2 CALL FOR APPLICATIONS FOR PARTICIPATION: ENTREPRENEURIAL COMMUNITIES INITIATIVE WHAT? We are looking for local communities that foster skills, entrepreneurship and job creation. Entrepreneurial communities are local partnerships of businesses, vocational schools, local administrations or civil society groups. They can be led by anyone. Community members work together and use their strengths to create more and better jobs and ultimately local economic growth and development. They analyse and exploit available assets, and improve the local labour market by identifying skills needs and supply, pooling resources to develop skills, stimulating entrepreneurial talent, etc. They are dynamic and forward-thinking. WHY? The ETF s Entrepreneurial Communities Initiative aims to identify entrepreneurial communities to make their successes known. It is about learning from good practice, big or small, to shape the economic future of the society of tomorrow. The examples of good practice will be used inform policies that support entrepreneurial communities. WHO? Are you part of a local community that fosters skills, entrepreneurship and job creation? Do you work in partnership with businesses, vocational schools, local administrations or civil society groups? Are you based in one of these countries: Albania, Algeria, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Egypt, Georgia, Turkey, Israel, Kosovo*, Israel, Jordan, Lebanon, Libya, Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Morocco, Palestine, Russia, Serbia, Tunisia, Turkey or Ukraine. If so, share your story with us by filling in the attached call for applications. HOW? Fill in the annexed questionnaire and it to the ETF by 31 January Applicants that meet the criteria will be invited to respond to a supplementary questionnaire. * This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of independence. 2

3 WHEN? The results of the call will be communicated to applicants by the end of April WHY? This is an opportunity to share your story and learn from others stories, network with European entrepreneurial communities and make your achievements known internationally. Interactive Atlas and Digest of Entrepreneurial Communities Up to 30 examples of good practice at different phases of development, from different contexts and partner countries will be selected and presented in an interactive atlas and an Entrepreneurial Communities Digest (a publication), which will be published in 2014 and presented at an international conference. Stories from the interactive atlas will also be featured on the ETF website. Film and book of Entrepreneurial Stars An Advisory Board (see below) will select up to six good practitioners with outstanding learning value to undergo an in-depth study. Interviews will be held to better understand and analyse the key elements of success in their specific contexts. The findings will be showcased in a dedicated publication and a video documentary. The publication will contain stories, strategic reflections on selected success factors, and community and national policy recommendations. Conference in Turin, Italy In November 2014 a two-day conference will bring together 30 partner countries, international organisations, EU Member States and institutions, experts and practitioners. It will be dedicated to the themes of multi-level governance, entrepreneurial communities and entrepreneurial learning. Representatives of the selected entrepreneurial communities will be invited to the event. The conference will aim to bring about an understanding on where the jobs and growth of tomorrow will come from and will be an opportunity to share policy lessons from different contexts both in terms of process and impact. The event will serve to showcase the results of the project, and pave the way forward how can the results be used to spark and sustain policy dialogue and local solutions to jobs and growth. BY WHOM? An Advisory Board has been established to support the ETF in formulating and implementing the initiative. The Advisory Board consists of representatives of the following organisations: the Committee of the Regions (COR), the Euro-Mediterranean Regional and Local Assembly (ARLEM), the Conference of the Regional and Local Authorities for the Eastern Partnership (CORLEAP), the Union for the Mediterranean (UfM), the European Economic and Social Committee (EESC), European Vocational Training Association (EVTA), the Regional Cooperation Council (RCC), and Eurochambers. In addition, on rotational basis, the Advisory Board includes three representatives of ETF partner countries engaged in the Small Business Act assessment.
