2 KEIZER PARKS & RECREATION ADVISORY BOARD REGULAR SESSION MINUTES 6:00 p.m. Keizer Civic Center CALL TO ORDER Chair David Louden called the meeting to order at 6:05 p.m. ROLL CALL Present David Louden, Chair Jim Taylor, Vice Chair (arrived 6:07) Cat Gaynor (arrived 6:10) Joe Tilman Matt Lawyer Scott Klug Dylan Juran Absent: Clint Holland Donna Bradley Liaison Present: Roland Herrera, Councilor Samuel Elder, Youth Liaison Staff Present Robert Johnson, Parks Division Manager Debbie Lockhart, Deputy City Recorder APPROVAL OF MINUTES: Dylan Juran moved for approval of the April 2017 Minutes. Matt Lawyer seconded. Motion passed as follows: Tilman, Lawyer, Klug, and Juran in favor with Louden abstaining, Holland and Bradley absent and Gaynor and Taylor absent at time of vote. APPEARANCE OF INTERESTED CITIZENS Jesse Borghesi and Joseph Boyd from the Salem Rugby Club explained that their organization is a non-profit and is interested in making Claggett Creek Park their home pitch park and working with the City to put in more permanent structures and address safety hazards. They explained that the club is county wide. Robert Johnson noted that Mr. Borghesi and Mr. Boyd would be meeting with him and Bill Lawyer the next day for more in-depth discussion. Mr. Borghesi and Mr. Boyd indicated that they did not require any action from the Board at this time. NEW/OLD BUSINESS Festival Advisory Board Representative Replacement: Matt Lawyer reported that Donna Bradley had indicated that she would take over this position for David Louden. HEAL (Healthy Eating Active Living) Grant: Dylan Juran referred to his handout showing the equipment. The equipment consists of 10 stations including signs with instructions and it costs $6,000. The HEAL grant is available for $5,000 to $25,000. The Parks & Recreation Advisory Board Minutes Page 1

3 grant cycle for 2017 is not yet posted but last year it was August 1 to September 30. Robert Johnson suggested that if the grant is received, the equipment could be installed as an Eagle Scout project. Mr. Tilman noted that the program targets underserved populations so that should be taken into consideration when deciding upon the location. Following lengthy discussion, Board members were urged to review the Parks Master Plans and figure out which parks have fitness stations in their master plans so that location could be discussed at the next meeting. Jim Taylor moved to ask Council for permission to apply for a HEAL grant for a fitness trail. Matt Lawyer seconded. Motion passed as follows: Tilman, Lawyer, Gaynor, Taylor, Klug, Juran and Louden in favor with Holland and Bradley absent. Parks Stabilized Funding Status: Matt Lawyer read the motion that was passed at the Special Session: City Council direct staff to come back with a mechanism to collect a $4 per month per household fee that would be structured so that the prioritization would not cause a person to have their water turned off for failure to pay fee and these funds would not supplant in any way the general fund allocation for Parks according to budget policy, and the fee be attached to the Keizer billing structure already in place to incur no additional costs to residents. Accepted amendments included: (1) adding collection of commercial accounts as well as households, (2) there be no increase of the fee for a minimum of 1 year with an $8 cap on the fee, (3) the Parks Board/Parks Department be required to report what has been done with the funds to the Budget Committee, and (4) the Finance Department will use the assistance program currently in place for senior and low income clients. Discussion followed regarding the Special Session with Board members noting that a priority list needs to be developed using the expertise of Robert Johnson and the input received from the survey. Matt Lawyer, Jim Taylor and Scott Klug volunteered to work on converting the survey data into information for Robert. Chair Louden asked to be kept in the loop. Solar Eclipse Event: Matt Lawyer reported that the website is live and reservations are being taken. Camp sites are $300 for the weekend and include many amenities. $8,000 was approved by the Budget Committee but sponsors are still needed. He urged everyone to share this on their social media pages. STAFF REPORT: Robert Johnson reported that the orchard trees are in the process of being removed for the pathway at Keizer Rapids Park. A request for proposals was sent out for paving the pathway; the electrical conduit to the restrooms from Chemawa is now in place. Staff is waiting for approval from PGE to backfill; then PGE will set a new pole on Chemawa. COUNCIL LIAISON REPORT: Councilor Herrera commended Councilor Freeman and the Volunteer Coordinating Committee for their work with volunteers and the volunteer program. YOUTH LIAISON REPORT: Sam Elder reported that a substitute would be attending the Claggett Creek Watershed Council meeting on Wednesday in his place, he would Parks & Recreation Advisory Board Minutes Page 2

4 be working on the Saturday Keizer Rapids Park invasive species removal project, and about 20 volunteers were planning on working at Mike Whittam Park. OTHER BUSINESS: Matt Lawyer reported that Hans Schneider is soliciting additional donations to fund a larger covered structure at Keizer Rapids Park volleyball courts. He is also considering doing a volleyball tournament on the eclipse weekend. Mr. Lawyer added that because Mr. Schneider has done so much for the community, he would like the Board to consider naming the volleyball courts after him. He asked that this be put on the May agenda for discussion. REPORT TO COUNCIL: Because Mr. Holland was not at the meeting, Jim Taylor volunteered to report to Council on May 15. 5 To: Roland Herrera, Keizer City Councilor Dylan Juran, Keizer Parks Advisory Board From: Topic: Wayne Frey, Keizer resident Proposal to create and maintain a soccer field at Country Glen Park in Keizer. I have been looking for a place to create a soccer field in Keizer where kids can participate in a positive healthy activity. While riding my bike, I found a good location for a soccer field. I am excited about the possibility of a new soccer field at Country Glen Park in Keizer. This park has an existing large flat grass area that would work well for soccer fields. I have measured the space using the Google Earth Ruler tool. The space is large enough for one large field or 2 small fields. The available space is 43 X 110 yards. 1 Large Field U-12 (40yds X 100yds) or 2 Small Fields U-9 (40yds X 50yds) I have been involved in the creation and maintenance of two soccer fields previously. The first was created in 2010 at Kiwanis Eastside Park in Ontario, Oregon with the Kiwanis Club of Ontario. I personally maintained this community field for 5 years before I moved to Keizer. I have seen parents playing soccer with their small kids, boys and girls playing on the field at the same time, and the high school team practicing on the community soccer field and going to state that year. The 2 nd soccer field was established at the Boys and Girls Club of the Western Treasure Valley. Both of these soccer fields are providing ongoing opportunities for kids, families, and teams to play soccer as a positive healthy activity for the community. Costs to City of Keizer: None I, Wayne Frey, volunteer to purchase and donate the goal posts, nets, balls, the line painter, and paint. Soccer Field Maintenance: I, Wayne Frey, volunteer to maintain the soccer field by painting the lines, anchoring the goals and trimming the grass around the soccer goals. The mowing will be done as it is currently done. (By the city or whoever the volunteer is). Action Item: Parks Advisory Board, please make a motion to approve this request to allow Wayne Frey to create a soccer field at Country Glen Park.
