7 Japan s Cluster Policy History of Regional S&T promotion in Japan S&T Basic Law in 1995 The 1 st S&T Basic Plan ( ) includes Industry-Academia-Government collaborations as one of the policy issues The 2 nd S&T Basic Plan ( ) says Government supports the formation of knowledge-based Clusters under the regional initiatives Industrial Cluster Plan (METI), Knowledge Cluster initiative (MEXT) Investing in promoting support for R&D Supporting construction of network between I-A-G 6

8 Industrial Cluster Plan and Knowledge Cluster Initiative Industrial Cluster Plan (METI) Each 9 regional Bureau of Economy, Trade and Industry sets their regional technology areas Research organizations, universities, etc. apply for the grant Bureau supports networking between I-A-G, R&D, incubation facility, etc. Knowledge Cluster Initiative (MEXT) Regions (regional I-A-G) apply for the grant Outside experts review the applications MEXT supports mainly R&D 7

10 A comparison between two Clusters - from a viewpoint of former Science Attaché in Germany - Germany s I-A-G networking policy is almost the same as Cluster Policy. There are some cluster supports from state gov., federal gov., and EU. Germany s cluster policy has been successful This may be because University and non-university research organizations (MPG, FhG, etc.) are located in the same places in each city State governments are responsible for developing human resources at universities State government, university and non-university research organizations build an intelligent complex and good partnership 9

11 Our efforts 1: Success Story Support for R&D Supporting construction of network between I-A-G Making Success Story for changing minds Regulations among I-A coordination have been mostly reformed. Through Cluster programmes and other projects, we have built the foundation of network between I-A-G. The last challenge that we need to solve is to change the minds of Academia, Industry and Regions through success stories 10

12 Our effort 1: Success Story Regional Innovation Eco-system Promoting Programme Objective: making success stories by regional technology seeds How to: 1 review the technology seeds in the view of expected market values and related IPs 2 manage the project by specialists who have experiences of entrepreneurship 3 commercialize and develop products in five years! Support: million (approx. 1 million)/ year for each five years Current status Programme has started since projects have been supported (4 in 2016, 10 in 2017) 11

13 Our effort 2: Making Complex Research Complex Programme Objective: making sustainable Research Complex (Saclay (FR), Grenoble (FR), Lund (SW), Harwell(UK), etc.) How to: 1 regional government, research organizations (incl. universities) and regional industries discuss a vision of their future and make application for the project 2 support the projects by using matching funds from MEXT (JST) and regions (governments and industries) Support: 500~700 million (approx. 4~5 million) /year for each five years Current status Programme has started since areas have been supported (Kobe, Kei-han-na, and Kawasaki) 12

15 Our effort 3: International Industry-Academia Research p2x2 Joint Call for proposals between Germany (BMBF/ DLR-PT) and Japan (JST) in the field of Optics and Photonics BMBF/ DLR-PT and JST call for proposals from each academia and industry Funding: BMBF/ DLR-PT supports 200,000/year for each JST supports 140,000/year for each Term: June 2018 May 2021 Number of Winners 3-5 for each country 14

16 Summary and Next Step Through our efforts so far, Industry-Academia-Government network can be built, if it is needed. We are trying to make success stories in order to change the minds of I-A-G. Next steps will be as below; Making benefits for industries, universities, and regions through I-A-G cooperation Internationalization Build the True Regional Eco-System 15
