1 Kaniohale Community Association Haleolono Place Phone Kailua-Kona, HI Na Leo La i opua Fax Newsletter No. 2 2nd Planning & Strategic Meeting Held On Wednesday January 11, 2006, the Kaniohale Community Association Board, Non-Profit Board and the DHHL-Chairman Micah Kane held the 2nd Strategic Planing & Development meeting for the future development of the Kealakehe Ahupua a Representative from the County COH-West HI Mayor s Liaison Andy Levin, COH Planning Director Chris Yuen, County Council Rep. Virginia Isbell, Rep. Angel Pilago s Liaison, County Department of Public Works, County Department Directors, State-House Rep. Josh Green, Liliiokalani Children Trust Trustee- Patrick Yim, Kamehameha Schools, Kealakehe Neighborhood Watch, The Jacoby Group, Menehune Inc, Riehm Owensby Architects, Parker Ranch, PBR Hawaii, and many others were present. President Bo Kahui reviewed the KCA Board s community center vision and outlined its previous initiatives stated within the L2020 Workshop Assessment which was presented at the initial strategic planning meeting held June 27, The KCA Board guest speaker DHHL Chairman- Micah Kane unveiled its regional plan for the future development of the Kealakehe ahupua a. Chairman Kane s power point presentation defined specific initiatives and outlined its plans for the Kealakehe Ahupua a development including the start-up of Village V construction beginning this summer; Water-Line transmission; Road Development; Utility Infrastructure; KCA Multi-Purpose Complex & Park. March 2006 Issue Non Profit Board Apply for GIA Grant The Kaniohale Board supported La i opua (L2020) Non-Profit Board and collectively applied for a State Grant-In-Aid fund for the purpose of planning and designing a community center. L2020 applied for a $200, grant to hire several consultants to formulate a community center plan. The KCA Board established a 501-C3 Non-Profit Board- "". The "non-profit corporation" is organized to plan, design, and implement the construction of a multi-purpose community center and recreation complex within the Kealakehe ahupua a and to establish, implement and manage the cultural, educational, recreational, marine and scientific programs as part of its program objectives. will be the receptacle for tax-exempt funds generated from its grant, fund-raisers and funding committee. All funds will be distributed for the development a multi-purpose community center and recreation complex. Other grants and funds will be distributed to other program objectives to manage and protect the cultural, educational, recreational, marine and environmental resources within the Kealakehe ahupua a and throughout the island of Hawaii The GIA grant requires the approval of the State Legislature. The KCA & L2020 Boards ask for your support. Mahalo Nui!!!!! DHHL Regional Plan Adopted!! Both the Kaniohale Community Association and Boards held a combined meeting on Thursday January 19, 2006 to consider the Department of Hawaiian Homes Land-Regional Development Plan. Both KCA and L2020 Boards reviewed the department s regional plan and approved the plan mauka of the Queen Kaahumanu Hwy. On the other hand, both Boards did not have any information as to Jacoby s Inc development plans, and therefore, reserved its approval of the makai development of 200 acres of DHHL lands. Both Boards will conduct meetings and issue its decision at a latter date.

Fridays 4:00 p.m. Hula Kumu Akiona SCHHA Meeting Held The State Coalition of Hawaiian Homes Association (SCHHA) held its quarterly meeting on Saturday, February 18, 2006, at the Honolulu Airport Conference room, which was attended by KCA Vice President Charmaine Duvauchelle. The agenda included a presentation from Ben Henderson (DHHL) announcing that the Department is currently undergoing a review of its Administrative Rules. Several meetings have already occurred and the transfer/sale of homestead leases appears to be an important issue. The DHHL is holding a series of small focused discussion group meetings in the next few months. If you are interested in actively participating please call and leave a message before March 2, Two individuals and 1 alternate will be selected to participate. Sandy Asato (DHHL) wants to work with the Community Associations to identify our needs in 2006 and help us to partner with non-profit organizations to meet our requirements. (i.e. additions due to overcrowding and home repairs) Christine Valles (DHHL) asked the question Where do our residents want to be in 20 years? She will be working with us to develop a strategic plan (long range vision) by Think about what activities you would be interested in having available to your families. 3 3 Newsletter No. 2 March 2006 Na Kupuna in Action by Edith Kahoali i Ke Ola Pono No Na Kupuna O Kona visits Hale Ho'ola at Honoka'a once a month under the Alu Like program to entertain the guests at Hale Ho ola. It is a loving experience because the guests there are always so happy to see and visit with the visiting Kupuna. Kupuna from Kona, Waimea and Hilo put on an hour or two programs of ukulele, singing, and hula for the guests. On Tuesday, January 14th, Kupuna met with facilitator Dickie Nelson at Kaniohale Community Center as participants of Hawaii County Community Development Planning meetings. Na Kupuna represents several geographical areas of West Hawaii and were very enthusiastic about providing their mana'o regarding future developments of Kona. Kupuna felt that it was a special opportunity for them to be able to participate in this project. Their concerns referred to public access to the beaches not just walking pathways, but with paved roads, medical facilities, branch post office for North Kona and many more suggestions. It was an exciting meeting because Dickie presented questions and mental exercises which demanded focused attention from Kupuna. Nevertheless; our Kupuna rated highly by Dickie Nelson for their participation. Kupuna Hikes the Lava Trails at Kaloko Fishpond! On Friday, February 10th, Kupuna met at the community center at 8:00 a.m. to car pool to the meeting place at the Kaloko-Honokahau National Historic Park at Kaloko Pond. The agenda focused on a new site for a multi-cultural /educational center. To be able to see the new proposed and previously approved sites, Kupuna had to either walk the lava trails or ride the golf carts called "mules" which were provided for Kupuna. There were eight of us who began the hike, but a few of us decided it was more enjoyable to sit under the trees at the beach and wait for the hikers to return. It was an adventurous experience one we will always remember, especially the Kupuna who lost the soles of her shoes. Although we had no formal vote on the subject, we definitely made known our choice of a site for the future multi-cultural center before we bid Aloha and A hui hou to the staff of the National Historic Park, the Commissioners, and guests. Notices: Parking on street curbs is an ongoing problem. The KCA Board kindly asks for your support, and we remind you that illegal parking may endanger your loved ones. Police will begin to issue parking citations. Please kokua. Abandoned cars on any street must be reported to the police. Call The KCA Board has approved the rental rate for the KCA Community Center. The new rate for members is $50.00 and non-members $ The KCA Board will be issuing its new DCC & Rs Violation fines for those who contiguously disregard the Board notices. Fines are $100 per month for each violation. KCA Board will seek law suits of members whose dues are delinquent excess of $500.00

4 4 Newsletter No. 2 March 2006 Parking On Streets KCA Board would remind lessees and residents that parking on the streets in violation of the posted no parking signs may result in parking citation issued by the County of Hawaii Police. The KCA Board is currently working the county to replace missing parking signs permanently with a concrete base to prevent future vandalism. As a final note, traffic and parking signs were placed in specific areas for the safety of our Keiki, our Kamalii, our Opio, Our Makua and our Kupuna. If you see anyone removing the parking signs call the police or call a KCA Board member and file a complaint with the Board.. KCA Service Plan KCA Board is seeking volunteers to assist with some of the initiatives in the community including web page building, sidewalk cleaning detail, uhiuhi tree preserve clean-up, newsletter publication, and more. The KCA community service plan is simple and both the volunteers and KCA community benefit. Other community service hours may include high school service hours, public service contributions, and court sanctions requiring community service. If you need or required to complete community service hours for any reason call Bo Kahui Volunteers Needed: The KCA Board is seeking help for the following positions: 1. A+ Program Initiatives 2. Newsletter Publicist 3. Recreation Program Specialist 4. Grants Writers 5. Early Childhood Development Programs Call Bo Kahui for more information Delinquent Dues & Legal Action According to the KCA Treasurer, approximately $12,000.in association dues are outstanding. On March 6, 2006, the KCA Board unanimously approved to seek legal remedy and action against seven members whose delinquent dues exceeded $ The first of a series of Small Claims suits will begin the end of March. Some members refused to accept their notice of their delinquency by certified mail. This compound their cost of their litigation and only add to their delinquency. The Board will seek the assistance of the Service Processors and Sheriffs Department to serve notice to all members who refuse to accept notice by mail. Any additional service cost will be paid by those being served. Design Committee, Remodeling & Renovating Your Home The KCA Design Committee serves as your advocate to accomplish your goal to renovate, repair, and construct additions to your home offering information to expedite your plans to start your project. All lessees are required to comply with following procedures; First, meet with the design committee to review your ideas and plans; Second, upon the design committee approval, take plans to the County of Hawaii(COH) for a Building Permit ; Third, submit to the design committee 3 copies each of KCA application, DHHL application, COH-Building permit, and your building plans. Finally, obtain a letter from the KCA Treasure that your KCA dues are current. If your KCA dues are delinquent, your application for construction will be denied until dues are current. The approval process takes time through the Design Committee, Association Board, DHHL, and County permits. In general, the KCA Board meets every first Monday of the month at which time applications are approved. Also, it takes approximately 6-8 weeks to obtain all approvals before you can begin construction. The County of Hawaii Building Department is back logged 6 to 8 week to obtain a building permit which the DHHL, Design Committee and KCA Board require s to process and approve all renovations and additions. 5 5 Newsletter No. 2 March 2006 Police Chase ATVs On Sunday February 26, 2006, Hawaii County Police was observed chasing 2 ATV operators on the Kealakehe High School grounds. The police pursuit continued through the school grounds and into the KCA subdivision. As a reminder, its illegal to operate a ATV on the streets including the High school grounds. Please note that if caught, violators may be prosecuted to the fullest extent of the law. Lets be good neighbors and keep off school grounds when closed.
