2 nvision lgin Community Development Team The committee consists of 31 members. The members are representatives of the various boards and committees in Elgin and also includes 5 at large positions. 3 Envision Elgin Overview In 1996, a Strategic Plan for Elgin was completed by the LCRA. By 2004, most of that plan was completed and a new community plan was begun. Community leaders were identified and asked to serve on the plan s Steering Committee. Identified the initial areas to be considered for this plan. Economic Development, Infrastructure, Quality of Life, Education, and Historic Preservation.

4 Envision Elgin Overview - continued March 2004, Envision Elgin kicked off with community discussion with over 150 community leaders. Focus groups met and answered the following questions: Why people love to live in Elgin? What is important to the community? Where the community would like to see Elgin going? Envision Elgin is an example of cooperative planning to address current and future community needs. It is intended to motivate and direct the community, to coordinate and focus on priority development projects, in order to meet existing and future social and economic needs of the community. The success of carrying forward any of these strategies is dependent on Elgin s ability to maintain focus to coordinate and cooperate in implementing activities.

5 Envision Elgin Overview - continued Oversight of the plan implementation is the responsibility of the Community Development Team. Meets quarterly and evaluates the progress of the strategies. Each focus area has a committee that oversees the implementation of the objectives for that area. It is up to the lead agencies to coordinate the activities of the plan and report their progress and successes. An annual public forum will be held to detail the accomplishments and plan adjustments. The following is a summary of each Focus Area and their accomplishments for the past year.

8 Quality Education and Workforce Development Vision Statement Elgin is a community that values education and lifelong learning. Every student in Elgin ISD has the opportunity to reach their potential and graduates compete in the workforce. Elgin ISD attracts new residents to the community.

9 Quality Education and Workforce Development Objectives: Strengthen partnership between Elgin ISD, parents and community. Raise expectations for all students to excel in every aspect of learning and school experience. Promote student success on state and national standardized tests.

10 Objectives: Quality Education and Workforce Development Increase access to higher education and strengthen relationship with higher education partners. Increase access to adult and community education.

11 Quality Education and Workforce Development Accomplishments 2005 ~ 2006 Continued participation in the newly formed EISD Educational Foundation. Increasing participation and interest in school trustee elections by holding joint elections with the City of Elgin.

12 Quality Education and Workforce Development Accomplishments 2005 ~ 2006 Strategic planning for facility needs by community and committee members. A comprehensive Demographic Study was completed by Population and Survey Analysts in June of 2006.

19 New Business Development Accomplishments 2005 ~ 2006 & Creating New Jobs Site Inventory Ongoing process by the City of Elgin Economic & Community Development Director. Distributed at Rediscover Elgin Event. Attended ICSC Conferences targeting retailers. Distributed to developers, realtors and businesses.

20 New Business Development & Creating New Jobs Accomplishments 2005 ~ 2006 Identify Future Industrial Land Sites Committee reviewing industrial land sites. The Union Pacific rail line is the only green line in the state of Texas. Elgin has abundant supply of water strategically located within 9 miles of SH 130. Original completion date of December 2005 changed to December 2007.

Participated in Bastrop County Day during last legislative session. Maintain contacts with Texas Municipal League and Texas Economic Development Council.

22 New Business Development Accomplishments 2005 ~ 2006 & Creating New Jobs Research and Expand Targeted Industry List List now includes retail development, food manufacturing, Toyota suppliers, furniture manufacturing, business services, light manufacturing. Participate in Regional Recruitment Initiatives Accurate Elastomer Products Inc recruited to Elgin Business Park partnership with Austin Chamber. Economic Development Planning Meeting held in March 2007 with CAPCOG as facilitators.

23 New Business Development Accomplishments 2005 ~ 2006 & Creating New Jobs Participate in Regional Recruitment Initiatives Austin Chamber Regional Partners held gathering with national site selection professionals in November Accurate Elastomer was highlighted and included on panel. Work with Greater Austin Chamber of Commerce, Bastrop County, Austin-San Antonio Corridor Council, TXU Energy, Texas Governor s Office for Economic Development.

28 Retention of Existing Businesses and Jobs Accomplishments 2005 ~ 2006 Business Directory maintained and updated on Elgin Website Chamber implemented new website with web pages for chamber members Post Buy Local articles by Chamber and Elgin EDC in Newsletter. Website will continue to be updated to provide a forum for educating the public.

29 Retention of Existing Businesses and Jobs Accomplishments 2005 ~ 2006 Formal business visitation program continued as part of a business retention program. Updated Medical Providers Directory Continued to work with Greater Austin Chamber of Commerce to support the Opportunity Austin Business Retention program. Economic Development Corporation funded 6 Business Assistance Program Applications. 5 more in progress.

30 Retention of Existing Businesses and Jobs Accomplishments 2005 ~ 2006 Establish educational business enhancement courses and materials to increase competitiveness of local businesses Texas Historic Commission Main Street Office to provide class in summer of 2007on merchandising and window displays. BIG Austin has committed to provide classes in Elgin starting in fall Local businesses referred to BIG Austin classes in Austin. Economic Development Office and Chamber of Commerce will identify and make available resource and educational materials primarily via direct mail to businesses.

31 Retention of Existing Businesses and Jobs Accomplishments 2005 ~ 2006 Develop hospitality and customer service written resources and make available for business and community organizations Hospitality and customer service to be included with BIG classes starting in fall Chamber of Commerce and Economic Development office to work together to provide these resources primarily via direct mail. Will pursue opportunity for Elgin High School DECA club to be involved in this process.

32 Retention of Existing Businesses and Jobs Accomplishments 2005 ~ 2006 Established a Buy Local campaign program to increase business to business purchasing and to increase resident awareness of the impact of local spending Block Parties held in fall 2006 and to continue in Annual Business Expo hosted by Elgin Chamber of Commerce in November Elgin Retail Survey to be conducted by EDC. Downtown newsletter will be produced 4 times per year with Buy Local information included. Chamber of Commerce to continue Block Parties to introduce new neighborhoods to the businesses, services and community activities available in Elgin.

35 Sustainable Growth and Planning Vision Statement The City of Elgin grows in such a manner as to be consistent with the City s ability to serve existing and new development.

36 Sustainable Growth and Planning Objectives: Regularly review Elgin s Master Plan to maintain plan relevance. Develop a balanced transportation system capable of moving people and goods in a safe, efficient & environmentally responsible manner.

37 Sustainable Growth and Planning Objectives: Ensure residents are served by water and wastewater systems that promote health and safety and continue to meet the growth of new residents and business opportunities. Increase availability of housing at all income levels. Increase community awareness of infrastructure and growth issues.

38 Sustainable Growth and Planning Accomplishments 2005 ~ 2006 Limit Driveway access on commercial corridors. Most of the commercial corridors fall within TxDOT s jurisdiction, the City of Elgin continues to monitor. Improve and maintain water & wastewater systems. Major upgrades to the water infrastructure in progress, doubling the capacity of the water treatment facility, at a cost in excess of $6 million. City is expanding services to areas most conducive to sustainable growth.

39 Sustainable Growth and Planning Accomplishments 2005 ~ 2006 Communicate with the public regarding water and wastewater capacity and quality. Annual report to every water customer. Monthly reports provided to the local media. Encourage the development of higher priced homes. Striving to find creative solutions to increase the quality of residential development, including the use of State and Federal funds and stronger development regulations.

40 Sustainable Growth and Planning Accomplishments 2005 ~ 2006 Encourage the development of high end multifamily developments. Exploring feasibility of developing mixed use TOD type development, with commuter rail component. If successful would likely result in high end multifamily development of loft apartments above retail space. Encourage the development of assisted living facilities and senior housing. Marketed to several companies that provide assisted living/senior housing.

41 Sustainable Growth and Planning Accomplishments 2005 ~ 2006 Support mixed use development through the comprehensive planning process. Continually encourages developers to provide mixed use development. Exploring viability of the Smart Code development with emphasis on TOD. Biannual open forums to discuss the City s growth issues. City to host numerous open forums to discuss growth issues as it embarks on Comprehensive Plan process. Discussions will be focused and intense over the next year.

42 Sustainable Growth and Planning Accomplishments 2005 ~ 2006 Develop a plan to build sidewalks and trails. Approved a sidewalk ordinance requiring subdivision developers to provide additional sidewalks. Grant with TxDOT to provide sidewalks to Elgin High School and Neidig Elementary recently defunded. City continues to seek additional funding for this and other critical areas without sidewalks. Update Elgin s Master Plan & Comprehensive Plan. Funds budgeted to begin process this fiscal year. Additional funds to be budgeted next fiscal year. Parks Master Plan completed.

43 Sustainable Growth and Planning Accomplishments 2005 ~ 2006 Annexation of growth corridors, industrial development and public cemetery. City continues to work with developers and land owners to annex growth in a manner that encourages quality growth in a fiscally responsible manner. Major arterial alternative south of Highway 290. EDC is exploring the feasibility of purchasing an 80 acre tract that would anchor major commercial growth in this designated area, with proposed commuter rail component. Entire area would be part of TOD major infrastructure investment, including 290 alternative.

47 Preservation of Elgin s History and Downtown Development Objectives: Continue to work to preserve and develop the historical and downtown districts of Elgin. Tell Elgin s story to residents & visitors. Develop railroad property.

48 Preservation of Elgin s History and Downtown Development Accomplishments 2005 ~ 2006 Continuing development of the Union Depot Museum by: Developing exhibits for the museum. Collect historical records and photographs. Brazos Trail Grant for Museum signs on highway completed. EHA has monthly meetings and programs. Meet with Bastrop County Historical Associations four times a year.

49 Preservation of Elgin s History and Downtown Development Accomplishments 2005 ~ 2006 List of historical cemeteries compiled for the city. Dedication of Pleasant Grove Cemetery in Historical Register. Log cabin in Elgin Memorial Park being preserved Thomas Christian property being investigated.

53 Maintain Elgin s Quality of Life Vision Statement Elgin maintains and improves the community s cultural, recreation and essential facilities and services to meet the desired quality of life and wellness of all residents.

54 Maintain Elgin s Quality of Life Objectives: Maintain and improve existing recreation facilities and open spaces. Establish recreation programs for all Elgin residents. Maintain and improve access to medical care.

55 Maintain Elgin s Quality of Life Objectives: Improve essential health and recreation facilities and services for seniors. Match library services and use to demand of the community. Improve the attractiveness of the entryways of the community.

56 Maintain Elgin s Quality of Life Accomplishments 2005 ~ 2006 Recreation Facilities, Programs and Entertainment The Parks, Recreation and Open Space Master Plan approved. The Park Dedication Ordinance and fee structure have been revised. Youth and senior task forces have been established. Contact information regarding youth sports can now be found on parks website; Medical Services Expansion and retention of current medical providers has been successful. Efforts to recruit additional medical facilities and physicians is on-going.

57 Maintain Elgin s Quality of Life Elderly Services Significant progress has been made to establish a program that will offer transportation and other services to the elderly. Needs Survey completed to reaffirm need for program. Establishing a Board of Directors and applying for incorporation with 501c(3) status. This will enable funding options to be identified and establish a program that will improve quality of life for Seniors.

58 Maintain Elgin s Quality of Life Library Library hours have increased. The library civic center has become a favorite meeting place for various groups. Beautification Five intersections were identified for beautification efforts. Preliminary work completed, funding and TxDOT requirements have put this on hold.

63 Promotion of Tourism Accomplishments 2005 ~ 2006 Increase the number of scheduled tours The Chamber has actively solicited this market. Elgin has welcomed groups from the Harris County Sr. Citizen Travel Program as well as other groups from the area. Continue the promotion and improvement of annual festivals The Chamber sponsored Western Days. The Main Street Board sponsored Hogeye Festival. The Holiday by the Tracks event co-sponsored by Chamber and Main Street. The Chillipepper and Juneteenth Festivals also saw increased attendance.

64 Promotion of Tourism Accomplishments 2005 ~ 2006 Participate in Regional Tourism and Marketing Associations The Tourism Committee is extremely active in the Texas Brazos Trail, Presidential Corridor, LCRA River Trail, Texas YES! BBQ Trail and BEST Tourism Group.

65 Promotion of Tourism Accomplishments 2005 ~ 2006 Improve park and recreation facilities to compete and attract organized events The Chamber has worked with sport leagues and the Elgin ISD to provide lodging, dining and shopping information for visitors participating in sporting events. Nurture the Farmer s Market measured by an increase in vendors and attendance The River Valley Market operates year around on Tuesday afternoons from 1 to 5pm. Tourism Committee printed and distributed flyers promoting market.
