3 3 Overview Purpose: To develop programs that address the needs of felony youth who are typically committed to DJJ and Short-Term Placement Target Population: Youth who have been referred to juvenile court for a felony charge Oversight: Juvenile Justice Funding Committee Max Award Amount per Applicant: $500,000 Total Available $5,000,000 Award Period: July 22, 2013 June 30, 2014 Deadline: June 21, 2013

4 4 Eligibility Local county commissions/board of Commissioners Fiscal Agent and POC for the life of the grant Highest Priority counties who commit the highest number of juveniles to DJJ 2012 Data and Targets for Juvenile Reinvestment Grant Program County must be in compliance with the Georgia Service Delivery Strategy Act Georgia Service Delivery Strategy Act

5 5 Eligibility One application can be submitted for multiple counties if: One county is willing and elected to take lead and be the fiscal agent for the life of the grant award There is equal access to services for youth in all counties All counties are willing to combine their felony commitment and STP totals and meet all goals and objectives on the basis of the combined totals

6 6 Program Requirements Program must: Be fully implemented by October 1, 2013 Include evidence-based or evidence-informed program models proven to reduce juvenile recidivism ( Reduce the number of felony commitments to DJJ and Short-Term Programs

7 7 Program Requirements Federal Criminal Background Checks All subgrantees must conduct a federal criminal background check on all personnel who will have direct contact with youth served by the grant project. Internet Security Policy All subgrantees must establish and enforce an Internet Security Policy when minor participants and/or staff have access to the internet. Religion Subgrantees must not promote, discuss or teach religion as part of the funded program

8 8 Reporting Requirements Quarterly progress reports due: October 10 th January 10 th April 10 th July 10 th For any deliverable not met by the due date, the Funding Committee may impose up to a 5% reduction of the total grant award

9 9 Financial Reporting Reimbursement-Based Grant Initial award for first 3 months All subsequent funds will be reimbursed upon receipt and approval of expenditures by staff Subgrant Expenditure Reports must be submitted by all award recipients on a quarterly basis Supporting documentation must be submitted for all expenditures, including the initial award amount If your county requires Board approval prior to expenditures, your agency will be responsible for coordinating the required activities to meet quarterly reporting deadlines

Statement of Need/Summary (cont) Describe how the problem relates to your agency s mission Describe the Target Population to be served Identify the chosen priority area and why this area was selected Briefly describe the proposed activities Indicate your agency s plan to apply for Juvenile Justice Reinvestment Grant funds from GOCF in addition to their CJCC application.

12 12 Program Narrative Administration Identify and provide a brief description of the implementing agency. Identify the applicant and fiscal agents NOTE: The fiscal agent must be a county commission/board of commissioners List the agency s qualifications and experience with managing grants. List the Community Partners and their description and contribution, if any, to the proposed program. Identify whether the fiscal agent has the ability to maintain a positive cash-flow once reimbursements are provided on a quarterly basis

13 13 Program Narrative Target Population Identify the service area (i.e., counties to be served) Describe the Target Population (i.e., age range, gender, etc.) Explain how and why the Target Population was selected Support with data/historical records Identify the number of projected youth to be served List assessment instruments to be used for selected target population

List the specific sites where programming will occur Explain why the proposed sites have been chosen Describe the intake process List the criteria for eligibility Diversion Programs: How will the Detention Assessment Instrument and the Pre-Disposition Risk Assessment be utilized? Attach a Program Timeline

Describe how parental consent is obtained List and describe any intake forms used Describe the services and supports provided to the target population How will evidence-based interventions be implemented? Describe parental and community involvement Remember your activity chart

17 17 Program Narrative Goals, Objectives and Evaluations List Goals and Objectives Restate the applicable prescribed goals as they pertain to your county/program Restate the prescribed performance objectives What do they mean for your county/program/community Include any applicable agency-specific goals and objectives How will your agency meet the goals and objectives stated in your application?

18 18 Program Narrative Staffing Staffing and Sustainability Describe the primary roles and responsibilities for each grant-funded position. Attach job description for each position Explain the plan for orientation and training of grant-funded staff. Sustainability List existing and potential funding sources Identify staff/activities in place to ensure sustainability

19 19 Program Narrative Previous Accomplishments Bragging Rights!!! Identify your previous successful interventions Provide data How many youth have been served through the proposed/or similar programs? Identify goals and objectives previously met. How did you meet or exceed those goals?

20 20 Program Budget Each applicant must provide a budget detail and a budget narrative Use the budget narrative to explain all proposed expenditures in the budget detail A maximum of 10% of the total budget can be used for indirect costs For example, only $20,000 of a $200,000 budget can be used for indirect costs (e.g., grants manager, rent, employee travel, postage, etc.)

Direct costs Must be essential to the service provided Must be necessary in the direct provision of service Justify classification by providing a detailed explanation in the budget narrative Evaluations Grant funds are not to be used for evaluations Please review the list of allowable/unallowable costs in budget workbook when drafting your budget

22 22 Program Budget (Cont.) Supplanting Beware of supplanting Grant funds must be used to supplement existing local funds for program activities and must not supplant those funds that have been appropriated for the same purpose. Example: An existing probation officer position is 100% county-funded. The grantwriter wants to free up 50% of county funds to be used towards the purchase of software since grant funds are available, and includes 50% of the position in the budget of the proposed grant application. In this case, the County is proposing to supplant its appropriation with grant funds.
