1 Missouri Humanities Council 415 S. 18th St. Suite 100, St. Louis, MO FAX WEB African-American Heritage Partnership Funding Guidelines The Missouri Humanities Council announces a new initiative to expand its African American Heritage partnerships and programmatic reach. MHC invites organizations in St. Louis City and County to apply for funding assistance for 2019 Black History Month programs that adhere to the mission of this heritage program: To support partner organizations whose work increases our understanding of the African American experience through public programming in the humanities. After a one-year trial period in 2019, MHC intends to expand this funding opportunity to organizations statewide. Who May Apply MHC will consider any proposal to support humanities-based projects or programs submitted by a nonprofit organization or a civic, educational, or cultural organization that operates as a non-profit, including (but not limited to) schools and other educational institutions, local government and governmental agencies, and civic organizations. Organizations may apply individually or in partnership with other eligible entities and organizations (in the case of multiple partners participating in the grant project, only a single organization can serve as the applying entity). The principal offices of the applicant organization must be within St. Louis City or County and must have a DUNS number. Individuals and forprofit entities may not apply for MHC funding. *Please note: organizations/institutions are INELIGIBLE to receive funding if they: 1) have an open grant with MHC, or 2) have not been compliant with MHC grant guidelines/reporting requirements in the past. Funding Amounts MHC will fund up to $5,000 per awardee for projects and programs taking place in St. Louis City or County during Black History Month 2019 (February). MHC may grant full or partial funding as it deems appropriate. Audience In its inaugural year (2019), the audiences and/or communities being served by the proposed program or project must be located within St. Louis City and/or County limits. Application Submission Deadline Funding proposals must be submitted by 11:59 P.M. on December 14th, To Submit: Submit proposals online at OR 1

2 Send via USPS (postmarked by December 14th) to: Caitlin Yager Missouri Humanities Council 415 S. 18th Street, Suite 100 St. Louis, MO Notification of Results All applicants will be notified via about results by 5:00 P.M. on Friday, December 21, An official notification letter and acceptance form will be sent to awardees via USPS. Funding will be dispersed on receipt of signed acceptance letter. Additional Requirements All awardees must submit the following to MHC prior to any release of funding: Signed acceptance form, sent via to or via USPS to address above. A list of marketing materials and attributions on which MHC s official logo will be featured (subject to MHC approval, sent to Director of Public Relations, Maura Gray (see: Marketing Guidelines and Resources on page 5). Types of Supported Activities MHC awards funding to non-profit organizations (such as museums, libraries, educational institutions, local government, civic associations, and other similar organizations) for programs in any format that facilitate interaction between public audiences and humanities experts such as scholars, authors, and educators that fall under the mission of the African-American Heritage Program. MHC will also support projects such as (but not limited to): Interpretive exhibits Living history and museum theatre presentations that include interpretive elements Presentations in the creative and performing arts that include humanities-based discussion Panel discussions and other types of public forums on humanities-related topics Oral History projects Digital Humanities projects and programs Family and youth-friendly programming A key factor that MHC will consider in evaluating applications is whether or not humanities experts or scholars are involved in the planning, development, and execution of the activity. Inclusion of People with Disabilities Applicants should plan to accommodate audience members with disabilities. Program organizers should select venues that provide parking, entrances, bathrooms, and seating that are accessible for participants who use wheelchairs and walkers. Printed materials such as programs and other handouts should be designed to accommodate the needs of people with limited vision (we suggest black print on white background, using a sans-serif font, no smaller than 12-point). MHC funds CAN be used for the following: Honoraria and travel for speakers, consulting scholars, and program presenters Supplies directly needed to support a funded activity Facility and equipment rental Publicity and promotional expenses 2

3 Printing Materials, labor, and design fees for interpretive exhibits Acquisition of AV equipment for interpretive exhibits MHC funds CANNOT be used for the following: Programs or projects that have no humanities-related content, interpretation, or discussion Programs that advocate a particular religious or political point of view Individual research unrelated to a program being funded by MHC Capital improvements such as construction, acquisition of equipment, artifact or structural restoration, and/or preservation costs that are unrelated to an interpretive exhibit Museum or library collection acquisitions, except for modest expenditures directly related to an interpretive program or project Salaries or wages for permanent institutional staff (e.g. Project Directors) General operating support Food or liquor Entertainment that is unrelated to program content Individual study to obtain an academic degree Final Reports Final reports will be due by 11:59 P.M. on March 31, 2018, and can be submitted via or USPS. Final Report guidelines will be sent to each awardee via . If an organization fails to turn in a final report for this funding period, it will be disqualified from receiving future funding. Administration of Grant Programs It is the policy of MHC to comply with the provisions and regulations thereunder of Title VI of the Civil Rights Act of 1964, as amended and other nondiscrimination laws and authorities, which include regulations relative to nondiscrimination in federally-assisted programs As may be applicable, MHC will comply with all relevant provisions of Executive Order of September 24, 1965, as amended by Executive Order 11375, and as supplemented in Department of Labor regulations (41 CFR Part 60). Subrecipients receiving grants valued at more than $10, from General Support Grants from the National Endowment for the Humanities must agree by contract to comply with these requirements as well. 3

4 MHC further acknowledges that it and sub-recipients may have obligations arising from the following statutes and orders, in the event it uses NEH funds for construction or repair of facilities or for certain contracts in excess of $100,000: 18 U.S.C. 874, 40 U.S.C. 276a to a-5, Executive Orders and 13208, 40 U.S.C , 37 CFR Part 401, 42 U.S.C. 7401, 33 U.S.C. 1251, 31 U.S.C
