5 Introduction The Europe 00 strategy towards smart, sustainable and inclusive growth will make significant progress by building on the synergies between the cohesion policy European Structural and Investment Funds (ESIF) and the excellence objectives within Horizon 00. The fostering of synergies between these two policy instruments aims to maximise the quantity and quality of investments, thus ensuring a higher impact of the funds. The ESIF are investing approximately 100 billion in innovation and research during the period The increase of the innovation and competitiveness-related budgets under EU cohesion policy over the past decade is of the utmost importance to ensure optimal synergies between the funds as a result of the increasing competitive pressure from global markets and to maximise the impact and efficiency of public funding. The European Parliament and the Council have made it clear that this approach is no longer a nice to have but a need to implement. In this context, Article 0 of the Horizon 00 Regulation and Article 7 of the Horizon 00 rules for participation encourage synergies between Horizon 00 and other European Union funds, such as ESIF. To achieve this, it is crucial to align strategies and implementation modalities and complement existing and future roadmaps. The Clean Sky Joint Undertaking (CSJU) is called by its founding Council Regulation no. 558/014 of 6 May 014 to develop closer interaction with European Structural Investment Funds (ESIF) and to underpin smart specialisation efforts in the field of activities covered by Clean Sky. The implementation of synergies should deliver additional gains in terms of competitiveness in Horizon 00 calls and innovation results that could contribute to closing the innovation gap in Europe and therefore promote economic growth, and should lead to a more efficient use of public funding. A high number of Regions and Member States have indicated aeronautics, aviation, aerospace and correlated areas among their Research & Innovation Smart Specialisation Strategies (RIS) priorities, which creates an opportunity for fostering synergies with the EU s largest ever aeronautics programme, the Clean Sky Joint Undertaking, under H00, which is developing a set of bilateral cooperations on synergies with an increasing number of aeronautics-focused European Regions. Synergies between ESIF and Clean Sky could maximise the impact and specific added value of Smart Specialisation Strategies (S) investments, such as the capacity to effectively support aeronautics capacity building and the exploitation of research results in raising the overall socio-economic impact of the European aeronautics sector. Thus, Clean Sky encourages synergies with ESIF by allowing complementary activities to be proposed by applicants to the calls launched by Clean Sky. Synergies with the Clean Sky programme and its technology roadmap can be achieved by broadening the scope, adding parallel activities or continuing CSJU co-funded projects/activities through ESIF support. Clean Sky also encourages the use of ESIF to build and enhance local capabilities and skills in fields related to the programme, in order to enhance the level of European competitiveness of stakeholders in this area. By March 018, 16 Memoranda of Understanding (MoU) have been put in place with Member States/Regions, more than 58 Member States/Regions have been identified to include aeronautics or areas which correlate to the Clean Sky programme as thematic areas/priorities for ESIF funding within their RIS; several pilot projects have been supported by ESIF under the MoU; and a number of Clean Sky Synergy Labels have been awarded to complementary activities. 6 THE CLEAN SKY JU ACTION PLAN At a strategic level, Clean Sky launched in 015 and further developed in a coherent and comprehensive policy strategy and an action plan on synergies for Member States and Regions which are interested in investing ESIF within the aeronautics R&I area and other related technologies. In this regard, Clean Sky is developing closer interaction with interested Member States and Regions in Europe by discussing strategies and possible cooperation via a tailor-made approach, as well as designing modalities of cooperation depending on the level of interest, the regional stakeholders base, and the commitment which a Member State/Region may decide to engage with. In this context, Clean Sky works in close cooperation with the State Representative on the synergies with ESIF and the coordination with the national programmes. The aim of such cooperation has four potential benefits: > To strengthen R&I investments and innovation capacity; > To enhance the European dimension of the Regions in aeronautics; > To identify areas of technical cooperation which could complement the Clean Sky programme and support its overall objectives; > To achieve a global leverage effect from synergies between ESIF and Clean Sky funding, and other national/regional funding. While keeping the funding processes and rules of each competent funding authority separate, the purpose is to identify and apply mechanisms for ensuring synergies through ESIF in pertinent research and innovation projects from a specific Member State or Region, with a view to maximising its impact via the JTI framework of Clean Sky projects. MEMORANDUM OF UNDERSTANDING WITH CLEAN SKY To enhance the cooperation with Member States (MS) and Regions, as well as to facilitate the synergies with ESIF, Clean Sky makes available an annotated model MoU, to set the framework of cooperation with a Member State or Region. This can be adapted with no restrictions or limitations for any MS/Region specificity or policy. Clean Sky encourages the use of the MoU by the competent MS/Regional Authority in charge of ESIF and other public funding. Clean Sky promotes bilateral meetings with Regions or Member States (Managing Authorities) in order to exchange views about regional capabilities and RIS, and explore synergies and ways to complement and leverage Clean Sky technical content with further/parallel actions co-funded by ESIF at national/regional level. The ESIF managing authorities can also play a crucial role in creating the necessary incentive effect and encouraging through their funding instruments the stakeholders to propose activities linking to Clean Sky. The MoU contains notes and indications for the MS/Region it is a simple and effective tool to agree on cooperation and to proceed at once. A summary of the MoU content is as follows: > Commitment to work together, to explore and identify synergies via respective programmes and mechanisms; > Indicate the MS/Region s policy framework to support R&I on aeronautics in particular. It is not necessary that the RIS mentions aeronautics as priority: a link could also be made with a number of correlated areas (R&I, transport, mobility, materials, CO reduction etc.); > Indicate the ESIF instruments/funding schemes under the Operational Programme (OP) which may be devoted to stimulating synergies. It can be a general R&I call with implementation modalities to stimulate synergies, a specific call in aeronautics, or a call with thematic areas. Some MS/Regions have also envisaged a specific action devoted to supporting projects in synergies with H00 or specifically with Joint Undertakings; > Involve Clean Sky in regional working groups on RIS and any activities specifically related to R&I/aeronautics, in order to exchange information on regional capabilities and policy priorities; > Agree to enter a pilot phase to stimulate synergies. The imminent target is to achieve concrete pilots and show results; > Establish a working group composed of the Region, Clean Sky representatives and stakeholders representatives, as appropriate, to implement the tasks under the MoU and agree implementation modalities at the level of regional calls; 6 Clean Sky working together with the Member States and Regions - Synergies with ESIF

7 > Exchange information for some communication activities regarding aeronautics synergies and the cooperation under the MoU; > Participation in events organised by the two organisations. The signing of a MoU with these MS/Regions aims to set the scene and agree the general framework of cooperation without trying to get into details. The signature of a MoU does not constitute an essential condition for developing synergies with Clean Sky. It also does not confer any sort of competitive advantage in the calls launched by Clean Sky to any regional stakeholder. SYNERGIES SCENARIOS Five scenarios have been identified which outline the appropriate and possible mechanisms for cooperation. These scenarios should be considered and adapted according to the regional funding schemes envisaged under the Operational Programmes, rules and processes while keeping the CS programme/calls in line with its own rules: 1. Upstream support ESIF support for developing capabilities/skills/infrastructures with the support of local stakeholders, in view of enhancing the regional capabilities in aeronautics R&I and planned participation in Clean Sky.. Parallel funding An applicant to Clean Sky calls proposes in parallel a separate set of complementary activities (ESIF Work Package), which will be separately evaluated and may be granted a synergy label. Applicable to Clean Sky Calls for Proposals.. Sequential funding/downstream support Clean Sky beneficiaries proposing a continuation/spin-off/ amplification of their projects with ESIF support. 4. Thematic approach ESIF support to complement the Clean Sky programme through appropriate R&I thematic calls. The themes/topics, agreed with Clean Sky, are consistent with RIS priorities and contribute to the overall objectives of Clean Sky but are not specifically addressed in Clean Sky. 5. Seal of Excellence Clean Sky Synergy Label If technically appropriate, top-ranked proposals in a Clean Sky call (highly scored but not retained for funding) could be supported by Clean Sky with a synergy label for ESIF funding. A common feature in scenarios, and 5 is the Clean Sky Synergy Label. This quality label may be awarded to the complementary activities proposed by either a successful applicant in a Clean Sky call or proposed by a Clean Sky beneficiary over the course of implementation. The label is awarded following an independent evaluation process of the complementary proposals against the H00 evaluation criteria and the relevance in terms of synergies/complementarity to Clean Sky scope or objectives. The Clean Sky Synergy Label can provide an incentive effect and a guarantee of success for MS/ Regions to invest in projects, support actions, local capabilities and infrastructures of national and/or regional importance. This label and the accompanying CSJU evaluation summary report of the complementary proposal may be taken up or be considered by the relevant MS/Region in accordance with the applicable rules. 17 Examples of complementary national/regional calls and pilot projects in place CZECH REPUBLIC A national complementary call to Clean Sky JU under the National Operational Programme Aplikace was launched by the Ministry of Industry and Trade of Czech Republic on 0 November 017, as a result of the implementation of the MoU cooperation signed with CSJU in 016. The call aimed at supporting RDI projects complementary to Clean Sky and its technical scope as defined in the CSJU Work Plan and had a total budget of 400 Million CZK (around 15.5 million) from the European Structural and Investment Funds. An ESIF project awarded the quality certification of Clean Sky Synergy Label as complementary to Argos CSJU project, in the area of ENGINE ITD. ARGOS-ESIF Project (Weight-saving design of aerospace composite propellers useful for piston engines): aims at hydromechanical single acting and electromechanical dual acting propellers with the reverse-thrust and feather position of blades functionality, useful for piston engines with and without gearboxes. This is a complementary project in the area of Engine Integrated Technology Demonstrator (ITD). Project objective: the development of reliable composite/metal joints of the propeller blade retention section; the combined fatigue life testing and residual strength measurement of the proposed joints; evaluation of the dependence of their residual strength versus number of operation cycles and the applications on piston engines with and without the gearbox. > Linked to ARGOS Clean Sky project. 18 VÄSTRA GÖTALAND REGION (SWEDEN) The Region of Västra Götaland (Sweden) re-launched an R&I call in 017 in which through the regional partnership review of the proposals, the contribution of this proposal to the MoU objectives, was duly considered and made explicit in the selection. In the context of the MoU cooperation, the regional authorities decided the co-funding of an additional pilot project (PEPLAB) linked to Clean Sky activities. The other three complementary projects already funded in the previous years ( Additive manufacturing lab, FIA and SVIFT ) are under implementation. REPLAB: approved in the context of an open call launched by the West Sweden programme of the Regional fund. PILOT PROJECTS Repair and re-use of metallic products by additive manufacturing (REPLAB): is the latest in a long line of regional projects. The project is focused on process development for laser based methods for additive manufacturing, where a material is added as wire or as powder and features are built directly onto larger parts. This can be used both for manufacturing of features on demonstrator parts, production parts and for repair of parts. Project objective: to further develop the research environment at the Produktionstekniskt Centrum (PTC/Innovatum) in Trollhättan with focus on additive techniques and re-manufacturing. Five demonstrator projects will be implemented in close cooperation with regional industry and national research. The project s financial weight lies in a number of research services at Högskolan Väst, Chalmers and the company GKN as well as the consumables to be used in already existing lab equipment. 19 FIA in the area of automation approved within a specific R&I call that gave priority to projects linked to CS. Demonstrator Environment for Flexible and Innovative Automation (FIA): University West was granted regional funding to set up an experimental flexible automation cell at the manufacturing technology centre Innovatum in Trollhättan, Sweden. Project objective: aims to establish a national resource for innovative and flexible automation and enhance the competitiveness for GKN and SMEs in the Västra Götaland Region. It will be used for the manufacturing of GKN s lightweight structural engine parts for the engine demonstrators in Clean Sky and will be not only a demonstrator engine part but also a high TRL manufacturing system demonstration. Evolving Sweden s Future Aerospace Industry through collaboration (SVIFFT): Aerospace Cluster Sweden was granted regional funding with the aim to establish a national aerospace cluster through a joint effort between the Eastern and Western Regions. Project objective: to establish a national collaboration platform in order to form a strong supply chain for aerospace companies. The project will also expand one of the production arenas for composites by establishing a SME Automation Lab, thus supporting and increasing the number of Swedish companies participating in national and European large demonstration programmes such as Clean Sky. SVIFFT receives ESIF funding through the European Regional Development Fund, approved by the Swedish Agency for Economic and Regional Growth. > Budget: 1. Additive Manufacturing Lab: University West was granted regional funding to set up a lab for additive manufacturing at the manufacturing technology centre Innovatum in Trollhättan, Sweden (Region Västra Götaland). Project objective: D printing in metal that will contribute to reducing aviation emissions and strengthen the Swedish aviation research and the West Swedish industry. 21 ÖSTERGÖTLAND REGION (SWEDEN) Example of pilot project under the MoU Innovative Materials Arena (IMA), approved by the Swedish Agency for Economic and Regional Growth Sankt Kors Real Estate and the Region Östergötland (MoU with Clean Sky ) was granted regional funding with the aim to establish an innovation hub Innovative Materials Arena for advanced materials. The arena will be located in the new technology park, Linköping Aviation Park, developed in the close vicinity of Linköping City Airport. IMA receives ESIF funding through the European Regional Development Fund, approved by the Swedish Agency for Economic and Regional Growth. Project objective: IMA will enhance competitiveness in the material related business sector by establishing a sustainable innovation centre and an infrastructure that supports long term development and value-adding at national as well as international level. The project also aims to close the gap between academia/research and industry including SMEs. The arena will be used by, among others, Saab (Clean Sky Member) to support development of innovative airframe components for Clean Sky s Airframe ITD. > Total Budget: ; 50% through ESIF and 50% in cash by Sankt Kors Real Estate and the Region Östergötland. > Starting date and duration: 01/01/018-1/1/00 > Clean Sky synergies scenario 1&: Capacity building/ Infrastructure investments. > Participants: Sankt Kors Real Estate, the Region Östergötland, Creo Dynamics AB and Linköping University. 22 OCCITANIE REGION (FRANCE) The Occitanie Region (France) renewed the MoU cooperation with Clean Sky JU in December 017, building on the MoU pilot phase initiated in 015 with the previous Region of Midi Pyrenees. Occitanie re-launched in 017 the R&I call Readynov 018 (successor of Easynov 016 and Readynov 017) which included a part dedicated to aeronautics and related industries. The call covered a number of topics related to aeronautics technologies in line with Occitanie s RIS priorities and also aimed to support proposals linked to Clean Sky topics by referring to the CSJU Work Plan in terms of scope. Additionally, the Occitanie Region launched in December 017 the Programme d Investissements d Avenir (PIA) Action: Occitanie Projets d Innovation PIA which also focussed on the RIS priorities. In the context of the MoU cooperation, complementary projects linked to Clean Sky topics may be identified and considered for funding. CASTILLA-LA MANCHA (SPAIN) In December 017, the Castilla-La Mancha Region re-published a regional call which is a general competitive call where companies, including those from the aeronautical sector (which is a RIS priority of the Castilla-La Mancha Region), can submit proposals in this field which are synergetic to CSJU. In addition, this call also provided some favourable conditions to the proposals which had a positive evaluation by the CSJU, such as proposals in the reserve lists of the CSJU calls (which may still be considered valid for both the stakeholder and CSJU as complementary activities) or complementary activities submitted to the CSJU. MULTIDRILL project labelled as complementary to Clean Sky The project MULTIDRILL led by AERONOVA (Clean Sky member) targets a new multi-material drilling condition (feed and r.p.m), materials for drilling tools and cutting geometries which are suited for use with new drilling machines. It was presented in a Castilla La Mancha ESIF regional call giving extra points to projects evaluated by Clean Sky. The project was awarded a Synergy Label, following an independent evaluation of this ESIF WPs proposal. different interfaces and the joint concepts with a combination of materials CFRP, AL, Ti, etc. > Total Budget: and with contribution from ESIF > Clean Sky synergies scenario : Parallel funding > Participants: Internacional de Composites S.A. (ICSA) and Aernnova Composites Illescas S.A. Objectives: to reduce the time needed to drill the multi-material aerospace structures (composite, metallic aluminium, titanium and hybridations); to improve the final quality of the holes; and to reduce handwork in this operation. Linked to Airframe ITD (Leaders: Airbus Helicopters and Airbus D&S) and Large Passenger Aircraft IADP (Leader: Airbus for Aernnova-led consortia as Core Partner). This winglet will be manufactured in composite, defining the Clean Sky working together with the Member States and Regions - Synergies with ESIF

23 ANDALUSIA (SPAIN) The Agency of Innovation and Development of Andalusia (IDEA Agency) designed a mechanism for funding complementarities with CSJU and launched in July 017 a call for a new Entrepreneurial R&D&I Support Program. The call included a non-competitive support scheme for a specific type of projects which are complementary actions to Clean Sky and other R&D&I programmes of the Joint Research Area. Andalusian companies can submit under this support scheme complementary proposals which are accompanied by a CSJU positive evaluation (above threshold) and a Synergy Label certification awarded by CSJU. Andalusian stakeholders were also encouraged to submit proposals under the Calls for Proposals launched by CSJU and propose complementary activities via the Part C of the application form since they can now take advantage of funding complementarities between Clean Sky calls and Andalusian public aid instruments. In the 1 st semester of 018, a number of complementary projects are expected to be funded under this support scheme which has a budget of 6. million (possibly up to 1 million) PORTUGAL The Portuguese National Innovation Agency (ANI) launched in 017 the national R&D calls PT00 for collaborative R&D projects and Demonstrators and Pilot Lines for individual and collaborative projects. The total budget of these calls was 51.5 million. In the framework of the implementation of the MoU in place between CSJU and Portugal, projects that were complementary to Clean Sky were eligible for submission to these calls. In this context, ANI encouraged Portuguese beneficiaries in Clean Sky to present proposals which are complementary to their activities in Clean Sky or which contributed to the Clean Sky objectives by adding to the application form of the call a specific Part C template to describe the complementarity of the proposals. The CSJU was requested to provide during the evaluation phase a technical opinion on the complementarity/synergy of the proposals submitted under such a call. 24 ZUID HOLLAND (NETHERLANDS) ZUID HOLLAND PILOT PROJECT The EFRO (ESIF/Regional Development Funds) proposal titled Composite Automation Development Centre (CADC) approved by the regional authorities. The CADC demonstrates strong synergies with the work from both TU Delft and Fokker Clean Sky Core Partners in Large Passenger Aircraft (LPA) and Airframe (AIR). The total regional funding is.5 million and the project is expected to start in the first semester of 018. > Budget: 4.5 million, of which million will go to the Fieldlab and.5 million to the CADC programme. > Clean Sky synergies scenario 1&: Capacity building/ Infrastructure investments. > Participants: Delft University of Technology (Aerospace Engineering, Robotics Institute), Fokker GKN, TNO, KVE, GTM, Airbus Defense and Space (Netherlands), Suzlon, and Airborne. The CADC programme supports the set up and launch of SAM / XL, and consists of 7 projects in accordance with the specific automation needs of the consortium partners, which will be executed on shared infrastructure. CADC aims to prepare the aerospace manufacturing supply chain for the imminent ramp-up of current aircraft programmes and lay a solid technological foundation for future aircraft. Establishment of a Fieldlab Since the CADC programme has a limited 5-year duration, the establishment of an open-access Fieldlab in the form of a Foundation (or Stichting in Dutch) is envisaged to manage and grow the body of knowledge beyond that timeframe, and to expand and exploit the infrastructure further by making it accessible to not only the abovementioned 8 consortium members, but also to new participants. Located in the Technopolis Science Park, the Fieldlab will form the beating heart of a smart manufacturing ecosystem with ample opportunities for OEMs, SMEs, researchers and students alike. This Fieldlab is part of the regional Aerospace Agenda Zuid-Holland 016. In this agenda universities, industries and local governments joined forces in aerospace to show the position of the Zuid-Holland region as the centre of gravity of aerospace within the Netherlands. 4 Clean Sky working together with the Member States and Regions - Synergies with ESIF

25 ROMANIA A national call under the National Operational Programme Competitiveness , Action Creating synergies with R&D&I actions of the Framework Program was launched in 016 by the Ministry of Regional Development, Public Administration and European Funds and by the Ministry of Research and Innovation. This call supports synergies with H00 and specifically refers to complementary activities to Clean Sky in the context of the MoU signed between Clean Sky JU and the National Authority for Scientific Research and Innovation of Romania ANCSI (at present, the Ministry of Research and Innovation). In the framework of this call, a complementary project (RoRCraft CompAct) was submitted by the National Institute of Aerospace Research ELIE CARAFOLI INCAS a Core Partner of Clean Sky and was selected for funding in 017. Example of pilot project under the MoU RoRCraft project approved by the national authorities, as complementary to Clean Sky The activities proposed in RoRCraft CompAct are complementary with the activities of the RoRCraft RotorCraft fuselage manufacturing for the RACER demonstrator project under Clean Sky JTI-CS-014-CPW01- FRC-0-01 Objectives: the project aims to enhance the capabilities to design, manufacture and certify according to airworthiness regulations large hybrid (metal composite) airframe structures. Areas of expertise developed within the frame of this project include design methods, manufacturing technologies for devices and finite parts, and assembly and testing technologies for hybrid structures. The outcome of the project will enable the development and the application of new technical solutions (more efficient and safe) for the manufacturing and testing for the fuselage and obtaining the permit to fly for the RACER Technological Demonstrator. > Total Budget: RON (approx. 1.9 million) > ESIF contribution: RON (approx. 1.9 million) > Starting date: 1st February 018 duration: 5 months > Clean Sky synergies scenario : ESIF Parallel funding > Participants: INCAS National Institute for Aerospace Research Elie Carafoli Clean Sky working together with the Member States and Regions - Synergies with ESIF 5

26 How to foster synergies with Clean Sky JU To facilitate synergies with ESIF, the MoU is an important and effective instrument. It provides a strategic approach and the opportunity to discuss in advance with MS and regional authorities ways to stimulate synergies. The MoU follows the regional strategy/ris and the applicable ESIF regional funding instruments which can identify thematic objectives or align the regional funding instruments to support possible pilot projects. Of course the signature of a MoU is not a pre-condition for developing synergies with Clean Sky, nor does it confer any sort of competitive advantage to regional stakeholders in Clean Sky calls. In order to facilitate the synergies with ESIF, the Clean Sky provides a Guidance note on how to include in the Calls for Proposal complementary activities which may be supported by European Structural and Investment Funds. National and regional authorities in charge of ESIF planning and the ESIF managing authorities are encouraged to consult the guidance available in this section, which provides a general overview on synergies. They are also encouraged to consult the Guidance for policy makers and implementing bodies provided by the European Commission. CLEAN SKY SYNERGY CERTIFICATE The Clean Sky JU has also introduced a type of label certification, the Synergy Certificate that will be awarded to proposals complementary to Clean Sky activities or programme objectives which have been evaluated by the national/regional competent authorities. This certificate will recognise the implementation of synergies with ESIF or other national/regional funding in the framework of a Memorandum of Understanding. PROPOSING COMPLEMENTARY ACTIVITIES > Core Partners and/or Partners in Clean Sky are encouraged to introduce complementary activities that are in synergy/complementarity with the JU topic area and/or contribute to the objectives of the Clean Sky programme. This can be done either during the submission of the proposal or during the implementation of the project for amplification of scope/additional technical activities required. > In both cases, these activities shall be presented under a separate Work Package (ESIF WP) linked to the proposal or to the Clean Sky selected project. This WP should clearly indicate the ESIF and the relevant national/regional funding scheme/call or ESIF Operational Programme as the possible source of public funding. Clean Sky has also developed a pilot phase with a number of MS/Regions, in view of launching pilot projects and identifying best practices for further MS and Regions. > Clean Sky will assess any proposed complementary activities in the ESIF WP via a dedicated evaluation of the Clean Sky Synergy Label with experts and based on H00 criteria of excellence, impact and implementation. > Clean Sky will ask, when appropriate, for feedback from its Leaders on the activity proposed and its capacity regarding synergies and complementarities with the main proposal and/or topic area and/or Clean Sky objectives. Additionally they will be asked if the company is interested in following up the outcomes of the proposal. Clean Sky s approach is intended to be kept as simple as possible and it is based on the complementarity of projects, rather than on the combination of funding in the same project. 6 Clean Sky working together with the Member States and Regions - Synergies with ESIF
