5 Networks 3 types 5 to 12 cities during 2,5 years common topic / expertise support Action Planning Networks (20 so far) (Objective: to co-produce an Integrated Action Plan-IAP) Implementation Networks (4 so far) (Objective: to overcome challenges of the implementation of IAP) Transfer networks (Objective: to adapt and transfer an URBACT labelled Good Practice) 200 cities currently involved in APN & IN 5

8 Who is eligible? Partners can come from the 28 Member States plus Norway and Switzerland. Cities are the main beneficiary for the URBACT Programme (no limit in population) Beneficiaries: Cities, municipalities, towns Infra-municipal tiers of government Metropolitan Authorities and organized agglomerations Non-City : Local agencies defined as public or semi-public organisations set up by a city Non-city partners cannot be proposed for the initial partnership Phase 1 application. But can join during Phase 1. 8

9 Partnership A Lead Partner should be proposed to lead the networks Each type of network has different rules: Action Planning Network - minimum 8 and maximum 12 partners including the Lead Partner; Implementation Network - minimum 8 and maximum 12 partners including the Lead Partner; Transfer Network - minimum 5 and maximum 8 partners including the Good Practice City as Lead Partner Include no more than 2 non-city partners (local agencies); Balance between more and less developed regions of Europe 9

10 Financial resources The network budgets range from EUR to (Phases 1 and 2) The total eligible cost for the Phase 1 is lower for each kind of network between EUR and The European Regional Development Fund (ERDF) co-finances network costs, with the following co-financing rates: 70% for cities located in more developed regions 85% for cities located in less developed and transition regions Partners from Switzerland will be co-financed at up to 50% by Swiss national funds Partners from Norway may participate in Transfer Networks at their own cost for this call The programme provides additional financial support for expertise to the value of EUR The map of regions for co-financing rates of Structural funds is available via: 10

14 Capitalisation activities Renew, illustrate and share the concept of integrated approach to urban development 10 years after the approval of the Leipzig Charter Local pacts for deprived neighborhoods to test the implementation of a multi-level governance approach to reduce territorial disparities in urban areas. Good practices for new approaches of urban planning Create a virtual community of practice to help cities achieve maximum results in terms of digital/tech job creation Case studies, tools and guidance for cities wanting to sustain and SMEs and social economy through innovative public procurement Conference Vitality of smaller cities in Europe (Barcelona Oct. 2018) to demonstrate capacities of smaller cities to enhance their economic sustainability 14

15 URBACT AND THE URBAN AGENDA FOR THE EU

16 URBACT in the Pact of Amsterdam URBACT is one of the key partners of the Urban Agenda for the EU (UAEU). URBACT participates as an observer: to the DG meeting on Urban Matters (DGUM) and to the Urban Development Group (UDG) to the Partnerships of the UAEU URBACT can also propose Urban Authorities to the DG meeting for nomination as a member of a Partnership, upon approval of its Monitoring Committee. 16

17 Mutual benefits through the participation of URBACT in the UAEU Benefits for URBACT: - reinforce the impact and the visibility of URBACT - establish URBACT as a main partner of the UAEU for its third objective better urban knowledge. Benefits for URBACT cities: - bringing their voice to the Partnerships working on the same topics: invitations for contributions to Partnerships meetings, etc. - Linking results of Partnerships with networks and vice-versa, for Europewide impact Benefits for the Urban Agenda for the EU: - strong potential of URBACT to disseminate UAEU content through NUPs, URBACT cities, etc. - Urban knowledge and good practices from the ground coming from URBACT cities, URBACT local groups and experts 17

21 URBACT and the New Urban Agenda Participation of URBACT at Habitat III - United Nations Conference on Housing and Sustainable Urban Development in Quito in October 2016: Presentation by URBACT cities of their integrated and participative approach during the conference. Use the URBACT method for exchange & learning beyond the EU: Proposal of the Commission in Quito to use URBACT expertise for training and quality support of the International Urban Cooperation (IUC) which twins European cities with cities from other continents. URBACT at the World Urban Forum in February 2018: Present to share the URBACT method as well as participation in side events on sustainable urban development 21

24 TRANSFER Cities what to ask yourself! Does the good practice address an issue faced by my city? Can my city commit to tackling the challenge and adapting the Good Practice? Can my city commit to resourcing the network activities as required, as well as the transfer costs? 24
