3 3 NY-Sun Governor Cuomo s initiative, umbrella for all NYSERDA PV programs. PSC order extended NY-Sun through 2023 $1 Billion for a variety of solar programs, supporting between 3GW to 5GW of solar installations Provide longer program certainty Attract significant private investment Enable sustainable development of a robust industry Create well-paying skilled jobs Improve the reliability of the electric grid Reduce air pollution

6 6 Residential/Small Commercial Participation through Eligible Installers/Contractors who submit application, all paperwork to NYSERDA Incentive based on system capacity (DC Watts) Purchases, leases, PPAs (power purchase agreements) are all eligible Incentives paid directly to contractor/installer

7 7 NY-Sun Programs Statewide program: customers of PSEG-LI (Long Island), NYPA, municipal power suppliers are eligible. Systems sized up to 110% of annual usage Site is defined as a utility meter

8 8 Residential/Small Commercial Three regions Long Island (PSEG-LI) ConEd Rest of state (ROS) Each region s MW targets are broken into blocks by sector to which incentives are assigned Residential (up to 25 kw) Small non-residential (up to 200 kw)

9 Tracking Progress 9 Megawatt (MW) Block Dashboard provides real time information on block status and incentive levels by sector and region Block status updated as applications are submitted When block is full (submitted capacity equals/exceeds stated capacity), next block incentive level automatically applied to subsequent applications

11 11 Additional Financial Incentives for PV Systems Residential systems may qualify for 25% NYS tax credit (up to $5K) and 30% federal tax credit Non-residential systems may qualify for 30% federal investment tax credit (ITC) and accelerated depreciation benefit. ITC scheduled to run through Systems may be purchased, or financed through third-party lease arrangements Systems may be exempt from local sales tax, property taxes. 17 Community Solar NY & K-Solar 17 Work with local governments, schools, and other community partners to make solar more accessible and affordable through group purchasing and other strategies Solarize campaigns to aggregate demand for solar K-Solar Partnership between NYPA, NYSERDA, and State Education Department. Free solar assessment & project management services for schools installing solar School serve as hubs for community education and solar projects

18 18 Balance of System (BOS) Initiative Reduce balance-of-system (BOS) costs, such as: Customer acquisition Permitting (unified solar permit) Inspection processes Labor and components other than the solar modules

19 19 BOS Activities and Projects Streamlining permitting (NYS Unified Solar Permit) and inspection processes artpermitworkshops.html PV Trainers Network: educate local government planners, code officials, fire department personnel, and other first responders Low-to-Moderate Income PV Working Group: identify ways to make solar more accessible for low and moderate-income New Yorkers

20 20 NY-Sun Updates Community Distributed Generation (CDG/Shared Solar) Customers who can t install PV at their site can now participate in offsite projects through remote net metering For instance, a 500kW PV installation in a remote field provides power to several dozen homes and businesses. Each offtaker is credited for a fixed portion of the PV system s generation. CDG Tariff is now in effect. Utilities will be releasing CDG Operating Procedures in early November. 21 21 Community DG Roles and Structure Utility Excess Output Credits Membership information Member Member Member Member Member Construction, ownership, and/or operation Membership Payment (PPA, Direct Purchase, or other model) Sponsor Must have at least 10 members, taking at least 1kW each. 60% of members must use under 25,000kWh/year. Can be structured as a lease/ppa or a direct sale to members. If interconnecting before May 1, 2016, must be in strategic utility zone or have 20% of members lowincome.

22 22 Affordable Solar Residential Incentive Double the incentive, up to 6kW for eligible customers Customers must be low-to-moderate income. Less than 80% of county or state median income Same requirement as NYSERDA s Assisted Home Performance with Energy Star program. Project must save customer money over lifetime of system (levelized cost of energy from PV < utility rate) Can be purchase, lease, or PPA. If a lease or PPA, must have no escalation of customer s monthly payment. Customer must use basic energy efficient measures: high-efficiency lighting and low-flow faucet aerators.

25 25 This is a contractor-driven program When contractors follow program guidelines and have good designs and clear paperwork, NYSERDA can quickly approve projects and invoices. When information is missing or incorrect, approval process grinds to a halt. We want to approve your projects as quickly as possible- help us help you.
