Briefing ~ Clean Chesapeake Coalition The Board met with Chip MacLeod and Jeff Blomquist of Funk and Bolton, Legal Counsel for the Clean Chesapeake Coalition; Wilbur Levingood, Caroline County Commissioner, Vice President; and Ernie Crowfoot, County Administrator and County Attorney for Kent County representing the Clean Chesapeake Coalition. Mr. MacLeod shared the history of the Coalition and also shared the 2015 Review with the Board highlighting areas of significant interest to the Counties. A discussion was held regarding how the Conowingo Dam affects the Bay pollution. How whenever there is a big storm the water comes down from the Susquehanna River (with those pollutants) into the Conowingo dam and stirs up all the nitrogen, phosphorus, and sediment on the bottom of the Dam overflows directly into the Chesapeake Bay. In this case all the counties below the dam are putting money and effort into doing things to help clean up the Bay to no avail. It was felt with the new Administration in Annapolis that there may be some hope in changing the way things are done. Mr. MacLeod also shared Funk and Bolton's FY2016 Proposed Scope of Work for the Coalition touching on the Conowingo Dam; The Bay Total Maximum Daily Loads (TMDL) Reset (2017 Midpoint Assessment); Oysters as BMP; Watershed Implementation Plan (WIP) Adaptation; and Inequities among Bay pollution sources. Briefing/Discussion/Decision Request Grant Application Approval for FY15 Violence Against Women Act Grant - State's Attorney's Office The planned Special Victims Unit (SVU Unit) of the Carroll County State's Attorney's Office will address the challenge of prosecuting domestic violence (DV) and sexual crimes and working with victims of those crimes. The VAWA grant supports the salary of the DV prosecutor which opened 388 DV cases in The County provides the match for the VAWA grant by funding the balance of the DV Prosecutor's salary and the benefits, as well as the salary and benefits of the Family Violence Coordinator (a county position). 1. Briefing/Discussion/Decision Request Grant Application Approval for FY15 Violence Against Women ~ Sheriff's Office The Carroll County Sheriff's Office Domestic Violence (DV) Unit is staffed by two full-time Deputies and two full-time Domestic Violence Facilitators. The grant will partially fund the salary of the Domestic Violence Facilitator #1. The County match for this grant is provided by the remainder of the salary and benefits of the Domestic Violence Facilitator #1 and salary and benefits of the DV Facilitator #2 (a county position). 1. Discussion/Decision FY16 Annual Transportation Plan and Grant Application The Department of Citizen Services came before the Board on April 9th to hold a public hearing to allow residents, businesses and community members the opportunity to provide public comment for the Annual Transportation Plan grant application for Operating and Capital funding for use in delivering Carroll Transit System services. The Annual Transportation Plan grants application for Operating and Capital funding is to provide Board of Carroll County Commissioners Page 2 Printed 4/22/2015

3 subsidy for use in delivering Carroll Transit System services. In December, they came before the Board to award the public transportation operations contract to Butler Medical Transportation, LLC. The Department of Citizen Services are requesting operating grants based on the Board of County Commissioners approved negotiated budget with additional operating funding to meet additional requests for service. 1. Request for Public Hearing ~ Area Aging Plan The Carroll County Bureau of Aging & Disabilities will hold a public hearing to discuss the development of the agency's four-year plan for FY To comply with the Older Americans Act, the Maryland Department of Aging requires each Area Agency on Aging to develop a four year plan for its planning and service area. The Area Plan identifies priority needs, goals, and objectives based on the opinions and views of older individuals, service recipients, providers, and other stakeholders in each local jurisdiction. 1. Briefing/Discussion/Decision ~ Request Approval of Grant Application for Juvenile Justice Advisory Council (JJAC) Grant The Carroll County Local Management Board is requesting approval of Federal Title II Formula Grant (JJAC - Juvenile Justice Advisory Committee) application for the Adventure Diversion Program (ADP). ADP is a mandatory supervised program that provides 12 to 20 hours per week of experiential learning, conflict resolution and pro-social skill development, blended with outdoor activities. The program holds juveniles accountable for violating probation, serves as an alternative to detention and strives to minimize court involvement. The Adventure Diversion Program has been classified by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) as a Best Practice Model for Deinstitutionalization of Status Offenders. Briefing/Discussion/Decision Request Approval of Medicare Improvements for Patients and Providers Act Grant Under the Medicare Improvements for Patients and Providers Act of 2008, Medicare Beneficiary Outreach and Assistance Program, funds have been awarded by Maryland Department of Aging to promote enrollment in the Extra Help/Low Income Subsidy for Medicare Part D (LIS) and other Medicare Savings Programs (MSP). These programs provide assistance to income eligible Medicare beneficiaries with Medicare premiums, co-pays and deductibles. The Medicare Savings Programs result in improved access to healthcare for eligible low income Medicare beneficiaries. 1. Request Approval of Board of Education Budget Adjustment for Maryland Digital Learning Innovation Fund State law stipulates that County Commissioners or County Councils approve the budget of their school system both in total and by category. Any transfers made between categories or any non-local funds received by the county school board after the adoption of the school budget must be approved by the County Commissioners or County Councils. Carroll County Public Schools Fiscal Year 2015 Operating Budget Adjustment was approved by the Board of Education on March 11, Approval is now requested from the Board of County Commissioners. 1.
