1 Brussels, 20 November 2013 "EU-UNIDO cooperation for Inclusive and Sustainable Industrial Development" Andris Piebalgs, Member of the EC in charge of Development, and Li Yong, Director General of the United Nations Industrial Development Organization (UNIDO), participated in the annual EU - UNIDO High Level meeting, which took place in Brussels on 17 th October The EU was also represented by MD Marina Marinaki (EEAS), Gyorgyi Zanathy (Head of Delegation in Vienna), DDG Klaus Rudischauser and Director Roberto Ridolfi (DG DEVCO). The UNIDO DG was accompanied by Directors Philippe Scholtès, Pradeep Monga and Head of UNIDO Brussels Office Christophe Yvetot. The discussions focused on how the two organizations can support inclusive and sustainable industrial development in developing countries and countries in transition. The meeting assessed on-going cooperation and identified new opportunities to jointly help reducing poverty and promoting sustainable development, after 2015, once the current Millennium Development Goals reach their target date. Innovative approaches to boost productive employment, sustainable energy, green industries and agro-industrial value chains were discussed. Between 2006 and 2012, EU and UNIDO have worked together in more than 80 countries. Operational conclusions The EU and UNIDO stress the importance to combine strategic dialogue and concrete collaboration on the ground. In addition to traditional fields of cooperation such as trade capacity building and productive activities, the EU and UNIDO relevant services in headquarters and in the field are invited to explore the opportunities of cooperation in the following areas: Upgrading agri-business value chains Sustainable Energy for productive activities Green Economy Productive Employment for Inclusive Growth Further activities can be envisaged in: a. Policy dialogue and joint policy advocacy The EU welcomes the involvement of UNIDO in a side event on private sector development in the framework of the European Development Days planned on November 2013 as well as its role as convener and organizer of high level auditorium panels and project laboratories mobilizing the private sector, countries and development partners around joint priorities: Aid for Trade, Trade for Aid: what is the new deal?: leveraging the private sector and trade for inclusive and sustainable development. Feed the change: boosting resilience, food and nutrition security through innovative partnerships. Productive work for Youth: inclusive solutions for Youth Employment. Moving towards green industry: mobilizing the private sector for environmental sustainability. 1

2 Small Farmers, Big Business: from a controversial debate to concrete solutions. New solutions to energy access: turning grand-mothers to solar engineers (panellist). The EU also appreciates the close cooperation with UNIDO in the preparation for the fifth edition of the EU-Africa Business Forum (EABF) scheduled for 31 March and 1 April b. Upgrading agri-business value chains EU and UNIDO should meet and exchange views on development of clusters, development of innovative partnerships with private sector partners for investment and technology/knowledge transfer to local farmers and SMEs, investment finance through innovative blending and equity funds. It is also recommended to do a mapping exercise of the 45 developing countries having selected agriculture as a focal sector in their relationship with the EU and where UNIDO has received Technical Assistance (TA) requests by Governments concerning agricultural processing. c. Sustainable Energy for productive activities DG DEVCO will organise a mission to Vienna to obtain more information on UNIDO s activities in energy sector and identify potential areas of cooperation and complementarities. The EU is interested, among other issues, to learn on UNIDO s experience regarding Regional Renewable Energy and Energy Efficiency Centres, involvement of SMEs for renewable energy productive activities and blending operations. d. Green Economy EU and UNIDO teams should meet at technical level to explore further fields of collaboration including areas such as recycling and waste management. Further collaboration is recommended under the Green Industry Platform (GIP) and partnerships like the Partnership for Green Economy (PAGE) and the new Climate Technology Centre and Network (CTCN) jointly managed by UNIDO and UNEP. EU and UNIDO work to mobilize Governments and the private sector toward Green Economy and Green Industry at policy and implementation levels. The identification of the developing countries with good receptivity is recommended. Interest is also expressed in UNIDO approaches to create new green jobs. e. Productive Employment for Inclusive Growth EU and UNIDO should meet and identify future cooperation including creation of quality and decent jobs, enhancement of youth jobs sustainability, entrepreneurship and vocational training, empowerment of women, promotion of shared perspective and info sharing notably on result of mapping on skills required by Industry on-going in Tunisia and Dakar Conference on Youth Employment in Africa planned in
