1 Request for Quote Ref/ Title of resource Date Published Overview MMIAH - Interreg Programme First Level Controller 5 December 2017 The Liverpool City Region Local Enterprise Partnership (LEP) has been successful in being awarded delivery partner for the MMIAH -Interreg Atlantic Area project. The MMIAH project is committed to the value enhancement of the urban coastal edge of the Atlantic Area through the recovery of disused asset associated with the military, maritime and industrial heritage of coastal cities, facilitating their social use and generating value added activities around them in order to promote cultural tourism as a factor of economic sustainability. Background The MMIAH - Interreg Atlantic Area programme, financed by the European Regional Development Fund (ERDF), is designed to address the loss of identity of the coastal towns of the Atlantic Area as a result of neglect and degradation of industrial and military maritime installations that have fallen into disuse leading to their progressive disappearance. MMIAH, through the social appropriation of these assets belonging to the historical heritage of cities, will provide them with new uses, thus regaining a role in their communities and ensuring their survival. On the other hand, recovering the "historical memory" that these facilities preserve, disseminating it through historical re-enactment, which will allow for the valorisation of the uniqueness, relevance and attraction that these assets give their cities. MMIAH will implement a common strategy, based on citizen participation and the exchange of experiences and knowledge between the partners, to turn the cities MMI heritage elements into tourist attractions, thus increasing the number of assets of the territory and, therefore, its tourist value, not only individually in each of the participating cities but also in the entire AA.

2 The project will involve the LCR LEP leading one of the 7 proposed work programmes to evidence best practice in tourism regeneration. The focus for this element will be the Albert Dock and we will be required to develop a white paper for presentation back to the partners by the end of the project. The intention is to build on the work already done by Prof Michael Parkinson/University of Liverpool last year on behalf of Gower Street Estates. The project will also fund three City Region projects at Tate Liverpool, Port Sunlight (Port Sunlight Village Trust) and Southport (Sefton Council). In WP2, the LEP will ensure structures are in place to manage the communications of the project locally and through EU partner channels.

3 In WP3, based on previous experience and following completion of work programmes 4, 5 and 6 we will lead the development of the White Paper on behalf of all project partners. In WP4, and in collaboration with the other partners, and based on an agreed methodology we will work on the elaboration of the evolutionary study of the City Region s MMI assets. This will progress to: WP5, in which the LEP will work with project partners to support the coordination and development of a master plan for MMI heritage recovery and touristic valorisation. In WP6 the LEP will contribute to the implementation of alternative uses and touristic and cultural valorisation of assets by the development of pilot interventions focussed on Port Sunlight, the Albert Dock and Southport. In WP7, the LCR LEP will participate in reaching the tourism positioning of the MMI heritage of the coastal edge of the AA by liaising with partners to engage overseas tour operators as a means of increasing tourism activity. The LCR LEPs Visitor Economy team intend to undertake all programme management and development activity in house as means of contributing to our overheads/staff costs for this period. This will mean portions of time for the Head of Visitor Economy, the Visitor Economy Executive and the Visitor Economy Business Development Manager being used as financial match. We have calculated all the hours required for the duration of the project and prepared a full cash flow budget for the entre duration of the programme. This project is based on the Enhancing biodiversity and the natural and cultural assets theme of the Interreg programme. It is a partnership project involving other LEP s and tourism organisations across Europe with a total eligible expenditure of some 3.29m. The LEP has agreed an expenditure budget of 371, for this project for a period starting July 2017 to 30 June % of the eligible costs are allocated staff costs, the remainder is travel and audit costs. Specification for briefing, The LEP invites quotes for the provision of resource to:

4 including aims and objectives 1. Provide First Level Controller assurance for the MMIAH - Interreg claims every 6 months. This must be completed within the first week after the quarter end (the first week in January 2017 and every 6 months after. 2. They must complete the First Level control report and checklist set out in the MMIAH - Interreg MC03 Manual. The first level controllers task is to verify that the expenditure reported by the LEP in each 6-monthly progress report fulfils the following conditions: the costs are eligible, the conditions of the programme, approved application form and subsidy contract have been observed and followed, the invoices and payments are correctly recorded and sufficiently supported, the related activities, sub-contracted supplies and services are in progress or have been delivered or carried out, the community rules have been respected especially with regard to information and publicity, public procurement, equal opportunities and protection of the environment. The controllers have to be familiar with the content of the following documents in order to be able to confirm the compliance with the provisions laid down in: the EU regulations and directives, i.e. in particular with: - Regulation (EU) No 1303/2013 (Common Provisions Regulation) - Regulation (EU) No 1301/2013 (ERDF Regulation) - Regulation (EU) No 1299/2013 (European Territorial Cooperation Regulation) - Regulation (EU) No 481/2014 (Eligibility of expenditure for cooperation programmes)

5 - EU Directives on public procurement further national rules and guidance (e.g. national public procurement rules) the programme manual the application form the subsidy contract the project partnership agreement The main principle is that the controllers have to be independent and qualified to carry out the control of project expenditure. An external controller can only be considered independent if there are no other contractual relationships with the project or partner organisation that could lead to a conflict of interest. With regard to the qualification of the first level controller, the partners have to bear in mind that the task of controlling project expenditure co-financed under the MMIAH - Interreg Atlantic Area Programme goes beyond checking the accounts: it also involves a judgment on the compliance with ERDF, national and programme rules. The controllers are therefore expected to have a profound knowledge of controlling project expenditure under the Structural Funds regulations.
