As you develop your next set of big ideas to pitch for external funding, The Division for Research will continue its efforts to provide PIs with expert advice about preparing winning grant applications. The next grant writing workshop to be held on August 16 will focus on NIH grants: Write Winning NIH Grant Proposals, presented by John D. Robertson, Ph.D. The Division welcomes any suggestions from faculty and staff which are aimed at facilitating the preparation of grant applications. You can direct those suggestions to me or Asher Pauli, Director of Sponsored Programs, or any of the Division Staff who serve you. The effects of sequestration continue to adversely affect research funding nationwide. We have closed the current fiscal year with $87.38 million in expenditures a decrease of eighteen percent compared to the previous fiscal year. This decrease was partly anticipated since awards were down ten percent in the previous fiscal year. Most of the decrease in expenditures can be attributed to a few very large programmatic terminations of large contracts for construction, international development and workforce training. However, projecting forward a concern is that awards are down by eleven percent in this fiscal year, and since expenditures follow awards, we can anticipate another significant decrease in expenditures. 2 continued from page 1 awards this fiscal year is attributable in part to the transfer of a large program to SUNY Central. UAlbany s brand, The World Within Reach continues to be recognized with federal awards in the Atmospheric Sciences including: Chris Thorncroft and Ryan Torn (DAES) funded by NSF ($665,287) to study variability and predictability of African easterly waves. Fangqun Yu (ASRC) funded by NASA ($498,389) to study Aerosol-radiation-chemistry interactions: The effect of size resolved particle microphysics and Mathias Vuille (DAES) funded by NSF ($512,951) to create a high resolution reconstruction of the South American monsoon history from isotopic proxies and forward modeling. We also want to recognize that Dr. Li Niu has obtained a Muscular Dystrophy Association grant ($405,000) to conduct a preclinical investigation that will characterize chemically modified aptamers as new ALS drug candidates. Congratulations to all of our recently funded Principle Investigators. 3 COEUS CORNER Welcome to Summer! How fast another year has gone by! At this time of year departments will start appointing new Chairs for the next academic year. We would like to stress to the current Deans and Chairs, the importance of completing the Modify the Authorized Signatory List form found on our website, as soon as decisions are made with regards to new Chairs and their alternates. We cannot make any changes to the mapping in Coeus without written authorization. It is important to notify us as soon as you are aware of any signatory changes within your Department/Center or School to ensure that the proposals can be correctly routed to the authorized signatory (and their alternates). If you are a new signatory, and have not yet had any Coeus training, please sign up for training as soon as possible, otherwise you will not be able to approve proposals. In every issue, we emphasize the importance of not submitting proposals to the Office for Sponsored Programs (OSP) or the agencies at the last minute. As compliance issues with the sponsors become more stringent (such as Conflict of Interest and IRB), and we continue to increase our level of submissions, in order for us to ensure on time submission and for you to have confidence that the application will arrive at the appropriate agency on time, you must submit your proposal for approval 5 days before the deadline. This allows departmental Chairs and Deans time to review and approve proposals, and OSP time to do its obligatory diligence to comply with all the necessary regulations and submit to the relevant agency. Please try to submit your proposal to your Research Administrator (RA) as early as you can to provide adequate time for the application to reach its destination, and for corrections to be made in the event modifications are required by the department or OSP after the original submission. Not submitting proposals for approval on time, means running the risk of not being able to submit your proposal to the sponsor. Faculty have continued to be very productive in writing research applications over the spring. Your RA is here to help you with your submissions. Please give them as much advance notice as you can when submitting a proposal. This helps everyone involved in the submission process. Please call your RA with any questions you might have and/or call us, or the Coeus HelpDesk. TRAINING Training classes continue to be offered for Coeus Navigation, Budgeting and Routing and Approval. Use this url to see the schedule and register for classes for the summer: We encourage the new faculty to come to training early in the year which will make the proposal submission process easier. 3

4 The basic Navigation course is typically offered at least once a week, and more as needed. There are currently not many Routing and Approval classes offered, as most signatories have been trained, but if there is a change in Chair/Dean or their alternates, please let us know and we will arrange for a one-on-one class as needed. Please also note that if any faculty is submitting to a PHS agency they must have completed CITI training before they can submit their proposal and a Financial Conflict of Interest Form must be completed for each submission at the time of application. Please also ensure that you have a current UAlbany Conflict of Interest form filed at the time of application. UAlbany Conflict of Interest must be renewed annually. Contact the Office of Regulatory Research Compliance for further information The Coeus Helpdesk is always there for your questions and comments. If you have problems or changes, please let us know. 6 Write Winning NIH Grant Proposals Presented by John D. Robertson, Ph.D. The Office of the Vice President for Research and the Provost s Office are sponsoring a Grant Writing Workshop on Friday, August 16 th, 8:30-4:30, Campus Center 375 Lunch will be provided. Special guest, Dr. John D. Robertson, will present an interactive workshop on developing effective grant proposals for the National Institutes of Health (NIH). This widely acclaimed seminar comprehensively addresses both practical and conceptual aspects that are important to the proposal writing process. It is designed for faculty members and administrative staff who have had some exposure to writing grant applications. Emphasis will be given to such things as: Idea development, identification of where and how to locate grants from the National Institutes of Health (NIH); How to write for reviewers, and tips and strategies that are of proven value in presenting an applicant's case to reviewers; How to cope with the relatively recent changes that the agency has made in how grant proposals are written and reviewed; How to write with a linear progression of logic, which leads reviewers through the application. It is stressed that applicants are writing for two different audiences the assigned reviewers, who read the application in its entirety, and non-assigned reviewers, who may read little, or nothing, of the proposal before the meeting of the review panel. Strategies designed to merit a fundable priority score are provided. Participants choosing to maximize their experience are encouraged to come to the Seminar with any questions on an actual RFP or a previously written proposal (and corresponding RFP). Dr. Robertson holds a doctorate in Pharmacology/Toxicology. He has been the recipient of competitive extramural funding from both the NIH and non-federal sources. He is author of 29 peer-reviewed journal articles and three book chapters. Dr. Robertson has been a member of grant review panels, a reviewer for a number of biomedical journals, and served on editorial boards. He also served as a mentor for grant applicants at the University of Kansas Medical Center where he has also been routinely recognized for excellence in teaching. 7 National Institutes of Health News Fact Sheet: Impact of Sequestration on the National Institutes of Health News Release: Monday, June 3, 2013 The National Institutes of Health is the nation s medical research agency and the leading supporter of biomedical research in the world. NIH s mission is to seek fundamental knowledge about the nature and behavior of living systems and apply that knowledge to enhance health, lengthen life, and reduce the burdens of illness and disability. Due in large measure to NIH research, a person born in the United States today can expect to live nearly 30 years longer than someone born in More than 80 percent of the NIH's budget goes to over 300,000 research personnel at more than 2,500 universities and research institutions throughout the United States. In addition, about 6,000 scientists work in NIH s own Intramural Research laboratories, most of which are on the NIH main campus in Bethesda, Md. The main campus is also home to the NIH Clinical Center, the largest hospital in the world totally dedicated to clinical research. Sequestration: On March 1, 2013, as required by statute, President Obama signed an order initiating sequestration. The sequestration requires NIH to cut 5 percent or $1.55 billion of its fiscal year (FY) 2013 budget. NIH must apply the cut evenly across all programs, projects, and activities (PPAs), which are primarily NIH institutes and centers. This means every area of medical research will be affected. In almost all instances, breakthrough discoveries result from years of incremental research to understand how disease starts and progresses. o Even after the cause and potential drug target of a disease is discovered, it takes on average 13 years and $1 billion to develop a treatment for that target. o Therefore, cuts to research are delaying progress in medical breakthroughs, including: 7

8 development of better cancer drugs that zero in on a tumor with fewer side effects research on a universal flu vaccine that could fight every strain of influenza without needing a yearly shot. prevention of debilitating chronic conditions that are costly to society and delay development of more effective treatments for common and rare diseases affecting millions of Americans. Risk to scientific workforce: o NIH drives job creation and economic growth. NIH research funding directly supports hundreds of thousands of American jobs and serves as a foundation for the medical innovation sector, which employs 1 million U.S. citizens. Cuts to NIH funding will have an economic impact in communities throughout the U.S. For every six applications submitted to the NIH, only one will be funded. Sequestration is reducing the overall funding available for grants. See the history of NIH funding success rates. Frequently asked questions: How many fewer grants will be awarded? Approximately 700 fewer research project grants compared to FY Have the institutes and centers announced their adjusted paylines based on these cuts? The adjusted NIH Institute and Center (IC) paylines and funding strategies can be found here: What percent cut will be made to existing grants? Reductions to noncompeting research project grants (RPG) vary depending on the circumstances of the particular IC. The NIH-wide average is -4.7 percent. Will the duration of existing grants be shortened to accommodate the cuts? In general, no. Will all grants receive the same percentage cut or will some grants be cut more than others? Institutes and centers have flexibility to accommodate the new budget level in a fashion that allows them to meet their scientific and strategic goals. As noted above, there are different percentages for different ICs, and in some cases for different mechanisms within an IC (RPGs, Centers, etc.). In addition, there may be reductions to grants for reasons other than sequestration, as is the case every year. Will certain areas of science that are at a critical juncture be affected by these cuts? All areas of science are expected to be affected. Will some areas of science be affected more than others? The sequester does not stipulate the precise reduction to each scientific area. However, it is likely that most scientific areas will be reduced by about 5 percent because the sequester is being applied broadly at the NIH institute and center level. 8

9 What will be the impact of these cuts to NIH s intramural research at its Bethesda campus and off-campus facilities? The impact on NIH s intramural research is substantial, especially because it applies retroactively to spending since Oct. 1, That can double the effect a full year s cut has to be absorbed in less than half a year. Will NIH be furloughing or cutting employees at its NIH campus and off-campus facilities? There are no current plans to do so. At present, HHS is pursuing non-furlough administrative cost savings such as delayed/forgone hiring and reducing administrative services contracts so that furloughs and layoffs can be avoided. Additionally, employee salaries at NIH make up a very small percentage (only 7 percent) of the NIH budget. How will current patients at the NIH Clinical Center be affected? to patients will not be reduced. Will the NIH Clinical Center see fewer patients because of the cuts? Approximately 750 fewer new patients will be admitted to the NIH Clinical Center hospital in 2013 or a decrease from 10,695 new patients in 2012 to approximately 9,945 new patients in While much of this decrease is due to funding, clinical activity is always a dynamic situation with multiple drivers. Will the sequester cut need to be applied to the FY 2014 budget? The President s FY 2014 Budget would replace sequestration and reduce the deficit in a balanced way. The President is ready to work with Congress to further reduce deficits while continuing to make critical investments. NIH is the primary federal agency conducting and supporting basic, clinical, and translational medical research, and is investigating the causes, treatments, and cures for both common and rare diseases. 10 National Science Foundation News Notice: Implementation of the 2013 Federal Continuing Appropriations Act Provisions Affecting the NSF Political Science Program NSF Date: June 7, 2013 Directorate for Social, Behavioral & Economic Sciences The Consolidated and Further Continuing Appropriations Act of 2013 (P.L , enacted on March 26, 2013) contains a provision that places restrictions on the types of research projects that can be funded through the Political Science Program. Specifically, Division B, Title III, Sec. 543 reads: a. None of the funds made available by this Act may be used to carry out the functions of the Political Science Program in the Division of Social and Economic Sciences of the Directorate for Social, Behavioral, and Economic Sciences of the National Science Foundation, except for research projects that the Director of the National Science Foundation certifies as promoting national security or the economic interests of the United States. b. The Director of the National Science Foundation shall publish a statement of the reason for each certification made pursuant to subsection (a) on the public website of the National Science Foundation. c. Any unobligated balances for the Political Science Program described in subsection (a) may be provided for other scientific research and studies that do not duplicate those being funded by other Federal agencies. The Political Science Program in the Directorate for Social, Behavioral and Economic Sciences (SBE) will continue to engage panels to review grant proposals, using the two National Science Board approved merit review criteria (Intellectual Merit and Broader Impacts). Panels will also be asked to provide input on whether proposals meet one or both of the additional criteria required for exceptions under P.L , i.e., promoting national security or the economic interests of the United States. Based on the advice of the review panels, NSF Program Officers will make funding recommendations. All PIs will receive the customary communications from NSF about funding decisions. Note, however, that due to the provisions stipulated by P.L , funding decisions for Political Science proposals may be delayed. The provisions of P.L apply only to the Political Science program in SBE for Fiscal Year NSF will post information about requirements for future fiscal years as they are known. 11 National Science Foundation (NSF) Day October 22, 2013 Cold Spring Harbor Laboratory The National Science Foundation (NSF) will convene a one-day workshop at Cold Spring Harbor Laboratory, on October 22, This one day workshop is intended to assist new faculty and other research scientists and educators from the New York and the northeast region to learn more about the full scope of NSF supported research and education programs and priorities and to better understand the NSF grant proposal and merit review process. 26 American Federation for Aging Research (AFAR) Glenn/AFAR Breakthroughs in Gerontology Award The hope is that one or more of the funded research projects will lead to major new insights into the molecular factors that coordinate aging in multiple cells and tissues, and the ways in which the aging process is differentially timed in long-lived species. Projects that focus on genetic controls of aging and longevity, on delay of aging by pharmacological agents or dietary means, or which elucidate the mechanisms by which alterations in hormones, antioxidant defenses, or repair processes promote longevity are all within the intended scope of this competition. Projects that focus on specific diseases or assessment of health care strategies will receive lower priority, unless the research plan makes clear and direct connections to fundamental issues in the biology of aging. 27 National Science Foundation (NSF) Division of Molecular and Cellular Biosciences: Investigator-Initiated Research Projects The Division of Molecular and Cellular Biosciences (MCB) supports quantitative, predictive, and theory-driven fundamental research and related activities designed to decipher molecular underpinnings of complex living systems. MCB encourages proposals that address major biological questions using research at the intersections of biology with other disciplines, such as physics, chemistry, mathematics, computer sciences, and engineering. Deadline: November 14, Small Proposals National Science Foundation (NSF) Paleo Perspectives on Climate Change (P2C2) The goal of research funded under the interdisciplinary P2C2 solicitation is to utilize key geological, chemical, atmospheric (gas in ice cores), and biological records of climate system variability to provide insights into the mechanisms and rate of change that characterized Earth's past climate variability, the sensitivity of Earth's climate system to changes in forcing, and the response of key components of the Earth system to these changes. 44 LIMITED SUBMISSIONS Procedure to Follow for Limited Submissions (November 19, 2009) The University at Albany requires an internal review and selection process for funding opportunities where the program guidelines stipulate a limited number of pre-proposal or proposal submissions. In order to select the best qualified proposal, applicants must follow the University s Limited Submission Process. As limited submission funding opportunities are posted to the website, an will be sent to the appropriate faculty, chair, and or dean. An internal deadline will be given for interested applicants to submit a one page summary of their anticipated project to the Dean of their School/College. If the submission is for a major piece of shared equipment or shared core facilities, a business plan for supporting on-going operations and maintenance is also required. In cases where the guidelines stipulate a specific number per college/school, the dean will be asked to coordinate the process within their college/school. When guidelines indicate a limited number per institution, the process will begin at the college/school level. In those cases, a deadline will be given for applicants to submit a one page summary to the dean.
