Box 1307 Issaquah, WA issaquahwa.gov MEMO TO: City Council Services and Safety Committee FROM: Emily Moon, City Administrator RE: City Support of Nonprofit Organizations DATE: September 18, 2018 When the City Council reviewed the Community Fund Grant recommendations on July 24, councilmembers expressed a desire to hear more about the various ways the City supports community nonprofits. City staff committed to providing that overview at a Services and Safety Committee meeting. This memo provides an overview of the City s mechanisms of support to nonprofit organizations that provide services to the community. At the Services and Safety Committee meeting, staff will review the information in this memo and answer any questions councilmembers may have. Nonprofit organizations are key contributors to the community s social and civic vitality, as well as effective providers of public services. The City supports these partnership efforts through various means of assistance, including grant programs, contracts for service, sponsorships, and reduced rate lease and rental agreements. Grants The City s primary form of support for nonprofits is through three competitive grant programs. Human Services Grants Given on a biannual basis, administered through the Human Services Commission. Human Services Grants are funded via the general fund. Funding criteria include demonstration of need, level and quality of service, accessibility and partnerships as well as a focus on priorities identified in the Community Needs Assessment (2017). In the cycle, Human Services Grants totaled $371,500 to 53 organizations. Arts Grants Given on an annual basis, administered through the Arts Commission. Arts Grants are funded through the Municipal Art Fund, which is funded via admissions tax revenue. Funding criteria include artistic quality and community benefit as well as focus on the arts
2 commission s adopted strategic directions. In 2018, Arts Grants totaled $173,420 to 27 organizations, with $141,295 of that amount delivered to nonprofits. Community Fund Grants Given on an annual basis through the Mayor s office, aided by a community volunteer review panel. Community Fund Grants are focused on building the capacity of the nonprofit organizations that serve the Issaquah community. In 2018, Community Fund Grants totaled $127,500 to nine organizations. Contracts for Service In addition to grant support, the City uses contracts for service to provide specific services and experiences to the community. Contracts for service are typically used when a specific organization is uniquely positioned to offer a service to the community that the City is not adequately equipped or resourced to provide on its own. In 2018, the City administered four contracts for service totaling $144,500 to the following nonprofit organizations: Friends of Issaquah Salmon Hatchery (FISH), the Issaquah Historical Society, Leadership Eastside, and Mountains to Sound Greenway Trust. Sponsorships The City provides a limited number of sponsorships to nonprofits each year. Sponsorships typically take the form of support at fundraising events. In 2018, the City provided $3,500 in total sponsorships to Forterra and Mountains to Sound Greenway Trust. Lease and Rental Agreements The City also provides support to nonprofits in the form of reduced-rate lease agreements and facility rentals. These agreements are negotiated on a case-by-case basis and include long-held agreements with organizations such as the Issaquah Food Bank and the Issaquah History Museums. Terms of the leases vary considerably. In the past four years, the City has been implementing a revised approach to these leases, including moving more of these agreements to market-based payments. In addition, the City offers a reduced rate to nonprofits using its facilities for events and programs. Other Support In addition to City-administered programs, the City serves as a fiduciary conduit for other programs that support nonprofits such as the Main Street Program (Downtown Issaquah Association), Influence the Choice and the Lodging Tax Advisory Commission (LTAC). The City also provides in-kind contributions to nonprofit organizations that produce community events or deliver services, and as staff serving as ex officio members on boards. Intentions and Next Steps Tonight s presentation will provide the broad overview of the ways the City supports nonprofits. Staff will be present to answer any questions committee members have. During budget deliberations this fall, City Council will be asked to review and approve the recommendations for Human Services grants, Community Fund grants, contracts for services and sponsorships. In 2019, if the budget allocation is approved, the Parks and Recreation Department s Facilities Division will perform an inventory and assessment of City owned buildings. This work will further our development and implementation of consistent policies and practices concerning ownership,
3 disposition, uses and rental of City properties. In late 2018 and early 2019, City staff will also examine allocation of in-kind resources to organizations that deliver community events. This work will help inform the City s special event permitting process and related fee structure, in addition to the City s ability to meet and sustain growing demand for these resources.

7 City Support The goal of the Arts Fund is to support projects and programs that meet the Arts Commission s adopted strategic directions in supporting the arts for the Issaquah community. The Commission reviews applications and makes recommendations based on artistic merit and community benefit support: $173,420 Grants The goal of Human Services Grants is to support a sustainable and healthy Issaquah community. The Human Services Commission makes recommendations to Council. Annual support is determined through per capita formula and a targeted sum, and is focused on priorities in the community needs assessment support: $371,500 The goal of the Community Fund is to support nonprofit organizations that provide services for the City or its residents. A community panel reviews applications and makes recommendations around organizational planning, staff development, and capital investments. Funding is intended to focus on a specific organizational need that builds capacity support: $127,500 Other: Lodging Tax Advisory Commission; Main St. Program (DIA)
8 City Support The goal of Use of Property or Discounted Rent is to provide access to city infrastructure for additional financial support. These agreements are negotiated on a case-by-case basis. Lease/Rental The goal of Subsidized Rental Fee is to provide access to city infrastructure for additional financial support. Local nonprofit organizations are eligible for reduced rates at certain city-owned facilities. Contract for Services The goal of contracts for service is to support a specific organization who is uniquely positioned to offer a service to the community that the City is not equipped or resourced to provide on its own. This funding may also take place as operational support for nonprofit organizations support: $144,500 Sponsorships The goal of sponsorships is to provide support at fundraising events for nonprofits that support the Issaquah community support: $3,500 In-Kind The goal of in-kind contributions is to provide resources to nonprofits organizations that produce community events or deliver services, and as staff serving as ex-officio board members.
