2 CONCEPT NOTE 6 TH EU-AFRICA BUSINESS FORUM 2017 The 6 th EU-Africa Business Forum (EABF) will take place on 27 th November 2017 in the margins of the 5 th AU-EU Summit in Abidjan. The EABF is an integral part of the Joint Africa-EU Strategy (JAES). It brings together African and European business leaders representing multi-nationals, large corporations, small and medium-scale enterprises and confederations, and multilateral and regional institutions, to discuss how to work together and to improve the business and investment climate. Furthermore it brings the views of business to both European and African political leaders on critical issues pertaining to both continents relations. The present concept note aims at delineating the context, objective and format of this event. 1. CONTEXT Demographic projections in Africa leave little doubt about the crucial need to generate millions of new jobs: Sub-Saharan Africa needs to create 18 million new jobs each year up to 2035 to absorb new labour market entrants, compared to the 3 million formal jobs created today. 1 In addition, given the small size of the formal sector and the absence of social protection systems in most countries a majority of young people will continue to resort to the informal economy, including subsistence agriculture, as mode of survival. On the other hand, such population growth potentially offers significant economic opportunities. Overall private consumption driven by a burgeoning middle class is projected to reach EUR 2 trillion annually in 2025, and companies in Africa are expected to offer an even larger market, with spending levels projected to reach EUR 3.3 trillion annually by At the same time, it is crucial to ensure that the economic transformation takes into account the challenges and opportunities of inclusiveness, and climate and environment sustainability. Today the EU is collectively Africa s main foreign investor 2, its main trading partner, its main source of remittances 3, its first partner in development and humanitarian assistance 4. 1 EU Commission Communication for a Renewed Impetus of the Africa-EU Partnership JOIN(2017)17 final, 04 May EUR 32 billion of EU FDI flows to Africa in 2015 (33% of total FDI flows to Africa) 3 EUR 21 billion of remittances from the EU to Africa in 2015 (36% of global flows to Africa) 4 EUR 21 billion of collective ODA (EU and Member States) to Africa in 2015 (50% of total ODA to Africa)

3 In this context, the 5 th AU-EU Summit will take place in Abidjan on 29 th and 30 th November Its overarching theme will be Investing in Youth, with a strong focus on ensuring decent work and upgrading skills and technology to ensure that Africa s youth can propel the continent to compete globally. The EABF will reflect this priority and focus on youth entrepreneurship and quality jobs. Increasing participation in entrepreneurship is crucial, in order to give would-be and new entrepreneurs access to skills and support services that will increase their chances of success. The involvement of young people is key: entrepreneurship should be embedded into school, university and vocational education, so that all young people have the opportunity to develop their entrepreneurial skills. Curricula should also reflect industry needs. Besides formal education, this opportunity should also be provided through project work in informal settings. Moreover, female creativity and entrepreneurial potential are an under-exploited source of economic growth and new jobs that should be further developed, in Africa as well as in Europe. Women entrepreneurs need specific help to access support services and business networks, and to finance their business. This theme will be unrolled along three sectoral strategic priorities of EU-Africa cooperation. First, achieving universal access to affordable, reliable, sustainable and modern energy in Africa is an opportunity for developing sustainable climate-resilient inclusive economies and societies throughout the whole African continent. Moreover, production and access to renewable energies is a largely untapped resource for investors. The rapidly declining costs of renewable energy technologies create enormous opportunities for tackling energy access and for generating growth and jobs, including for women and youth, while addressing climate change. This sector has been prioritised in the EU development policy, as testified by relevant policy documents and through EU support to initiatives such as Sustainable Energy For All (SE4All) and the Africa Renewable Energy Initiative (AREI). Second, agriculture and agri-business are an essential component of Africa s economic diversification, a driver for food security and eradicating poverty. The impacts of climate change current and expected put additional pressure on the sector. It is also a sector that can provide the necessary decent job opportunities for young African people, particularly in rural areas (therefore addressing rural-urban migration). Over the years, the EU has been working with African partners to support climate-smart policies and practices in agriculture, to improve business and investments environments, as well as to increase investments for agricultural transformation. Technology also plays an important role in agriculture, especially data analytics in providing farmers with information on what to plant, soils and market information (with apps and mobile phones).

4 Third, digitalisation is a key topic, and overall gaps and needs relate to: investment in infrastructure; ensuring an enabling environment for the telecom sector; boosting jobs and growth through e-skills and digital entrepreneurship (in particular start-ups) and using the full potential of digital technologies and services to improve impact and results across EU development assistance. 5 More specifically, African youth needs digital skills and solutions to address African challenges and opportunities, and EU companies are well placed to address these needs. The Forum will draw on the previous EABF sectoral and general events held earlier in the year (see attached list/diagram). At these events, the role of the private sector for development was discussed and the need for a structured dialogue with the private sector on local, sectorial and strategic levels was underlined. These meetings also stressed the role of growth and investment in Africa and the importance that initiatives such as the External Investment Plan (EIP) and jointly agreed guiding principles for investment policymaking can play in order to mobilise and incentivise private actors. For example, the Africa-EU Agri-Business Investment Forum took place on 1 July 2017 and focussed on promoting responsible investment and best practices to enhance the business environment. Its outcome will be put forward to the EABF and to the Summit. Other events will be the Continental Dialogue on Education, Skills Development and Employment in Addis Ababa on 30 th October -1 st November and the EU-Africa Youth and Entrepreneurship Forum foreseen in Nairobi on November. The EIP and associated investment windows will be a major deliverable of the Summit. The EIP provides a coherent approach to address the challenges outlined by the Agenda 2030 and the Addis Ababa Action Agenda on financing for development, with the main objective of leveraging additional private investments, improving business environments and creating decent jobs in Africa. In relation to the EIP, the EU will present its Sustainable Business For Africa (SB4A) initiative. SB4A is a platform of interaction between private and public sectors on investment conditions. 2. OBJECTIVES The EABF will promote cooperation between public and private economic operators for a more conducive investment climate in Africa. The EABF will look into challenges and opportunities for investment in Africa. Investment projects with a specific dimension on decent jobs for the youth will be identified and discussed. The EIP and the SB4A platform will be presented. Main messages to be passed to the Summit, building on the outcome of the past EABF events, will be formulated in a final statement of the EABF. 5 The new Digital for Development (D4D) approach launched by the European Commission

5 More specifically, regarding entrepreneurship, discussions will focus on how to enhance the involvement of young people and women in entrepreneurship, in particular by generalizing entrepreneurship education and training provision of entrepreneurship refresher courses, by linking education and skills development to concrete support for starting a business, by providing networking and mentoring and apprenticeship opportunities, and by facilitating access to micro-finance as well as to alternative sources of funding for young entrepreneurs. Specific entrepreneurship training policy interventions will be discussed that would ensure that youth and women are equipped with relevant entrepreneurship skills, including soft and core skills such as resource mobilization, financial management, problem-solving, team-building, intercultural competences-building global business networks and initiative-taking among others. How business will support government efforts by providing youth will skills through apprenticeships, support in building supply chains, upgrading of skills through formal training at their company campuses will also be on the agenda. On sustainable energy, the objective will be to help build a strong economic case for accelerated private sector investments in improved access to sustainable energy in Africa, by facilitating knowledge-sharing on innovative business and financing models and best practice on public finance leveraging, supporting private sector engagement, and fostering public- private cooperation to improve and de-risk the investment climate in African countries. Regarding agri-business, the Forum will confirm and refine the commitments of the Africa- EU Ministerial meeting of 2 July 2017 in Rome, including possibilities to scale-up cooperation between African and EU businesses. The imminent adoption of the European External Investment Plan will facilitate innovative funding to back EU agri-business prepared to invest with African partners in the agri-food sector. Engaging the investors will aim at increasing investment and if possible already announcing specific commitments to be brought to the AU EU Summit. We aim at putting the EU AU agri-business relationship on a more structured footing. Within this thematic priority, special attention will be given to the objectives of the African Union s Malabo Declaration adopted in 2014 by the AU Heads of States and Governments targets ending hunger and halving poverty by 2025, with the agri-food sector as a driver of growth. On digitalisation, the Forum will bring together the private sector and decision makers to implement the External Investment Plan. It will facilitate cooperation between EU and African companies and start-ups, developing a common vision on what Africa and the EU need to do in order to create an enabling environment for the digital economy,

6 connecting the EU and African digital markets. Furthermore, the Forum will showcase the capacity of innovative African digital companies and start-ups to solve local problems. The event will showcase the latest African and EU digital innovations in the field of agriculture, health, FinTech, energy, education, governance and other areas with a social impact and provide concrete evidence of the contribution digital entrepreneurship can make to achieve the sustainable development goals. The Forum will also bring private sector s attention to Africa s Agenda 2063 and the flagship initiatives identified in its first ten year implementation plan as well as to major continental sectorial strategies. Some of the flagship projects will redefine the trade and investment landscape including the movement of business persons such as the CFTA that is scheduled to be completed in December 2017 as well as the Protocol on Free Movement of Persons due in early 201. In addition, sectoral instruments such as the Pan African Investment Code already provide guidance on the continental approach to harmonisation of investments across the continent. The EABF will be an opportunity to launch and jointly endorse, by African and European private and public sectors, the European External Investment Plan. It will provide an important platform to engage international partners for the implementation of the EIP, creating a space for participants to get involved in the Plan, participate in its implementation and engage with the European Commission. This event aims at catalysing international interest from public and private sector investors alike. Among the deliverables of the event, a pipeline of investment projects could be proposed and a road map for youth and women entrepreneurship skills training drafted. As part of the structured dialogue with the European and African private sector, the event will also be an opportunity to launch the Sustainable Business for Africa (SB4A) platform and to consider the key guiding principles for investment policymaking that would be needed to promote sustainable business activities in Africa. Finally, a statement from the Forum will be presented to the Heads of State and Government at the AU-EU Summit. It will reflect the proceedings of the event and also the sequence of previous EABF sectorial and general events held earlier in the year.

FORMAT Welcoming and keynote addresses High-Level Panel on investment and youth Thematic sessions: - Youth and women entrepreneurship - Sustainable energy - Agriculture and agri-business - Digitalisation Investment pitches: project developers and promoters, entrepreneurs, governments can meet face to face with European and African investors and present their business concepts. B2B meetings: opportunities for bilateral meetings will be promoted through an ad hoc application. Stands: a number of stands will showcase specific private and public initiatives in relation to the priorities of the Forum. Thinkaton : interactive discussion on youth and women entrepreneurship in the digital area. Side events: - The External Investment Plan in practice - How to export to the European Union? - Infrastructure and energy projects in Africa Closing: Statements summing up conclusions of all EABF events throughout 2017 The EABF Statement will be presented at the Summit on November.

TARGET AUDIENCE AND PARTICIPATION As far as the private sector is concerned, participation of multinational companies and major investors in Africa will be key. Nevertheless a strong representation of SMMEs from Europe and from all over Africa, and among them young and women entrepreneurs will be sought. A balanced representation of the African and European private sector is important. Participants will have an interest in the thematic priorities of the Forum. Regarding digitalisation in particular, the event will bring together European and African start-ups with venture capital & angel investors as well as large African and European telecom operators, equipment producers and service developers. A strong representation of international financiers and investors will be a must. African and EU countries representatives will be invited. A total of 700 participants is envisaged.

9 6. ADDITIONAL INFORMATION ON PARALLEL THEMATIC SESSIONS: 1. EU-AFRICA DIGITAL4DEVELOPMENT High level roundtable on digital economy High-level representatives of African and EU mobile operators, equipment producers, service producers, financing institutions, EU and AU Member States, will discuss how to bring affordable broadband connectivity to Africa, boost digital skills, create an enabling environment for the digital economy, use the External Investment Plan on digital projects, deploy e-governance, e-education, e-agriculture or FinTech systems, how to digitize the other sectors of the economy and how to connect Africa to the EU Digital Single Market. The roundtable will produce a conclusion document to be reflected in the final statement of the EABF. Other events Workshop on youth and digital start-ups and entrepreneurship Young digital entrepreneurs from EU and Africa will debate what is needed to make digital entrepreneurship a success story in Africa and in the EU and how we can put the bases for joint cooperation between start-ups. The roundtable will address digital skills, government involvement, how to create an enabling environment for innovation and how the EU can support digital entrepreneurship across Africa. It will create an EU-Africa Start-up Manifesto based on best African and European best practices. Start-up Fair In parallel to the roundtables, the event will host African and European start-ups showcasing digital innovation on areas of social impact such as agriculture, health, fintech, energy, education, and governance. The fair will take place during the entire day and be open to registered participants. The selection procedure will assure geographic balance and relevance of the presented digital technology and service. Thinkaton EU-Africa digital bridge Interactive discussion on youth and women entrepreneurship in the digital area, from several locations in parallel.

10 2. SUSTAINABLE ENERGY INVESTMENTS IN AFRICA The event will be structured in two parts. First, a panel discussion will deal with how to enable and leverage investments in sustainable energy in Africa. Introductory remarks by the European Commission and the African Union Commission will be followed by a moderated public-private sector panel discussion and a wrap-up session. This session will set a stage for a dialogue among public and private sector representatives on the current trends and priorities for investing in sustainable energy in Africa in the context of the Africa Renewable Energy Initiative (AREI). Subsequently, the 10th Anniversary of the Africa-EU Energy Partnership will be celebrated with minister-level participation to showcase success stories from the African and the European perspective. 3. AGRICULTURE AND AGRI-BUSINESS The thematic session on agribusiness will build on the work done at the Agribusiness Investment Forum held on 1 July 2017 which already allowed for an open dialogue with the private sector underlying the investment opportunities in this strategic sector and the existing tools to support risk-sharing. The format suggested would be a half-a-day event in two sessions: 1) first an open discussion about the EIP and the possibilities to provide innovative (and specific) funding instruments for agri-business and 2) secondly a Business-to-Business event. This session should conclude with a more detailed definition of flagships for the Africa-EU Summit with a specific role of the private sector and key messages to be conveyed to the Heads of State and Government about government and business alignment on the priorities to unleash investments in African agriculture. 4. YOUTH AND WOMEN ENTREPRENEURSHIP The theme will be mainstreamed in the various events of the Forum. In addition, following the Youth Summit on Abidjan (9-10 November 2017), 36 young people will continue the work on priority themes between October 27-November 29 in an AU-EU Youth Plug-In Initiative. Thus, six young Africans, Europeans and diaspora will work on business, entrepreneurship and job creation, further intensifying the analysis and looking more on solutions, actions, initiatives and proposal. The results of the work will presented to State Leaders at the Summit on November together with the Youth Declaration from the youth Summit.

11 Furthermore the session could be organised as a final step of the EU-Africa Youth Entrepreneurship Forum to be held in Nairobi on November A selection of particularly successful and innovative young entrepreneurs from that Forum could be invited to discuss/present the outcome of the Youth Entrepreneurship Forum along with representatives of the AU-EU Plug-In Initiative as well as representatives of women entrepreneurship organisations across Africa and the EU. 7. SIDE EVENTS Side events will take place as a specific track in the programme of the Forum. They will focus on practical opportunities and solutions for business. One of them will deal with the European Investment Plan from the operational angle: how can companies make use of the EIP? Another side event will deal with Infrastructure and Energy: it will showcase how the AU Commission and the NEPAD Agency in cooperation with the EU and other partners are contributing to improved infrastructure and energy services in Africa. It will also encourage deliberations on approaches to further improve cooperation for better infrastructure service delivery, job creation and greater involvement of the youth. A presentation of the EU Export Help-Desk is also envisaged.
