, and other ASEAN food related bodies to address issues related to capacity building recommendations for technical assistance for the identified implementation gaps. The findings will be used to propose specific project proposals for technical assistance to the EU for consideration in the next phase. - Philippines/Member States On going process 3.3 To strengthen the network of ARLs (ASEAN Reference Laboratories) ASEAN Reference Laboratory Network Coordinating Committee - To update the progress and status of network of the respective ARLs in the next meeting Before the next PFPWG meeting ARLs: Malaysia, Singapore, Thailand and Viet Nam The Meeting noted the update from Thailand and also noted that there were no further updates on the progress of activities of the ARL by Malaysia and Viet Nam. The Meeting agreed that the proposed ASEAN Food Testing Laboratories Experts Meeting should be attended by experts from the six ARLs that have been established as well as laboratory experts from other Member States, representatives from ACCSQ WG 2 and the ASEAN Secretariat. 15

16 The Meeting also agreed to defer discussions on the establishment of new ARLs until the selection criteria for ARLs has been finalised. In this regard, the Meeting agreed to request Thailand to consider hosting the ASEAN Food Testing Laboratories Experts Meeting prior to the 13 th PFPWG meeting. Thailand will to consider hosting the proposed meeting subject to approval by the government ASEAN Guideline for Food Testing Laboratories - PFPWG to use the draft Guidelines for Food Testing Reference Laboratories as the guiding document for the establishment and management of ARLs and NRLs - ASEAN Secretariat to circulate a copy of the guidelines for Member States to provide comments As soon as possible 30 September 2008 PFPWG ASEAN Secretariat Done To provide their comments on the 2nd draft ASEAN Guidelines for Food Testing Reference Laboratories 31 January 2011 Member States The Meeting noted that the ACCSQ WG 2 and Thailand had submitted comments on the draft ASEAN 16

Malaysia informed the Meeting that the comments on the draft guidelines will be submitted by 15 December The Meeting discussed the comments from Thailand and noted the recommendation that the guidelines should be used for ARLs as well as NRLs and also to include criteria for selection of ARLs and NRLs and the relevant competence criteria. Member States who are yet to submit their comments on the draft ASEAN Guidelines for Food Testing Reference Laboratories were requested to submit their comments to the ASEAN Secretariat The ASEAN Secretariat was requested to compile the comments received for further discussion at the ASEAN Food Testing Laboratories Experts Meeting. 17

18 3.4 Establishment pilot rapid alert system for food Rapid Alert System for Food PFPWG to hold a Special Meeting to discuss the finalisation of the draft of ASEAN Guidelines for Food Testing Reference Laboratories. ASEAN Secretariat to follow up on the organisation of the Special Meeting. - To establish rapid alert system for food and feed prior to the 13 th PFPWG meeting From January 2007 PFPWG, WG 2 Representatives, ASEAN Secretariat Thailand The Meeting agreed to request the ASEAN Food Testing Laboratories Experts Meeting, which will be held to discuss the ToR of the ARLs, to discuss and finalise the draft ASEAN Guidelines for Food Testing Reference Laboratories taking into consideration comments received from Member States and ACCSQ WG 2. Pilot Project of the ASEAN Rapid Alert System for Food and Feed (ARASFF) was completed in December 2007 and participated by Cambodia, Malaysia, Myanmar, Philippines, Thailand and Viet Nam. The second phase of ARASFF will be operated until December 2009 Thailand briefed the 12 th PFPWG Meeting on the progress of the activities of the ASEAN Rapid Alert System for Food and Feed (ARASFF). Indonesia informed the Meeting that the Indonesian Rapid Alert 18

19 System for Food and Feed (INRASFF) Working Group has been established to develop the INRASFF. The INRASFF is targeted to be linked with the ARASFF before The Meeting noted that Lao PDR has established a Task Force for the national Rapid Alert System (RAS) and relevant trainings have been conducted. The Task Force will also develop the RAS for the border check-points. - To develop Guidelines for Procedures to be followed by network members in the notification of ARASFF - To provide their comments and input on the draft ToR of the ARASFF to the ASEAN Secretariat. PFPWG Meetings Malaysia Malaysia was nominated as the Chairman of the working group on the Development of Guidelines of Procedures for Notification of ARASFF. 31 March 2010 Member States The draft Terms of Reference (ToR) of the ARASFF was finalised during the workshop held with support from EU on 3-5 November 2009 in Hanoi, Viet Nam. The 3 rd TOR of ARASFF has been circulated by the ASEAN Secretariat 19

20 - To await for the recommendation form the study on the development of a Regulatory Framework for Food Safety in ASEAN before making any recommendations to the Steering Committee of ARASFF on its line of reporting. ASEAN Rapid Alert System for Food and Feed (ARASFF) National Contact Point Meeting was held on June 2010 in Bangkok, Thailand and was followed by the 4 th EU-ASEAN ARASFF Workshop The ASEAN Secretariat updated the 12 th PFPWG Meeting on the status of the project proposal for the Development of a Regulatory Framework for Food Safety in ASEAN. The Meeting noted that the project proposal is now under consideration by the World Bank for funding support and implementation. The World Bank had requested the ASEAN Secretariat to submit a detailed ToR for the proposed project for consideration. The 12 th PFPWG 20

21 Meeting noted that the National Contact Points for ARASFF have agreed to act as the Interim Steering Committee of ARASFF (ISCA) to manage the ARASFF whilst awaiting the outcome of the proposed study by the PFPWG for the Development of the Regulatory Framework for Food Safety in ASEAN. In the meantime the ISCA will report directly to SOM- AMAF. 4. The Meeting noted the ASEAN Food Safety Improvement Plan II (AFSIP II) had been drafted for and circulated for comments by the Member States. The draft AFSIP II will be further discussed at the following AEGFS meeting in The Meeting sought clarification from Malaysia on the possible overlap of the activities carried out by the AEGFS with the initiatives of the PFPWG. It was noted that the activities carried out by the AEGFS focussed on capacity building and training 22

23 - PFPWG to draft a regional plan for technical assistance for the prepared foodstuff sector based on the needs and available resources. - ASEAN Secretariat to follow up with the APRIS II on the implementation of the workshop on food inspection. In this regard, the Meeting agreed to seek the cooperation of the AEGFS to ensure that the related capacity building and training programmes are based on the harmonised technical requirements developed to ensure consistency in approaches and enhance coordination. The ASEAN Secretariat informed the Meeting that the ASEAN-EU Programme for Regional Integration Support II (APRIS II), under which technical assistance was provided for the prepared foodstuff sector, will conclude in December The successor programme under the ASEAN-EU cooperation for technical assistance for standards and conformance will commence in

24 - Updates on the activities of the ASEAN Task Force on Codex (ATFC) PFPWG Meetings Malaysia Malaysia informed the 12 th PFPWG Meeting that there was no further update on the activities of the ATFC since the last PFPWG meeting. The Meeting discussed the recommendation from the ATFC that the PFPWG should be the responsible body to monitor the implementation of measure of the AEC Scorecard (Development of ASEAN Good Hygiene Practices (GHP)) considering that this activity is being undertaken by PFPWG. In this regard, the Meeting agreed to the recommendation of the ATFC and agreed to amend the AEC Scorecard accordingly. 25 4.3 Capacity building including Human Resources and Infrastructure Development specific products for MRAs - To compile information on capacity building needs/expertise available On going process Malaysia The Meeting considered the existing technical assistance programmes and noting that the AEGFS focussed on capacity building and training activities for the agro-based sector, it was agreed to request Malaysia as the coordinator for AEGFS to provide a list of the technical assistance programmes carried out by AEGFS so as to ensure that there is no duplication of efforts. Sharing of such information will also ensure that Member States are aware of the existing technical programme and participate in these programmes as appropriate. The Meeting further requested the ASEAN Secretariat to collate the information on capacity building activities carried out by the AEGFS as well as the recommendations from Indonesia for training needs in para 48 and circulate to the Member States for consideration 25

The Meeting further discussed the proposal from the ASEAN Secretariat for the organisation of the public-private forum as a means of outreach to the business community in line with the decision of the AEM. The Meeting noted that the aim of the proposed public-private forum is to share information related to the ASEAN 26

27 integration initiatives to the business community and provide updates on the regulatory requirements of each Member State. The forum will be a two-way communication mechanism between the regulators and industry for feedback and discussion on issues related to the integration initiatives of the prepared foodstuff sector. 5.
