19 Recommendation 1: The Baltic Sea Region as a Globally Leading Eco-Economy The Baltic Sea Region has the potential for a globally competitive ecoeconomy relying on smart growth. Therefore the foundation for Smart Growth should be strengthened for all activities and is a leading principle for ScanBalt BioRegion. ScanBalt BioRegion suggests to: Promote "Green" labeling of courses based on the established Gothenburg model throughout ScanBalt BioRegion and to other sectors as well. Establish master level education within Eco-innovation and bioscience Establish On-site pre-incubation and entrepreneurship training Integrate bioethical aspects and establish the mobile Bioethics Task Force BETAFORCE

20 Recommendation 2: Business Acceleration Support Business Acceleration Support is needed to support the development from ideas to high-growth SMEs. The objective is to assist overcoming critical bottlenecks in the business development process and in particular the two topics Intellectual Property and Financing should be focused upon. ScanBalt BioRegion suggests to: Establish the Baltic Sea Region Network on IP Commercialization Link together Science Parks, Universities, Accelerator Units and SMEs by a set of horizontal activities

21 Recommendation 3: Shared SME Services between Clusters Second generation collaboration is characterized by close interaction between the clusters resulting in the creation of a regional or interregional value chain. This can be strengthened by supporting the interaction of competence hubs and competence satellites by targeted measures. ScanBalt BioRegion suggests to: Establish ScanBalt Incub4SME as shared modular SME-oriented services between clusters Develop the module Project Incubation and Management as a pilot activity of ScanBalt Incub4SME

22 Recommendation 4: Talents as drivers for collaboration between Academia and SMEs Human resources or talents are crucial for collaboration between Academia and SMEs. No individual region can provide the many specialities required to develop a successful mass of SMEs based on the collaboration with academic research. Therefore it is necessary strengthen the mobility of knowledge and attract and maintain talents. ScanBalt BioRegion suggests to: Establish thematic Cross-Border Knowledge Networks based on the successful ScanBalt Campus model Establish Research Management Training as a priority and as a model for training modules and training offers Promote investments in cross-border public-private PhD-Education based on the model for the Nordic Public-Private Partnership PhD Programme Further develop the pilot-activity the Nordic-Baltic Expats Forum as a brainbank and explore coordination and collaboration with EU services for researchers abroad like EUROAXESS

23 Recommendation 5: Bio Systems an Example of Cross-Border SME-Academia Collaboration Bio systems technology is a cross disciplinary field with public and private stakeholders from several sectors. The lack of cross-border public-private interaction between the stakeholders and the general lack of knowledge of the users and the markets impedes the implementation of innovative bio systems technologies in SMEs and industries in general and in clinical routines. Bio Systems should be a target for implementation of Business Accelerator Support and Shared Services. ScanBalt BioRegion suggests to: Connect bio systems technology in a hub and integrate Shared Services and Business Acceleration Support

24 Recommendation 6: ScanBalt BioRegion Global Match Making Programme Life science technologies, investment opportunities and research collaborations are increasingly international as is the market for human resources. New strong players are appearing due to strong investments in Life science e.g. in Asia. ScanBalt BioRegion should strive to build up strategic active collaborations with Life science meta-regions, national competence centers and regional clusters abroad both within the EU and globally. Such collaborations would be of particular benefit for SMEs. ScanBalt BioRegion suggests to: Establish the ScanBalt BioRegion Global Match Making Programme
