5 1 Introduction AE101: Getting Started Navigating AMIS (for CDFI Fund External Users) is a pre-requisite for the training manual you are currently viewing, AE103: Capital Magnet Fund (CMF) Program Application Submission (for CMF Program Applicants) V4. An entity seeking to apply for financial assistance through the Capital Magnet Fund (CMF) Program will have the ability to submit a CMF Application, to the CDFI Fund, in the Awards Management Information System (AMIS). To submit a CMF Application online, the entity must have an AMIS account. Please refer to the AE101: Getting Started Navigating AMIS (for CDFI Fund External Users) training manual on how to set up an account. For full Application question text and guidance on the CMF Application content, please select The objective of this training manual is to provide CMF Applicants with technical instructions on how to create, complete, and submit a CMF Application in AMIS. For guidance on the content of the Application, please refer to the FY 2017 CMF Application Instructions document at 2 Update the CMF Program Profile Once applicants have successfully created an AMIS account, they must ensure that their Program Profile information is up to date before creating, completing, and submitting a CMF Application. To update the CMF Program Profile: 1. Log in to AMIS. 2. From the AMIS Home page, click the Organizations tab to be forwarded to the Organizations Home page. Click the Organizations tab. Figure 1. AMIS Home Page 3. On the Organizations Home page, your organization will be listed under the Recent Organizations section. (If your organization is not listed, click the Go! button next to the View drop-down menu to be forwarded to the Organizations list view.) 5

6 4. Click the Organization Name link to access your Organization Profile, e.g., ACIA Community Development, LLC. Click on the Go! Button Click the Organization Name link. Figure 2. Organizations Home Page 5. You will be forwarded to the Organization Detail page. Click the Program Profiles link to navigate to the Program Profiles related list. NOTE: When a user creates an organization, AMIS automatically creates a Program Profile, with partial data, for each CDFI Fund program. Applicants are required to complete the rest of the Program Profile information and specify information such as the Applicant Category prior to completing an Application. From the Program Profiles related list, click the Program Profile Name link for the CMF record type to be forwarded to the Program Profile Detail page. 6

7 Click on the Program Profiles name link. Figure 4. Program Profiles Related List 7. From the Program Profile Detail page, click the Edit button to update the CMF Program Profile information. Click the Edit button to update the Program Profile. Figure 5. Program Profile Detail Page 8. You will be forwarded to the Program Profile Edit page. 9. Select your organization type(s) using the Additional Organizational Attributes picklist. This is accomplished by selecting an option from the 'Available' picklist and clicking the right arrow to move the selected option to the 'Chosen' picklist. If more than one selection is relevant for your organization, choose all that apply from the picklist. If none apply, you do not have to choose any. If you need to remove a selection from the Chosen list, simply click on the selection to highlight it, then click the left arrow which will move it back to the Available list. 10. Click the Save button. NOTE: If the required information is not completed correctly, you will receive an error message when attempting to save, asking you to correct the invalid data entry before you can successfully save. 7

9 3 Create, Complete, and Submit a CMF Application Once the Program Profile has been updated, the CMF Application can be created, completed, and submitted. The CMF Application consists of eleven sections: NOTE: To qualify for a CMF award, applicants must be a Certified CDFI or a non-profit organization and have been in existence as a legally-formed entity for at least three years prior to the Application deadline. Applicants should review the eligibility criteria in the NOFA to ensure they are qualified to apply for and receive an award before attempting to complete an Application. a. Funding Application (Applicant Information) High-level information on the Applicant, Service Area(s), the requested award amount, an executive summary, and a signature section. b. Narratives Information on the Applicant s Business and Leveraging Strategy, Community Impact as well as Organizational Capacity, requested in both data field and narrative formats. c. Application Geographic Areas Information on the geographic area(s) to be served. d. Projections and Track Record Information on the Applicant s financing track record, projected performance, projected financing, and proposed commitment schedule. e. Sample Pipeline Projects Information on projects that will utilize the Applicant s CMF Award dollars. f. Enterprise-Level Sources of Leverage Information on the Applicant s plans to leverage its CMF Award at the Enterprise-level to raise capital for the organization. g. Key Personnel Information on the Applicant s key staff. h. Previous Federal Awards Applicants must provide information on Federal government awards that the Applicant and/or any Affiliates have received over the past three years. i. Application Financial Data Information on the Applicant s financial and loan portfolio data for the past three complete fiscal years. j. AMIS Application Attachments One set of attachments is required from non-profit organizations and another set from Certified CDFI Applicants. k. Forms and Certifications Applicants must certify certain assurances and certifications and complete the Environmental Review Questionnaire. Applicants that are 501(c)(4)s must also complete a 501(c)(4) Questionnaire. CMF Applicants should review all sections of the CMF Application, as not all sections are required (such as Previous Federal Awards or Enterprise-level Leverage). By reviewing the Application in its entirety, Applicants will have a better sense of the sections of the CMF Application that are applicable to their strategy before submitting their Application to the CDFI Fund. 9

10 3.1 Create an Application and Complete the Applicant Information Section To begin creating a CMF Application, Applicants will first complete the Funding Application (Applicant Information) section: AMIS Training Manual AE103-CMF 1. From the Program Profile Detail page, click the Funding Applications link to navigate to the Funding Applications related list, then click the New CMF Application button. Click the Funding Applications link to navigate to the Funding Application. Click the New CMF Application button. Figure 9. Program Profile Detail Page You will be forwarded to the Funding Application Edit page. You must enter the requested information on this page to create your Application. Don t worry, you ll be able to go back and enter this information later before you submit the Application. 2. The first thing to do is to select the appropriate Notice Template. a. Click the Lookup icon to search and enter CMF2017 into the search bar. Click the Go! button to see the displayed search results and select the appropriate Notice Template. b. Click the Notice ID CMF2017, and you ll be brought back to the main Funding Application Edit screen. Click the Lookup button to search for the notice template. 11 3. Next, select your SF-424. a. Click the Lookup icon to search and enter GRANT* into the search bar and click the Go! button. b. Click the SF424 ID for the most recently submitted SF-424. Be sure to use the Funding Opportunity Number for the SF-424 you select is CDFI-2017-CMF. Figure 11. Funding Application Edit / SF-424 Lookup NOTE: Applicants are not required to provide the SF-424 at this point in the process. Applicants can move past this point without selecting the SF-424 and circle back to add it later; however, the SF-424 must be included in the Application before it can be submitted. 4. Complete the Application Contacts section. a. Click the Lookup icon. b. Start typing the contact s name as search criteria in the Lookup dialog box. c. Click the Go! button to see the Search Results based in the name that was provided. d. Locate the appropriate contact from your organization contacts to select an Authorized Representative name. e. Click the Name link to add the contact to your application. 11

12 Start typing the name of the Contact in the search criteria and click the Go! button to search for contacts. Click the Lookup Icon to search and select a name. Figure 12. Funding Application Edit Page NOTE: Applicants must provide all required information, highlighted with a red bar, to save a page. Click the Help (?) icon, if displayed next to a field, to view instructions on how to complete a particular field. Regularly click the Save button to ensure that the latest information is saved. Do not click the Save & New button for the Funding Application page. 5. Complete all other required information in the following areas on the Funding Application Edit page. Remember, you ll be able to go back later and edit this information before submitting the Application. a. Applicant Profile b. Applicant Eligibility Criteria questions. c. Service Area i. Service Area options are: Local Service Area, Statewide Service Area and Multi-State Service Area. ii. For a Local Service Area, Applicants may select one or more counties in one state. For a Statewide Service Area, Applicants may select only one state and no counties. For a Multi-State Service Area, Applicants may select any combination of counties and states. Applicants must cover geographic areas in more than one state for this type of Service Area, but Applicants cannot select geographic areas in more than 10 states. iii. For each Service Area selected, Applicants are required to add at least one geographic area in the Application Geographic Areas section. d. Enter the Requested Award amount. It cannot be less than $500,000 or more than $17,900,

13 e. Enter the Total Estimated Hours to Complete the Application. Please be sure to revise the estimate with a final number before Application submission. f. Complete the Applicant Profile (Executive Summary) Click the Help (?) Icon to view Help Text that provides assistance in completing the Application. Figure 13. The 'Applicant Signature' section, at the bottom of the Funding Application Edit page, must be completed by the Authorized Representative before submitting the application. However, you don t need to sign the Application to Save initially. a. The Authorized Representative must check the Signature box to electronically sign the Application certifying that the information provided is accurate. 7. Once you have provided information in all required fields, click the Save button to save the information you entered and to proceed on to complete other sections. Figure 14. Funding Application Edit Page (continued) 8. If required information is missing from the Application, you will receive the error message shown below. Correct the data and then click the Save button. 13

If you provided information for all required fields, you will be forwarded to the Funding Application Detail page where a confirmation message will be displayed, stating that the information was updated. Funding Application Error Message To complete the remaining ten sections of the CMF Application (i.e., Narratives, Application Geographic Areas, Projections and Track Record, Sample Pipeline Projects, Enterprise-level Sources of Leverage, Key Personnel, Previous Federal Awards, Application Financial Data, Forms and Certifications and AMIS Application Attachments), you will use the related lists at the top of the Funding Application Detail page. Figure 16. Funding Application Navigation Bar 3.2 Narratives The narratives consist of three sections: Business and Leveraging Strategy, Community Impact, and Organization Capacity. Applicants are required to complete each section, providing some information in data fields and other types of information in narrative format. To complete each section, Applicants will navigate from the Funding Application Detail page to a series of other pages, then enter and save the requested information on the associated Narrative Edit page (e.g., Narrative Edit page for Business and Leveraging Strategy). Applicants will then navigate back to the Funding Application Detail page and progress through the same series of pages to complete the next subsection. 14

15 The 'Narrative' section is considered complete when all the records associated with the three sections have a status of Complete. 1. From the Funding Application Detail page, click the Narratives link to navigate to the Narratives related list. Click the Narratives link at the top of the page. Figure 17. Here the status column indicates if a Narrative section is Incomplete or Complete once all required information is provided. Links to edit or view Narrative information. 16 3.2.1 Complete the Business and Leveraging Strategy Section To complete the 'Business and Leveraging Strategy' Section: 1. From the Narratives related list, click the first Narrative Record ID link for Business and Strategy Narratives. You will be forwarded to the Narrative Edit page (for Business and Leveraging Strategy). Complete all questions within subsections 9a. Eligible Activities, 9b. Financing Types, and 9c. Activity Types. Click the Help (?) icon next to a field if you need additional instructions on how to complete a field. NOTE: All questions under subsections 9a, 9b, and 9c must be answered as percentages. Each subsection (9a, 9b, and 9c) must add up to 100% to be accepted as valid values. AMIS will display an error message to correct the data, if any of the subsections has a total greater than or less than 100%. 16

17 The sum of data entered in 9a must equal 100%. The sum of data entered in 9b must equal 100%. The sum of data entered in 9c must equal 100%. Proceed with completing required information in the following sections: 10. Market Gaps and Proposed Strategy and Activities, 11. Projected Performance and Pipeline, 12. Track Record, 13. Overall Leveraging Strategy, 14. Enterprise-Level Leverage, 15. Re-investment, 17. Project-Level Leverage, 18. Private Leverage, and 19. Potential Adjustments. Note, the response for 16. Applicant-Level Leverage Multiplier will calculate automatically based on data entered by the Applicant in other questions. 2. When you have provided all required information, click the Save button to save your information. 17

19 NOTE: Question 16. Applicant-Level Leverage Multiplier will not be visible when you are in Edit mode while completing the Funding Application. This field will be automatically calculated by AMIS and therefore cannot be updated manually. When all required fields have been completed and no error messages appear upon clicking Save, the narrative will save and appear with a status of complete. NOTE: Question 18a. Private Leverage Multiplier will not be visible when you are in Edit mode completing the Application. This field will be automatically calculated by AMIS and therefore cannot be updated manually. Click on the 'Funding Application' link The status of the Business and Leveraging Strategy Narrative now appears as Complete. Figure 22. You will now be on the Narrative Detail page (for Business and Leveraging Strategy) where you will see that the status of the narrative has moved from Incomplete to Complete indicating that the information provided was saved successfully. 4. The Funding Application link will be in the format A-XXXXX. Clicking the 'Funding Application' Link will take you back to the Funding Application Detail page, where you can access the next required section. Figure 23. Funding Application Detail Page Complete the Community Impact Section To complete the Community Impact Section: 1. From the Funding Application Detail page, click the Narratives link to navigate to the Narratives related list. a. Notice that the Business and Leveraging Strategy status automatically changed to Complete. 2. From the Narratives related list, click the second Narrative Record ID link for 'Community Impact'. 3. You will be forwarded to the Narrative Detail page (for Community Impact). 4. Click the Edit button. 5. Complete all required information in the following sections: 20. Housing and Economic Development Outcomes, 21. Areas of Economic Distress, 22. Affordable Housing Activities Targeting LI, VLI and ELI, 23. Low-Income Community Engagement Strategy, 24. Alignment with Place-Based Strategies, and 25. Non-Metropolitan Areas. 6. When you have provided all required information, click the Save button to save your information. Hover over the Narratives link. 20

You will be on the Narrative Detail page (for Community Impact) where you see that the status of the narrative has moved from Incomplete to Complete indicating that the information provided was saved successfully. 8. Upon clicking the 'Funding Application' link, you will be forwarded to the Funding Application Detail page, where you can access the next required section. 24 3.2.3 Complete the Organizational Capacity Section To complete the Organizational Capacity Section: 1. From the Funding Application Detail page, click the Narratives link to navigate to the Narratives related list. a. Notice that the Community Impact status automatically changed to Complete. 2. From the Narratives related list, click the fourth Narrative Record ID link for 'Organizational Capacity'. Click Edit on the Organization Capacity link. Figure 28. Narratives Related List 3. Complete all required information in the following sections: 26. Management Team and Key Staff, 27. Previous Federal Awards (if applicable), 28. Financial Health, and 29. Loan Portfolio. 6. When you have provided all required information, click the Save button to save your information. 7. You will be on the Narrative Detail page (for Organization Capacity) where you see that the status of the narrative has moved from Incomplete to Complete indicating that the information provided was saved successfully. 8. You will also notice that all narratives have a status of Complete which is an indicator that all were successfully completed. 9. Upon clicking the 'Funding Application' link, you will be forwarded to the Funding Application Detail page, where you can access the next required section. 25

Narratives Related List 3.3 Complete the Application Geographic Areas Related List (Appendix 1) Applicants will add their geographic areas based on the Service Area type that was selected in Question 5. To complete the Application Geographic Areas Section: NOTE: For each Service Area that was selected in the Funding Applications Section above, Applicants will navigate to the Application Geographic Areas related list to add a geographic area, as shown in Steps 1-4 below. To add additional geographic areas, Applicants will return to the Funding Application Detail page and repeat Steps From the Funding Application Detail page, click the Application Geographic Areas link to navigate to the Application Geographic Areas related list, then click the New Application Geographic Area button. 26

For a Local Service Area, Applicants may select one or more counties in one state. For a Statewide Service Area, Applicants may select only one state and no counties. For a Multi-State Service Area, Applicants may select any combination of counties and states. You must cover geographic areas in more than one state for this type of Service Area, but you cannot select geographic areas in more than 10 states. 2. You will be forwarded to the Application Geographic Edit page. To add a geographic area, click the Look-up button next to the Geographic Area field. 3. A look-up will window will appear where Applicants can type the name of the county or state they are searching for. After typing the name and clicking the Go button, search results will display the available options that can be selected. 4. Click on the desired selection from the search results that are displayed. 5. Click the Save button to save your information and return to the Funding Application Detail or click on Save and New to add another new Application Geographic Area. 27

28 Click the Look-up button. Type in the state or county desired and click the Go! Button. Click on the selection from the search results displayed. Click Save if only one geographic area is needed or Click Save & New to continue adding other geographic areas. 28

29 If Save & New was selected a confirmation message will appear. Continue adding geographic areas or click Cancel to return to the Funding Application. Figure 33. Application Geographic Area Edit Page 29

30 6. You will be forwarded to the Application Geographic Area Detail page where a confirmation message will be displayed, stating that the information provided was saved successfully. Click the Funding Application link on the Application Geographic Area Detail page to be returned to the Funding Application Detail page. Click the link to return to the Funding Application. Figure 34. Application Geographic Area Detail Page NOTE: Applicants should leverage the delete button if an Application Geographic Area is added in error or no longer needed. This will permanently remove the record from the CMF Application 7. On the Funding Application Detail page, you can see that the Application Geographic Area has been added to the CMF Application. The Application Geographic Areas related list shows the number of records (states or counties) that have been added to the Application. Figure 35. Funding Application Detail Page 30

31 8. If you need to add another state or county, click the Application Geographic Areas link to navigate to the Application Geographic Areas related list. Click the New Application Geographic Area button to repeat Steps 1-5, as appropriate. Click the Application Geographic Areas link. Click the New Application Geographic Area button to add another state or county. Figure 36. Funding Application Detail Page/Application Geographic Areas Related List 3.4 Complete the Projections and Track Record Related List (Appendix 2) This section consists of three record types: Proposed CMF Commitment Schedule (one record), Projected Performance and Financing (five records, one for each year from ), and Financing Track Record (five records, one for each year from ). Applicants are required to complete each record, providing information on their financing track record over the past five years, projected performance and financing for the next five years, and proposed CMF Commitment Schedule. For the Track Record and Projected Performance records, which require data for multiple years, data must be entered one year at a time. The Projections and Track Record section is considered complete when all the records associated with these three areas have a status of Complete. NOTE: Overall, the Projections and Track Record section has a total of eleven (11) records: one (1) record for Proposed CMF Commitment Schedule, five (5) records for Projected Performance and Financing; and five (5) records for Financing Track Record. Applicants are required to complete all eleven records. 31

Once the data is saved for each Calendar Year, the status field will automatically change to Complete. Click the first Edit link corresponding to a Projected Performance and Financing record. If your organization has received more than one award of the same type in the last 3 years, total the amount awarded and enter this information on one line with the Award Date being the date of the most recently received award. b. Only include Federal Awards. To add previous federal awards: 1. From the Funding Application Detail page, click the Previous Federal Awards link at the top of the page to navigate to the Previous Federal Awards related list or hover over the link to expose the related list and click the New Previous Federal Award button. 53 3.10 Add AMIS Application Attachments (Appendix 8) All Applicants must submit the following attachments as part of your organization s AMIS Application: AMIS Training Manual AE103-CMF Audited financial statements for the two most recent fiscal years Any management letter related to the audited financial statements for the most recent fiscal years (if management letters were provided as part of an audit). The following are required only for Applicants that are not Certified CDFIs: State charter, articles of incorporation or other establishing documents stating the Applicant is a Non-profit or not-for profit entity under the laws of the organization s State of formation. A certification or determination letter demonstrating tax-exempt status from the IRS. For Applicants that are governmental instrumentalities only, and as long as all other eligibility requirements are met, the CDFI Fund will accept a legal opinion from the Applicant s counsel, in form and substance acceptable to the CDFI Fund, opining that the Applicant is exempt from federal taxation. Articles of incorporation, by-laws, or other establishing documents. To add your attachments to the application: 1. From the Funding Application Detail page, the Authorized Representative must click the Edit button, check the Signature box in the Application Signature section, then click the Save button.
