Spencer, Gen, USAF (Ret) President, Air Force Association 1501 Lee Highway Arlington VA June 2018 Dear Secretary Peters and General Spencer: On behalf of CAP s 34,000 adult members and 25,000 cadets, I want to extend our sincere gratitude for the outstanding support the Air Force Association continues to provide CAP each year. CAP recently received the AFA s CY18 grant funding in the amount of $12,500. We have already begun our annual grant awardee process. The AFA s continued support for this grant program is greatly appreciated. For CY17, we used your grant of $12,500 to directly support CAP unit, classroom, school-wide, and youth organizational STEM-related programs. Your annual grants help us to conduct exciting activities, inspiring and motivating tens of thousands of cadets and students toward an interest in STEM subjects and careers. We also deeply appreciate the awards you provide for each CAP squadron s outstanding cadet. In addition, your recognition of the National Cadet of the Year and the National AE Cadet of the Year ensures these awards are of the highest caliber. These cadet awards presented by the AFA help to motivate our young people to aim high and pursue aerospace careers. Moreover, CAP shares a mutual respect for the AFA s broad initiatives to develop youth to be technologicallyprepared citizens who will help our nation maintain economic viability and national security. The AFA s CyberPatriot and StellarXplorers programs specifically demonstrate your commitment to achieve that goal. We applaud your efforts and appreciate the opportunity for CAP cadets to participate in these innovative STEM programs. Furthermore, our recent AFA/CAP joint membership campaign netted 605 AFA members becoming a Friend of CAP. We feel programs like this continue to strengthen our two organizations partnership nationally, as well as help promote collaborative initiatives in the field. We have included a copy of our annual AFA report plus CAP s FY17 Financial Report. Our Financial Report reflects CAP s tenth consecutive unmodified audit, which demonstrates CAP s strong commitment and fiscal responsibility to the Air Force and the American public. We are proud of CAP s remarkable record of nurturing the talents, ambitions and abilities of America s youth, ultimately transforming them into dynamic citizens and aerospace leaders. Please know that our partnership with AFA has played a big role in the following accomplishments.
2 Aerospace and STEM Education Mission Accomplishments Inspired 375,000 cadets and students nationwide through our STEM kit program. Eighty percent of participants say they are now more interested in aerospace and STEM careers. Reached 624 teachers and 33,600 students in 47 states and 208 schools through our Aerospace Connections in Education s K-6 grades STEM lesson plans. Rocketed Aerospace Education Member enrollment from 2,300 to 3,600 educators, significantly expanding CAP s STEM curriculum outreach nationwide to over 350,000 non- CAP students. Again, thank you for your generous support of CAP s missions. It is indeed our pleasure to be associated with the AFA and to share in the quest to promote aerospace/stem education across America. We pledge to continue to be good stewards of the grants and award opportunities provided to our members. 3 Civil Air Patrol s CY17 Air Force Association Annual Program Report Civil Air Patrol continues to recognize the Air Force Association as a treasured organizational aerospace/stem education partner via the varied partnership programs provided to the AFA. Much appreciation is extended to the AFA for the 22-year partnership that has resulted in cadet recognition programs and CAP unit and educator member grants. The following sections provide a review of each AFA/CAP partnership program for CY17. AFA Grants for CAP Units and Educator Members Since the 1996 inception of the AFA/CAP partnership, the AFA has contributed over $440,000 in grant funding to enable CAP units and educator members the opportunity to complete special aerospace/stem education projects and programs with young people across the country. During that time, about 346,000 students have been impacted by the AFA grants for CAP units and educator members, averaging about $1.27 per student. CAP adult and cadet members are using this grant funding to promote STEM-related subjects and career options to young people, serving to aid in the development of the future aerospace/stem workforce. Historically: The AFA provided $22,500 annually to the CAP grant program until 2014, when, for 2015 and 2016, the AFA increased the annual contribution to $27,500 to further grant outreach potential due to CAP s sustained fiscal stewardship. In 2017, the AFA had to reduce the funding to $12,500. As grant funding increased or decreased, student impact numbers followed, as depicted in 5-year review chart below. 30,000 25,000 20,000 15,000 10,000 Grant Funds Student Impact 5, The funds are used for $250 CAP unit and K-12 educator grants that reach all geographical areas of the country, as well as Puerto Rico. Grant recipients are encouraged to collaborate with other groups to increase program impact. As approved by the AFA, a portion of the annual grant funding is specifically allotted to perpetuate STEM outreach programs focusing on school-wide initiatives associated with CAP s K-6 Aerospace Connections in Education (ACE) program and educator professional development opportunities. The application and selection process for the AFA Grant for CAP Members (both units and educator members) ensures that quality STEM-related programs and projects are the foundation of each grant. Afteraction reports from grant recipients reveal a deep appreciation for and varied benefits resulting from the acquisition of AFA funding. Many of the programs and projects can be replicated numerous times after being funded, thus, there are perpetual benefits of the funding.
4 2017 return on investment information for the AFA Grant Program for CAP members is delineated below, but, as stated, many programs are replicated for several out years and with numerous other youth groups, thus immeasurably increasing downstream program impact. CY17 $12,500 grant funds expenditures and program impact: CAP Unit Grants Summer Cycle- 10 $250 each = $2, Total youth directly impacted- 1,275 Winter Cycle- 10 $250 each = $2, Total youth directly impacted- 1,369 CAP Educator Classroom Grants Spring Cycle- 10 $250 each = $2, Total students directly impacted- 1,197 Fall Cycle- 10 $250 each $2, Total students directly impacted- 1,498 STEM Outreach Grants for Aerospace Connections in Education (ACE) Program Awards & Educator STEM Professional Development Programs STEM Outreach Grants Total students directly impacted- 2,862 ~ Awards for National ACE School, Educator, Coordinator, and Students of the Year = $1,300 ~ School-wide ACE program lift-off events & professional development programs = $1,200 CY17 total Total youth Youth directly Directly impacted Impacted by the by AFA Grants for CAP Members Program 8,201 ~Per capita AFA contribution ~Per - $1.52 capita AFA contribution - $1.52 The highlight of the 2017 AFA Grant Program for CAP units and educators were photos from Puerto Rico wherein the AFA grant funds used to purchase STEM materials sustained school students and CAP cadets during their darkest periods since Hurricane Maria. 5 Other AFA Initiatives to Support CAP AFA s Annual Recognition: National CAP Aerospace Education Cadet of the Year Award Nominations received at CAP NHQ and selection forwarded to AFA Link on CAP s website and in regulations promoted this award Award presented at AFA national awards ceremony in September to CAP recipient 2017 AFA s National CAP AE Cadet of the Year: C/Capt (now Maj) Casey Owen, Menomonie, WI GLR-WI-161, Eau Claire Composite Squadron Associated article was printed in September 2017 CAP News AFA s Annual Recognition : CAP Outstanding Squadron Cadet of the Year AFA national provided each requesting CAP squadron a ribbon and medal to be presented by an AFA chapter representative to one outstanding cadet in each CAP cadet and composite squadron- 276 CAP squadron cadet awards were presented in 2017 Link on CAP s website and several communications with members promoted the program CAP squadrons printed the certificates that accompany the award
6 AFA s Annual CyberPatriot Program for Schools and JROTC/CAP/Naval Sea Cadets As with each year since the inception of the AFA s CyberPatriot National Youth Cyber Education program, CAP cadet units were given the opportunity to compete in the CyberPatriot IX program at no cost to units due to the AFA/CAP partnership wherein CAP pays all national team competition travel, food, lodging, etc. costs CAP team participation again increased and CAP was the top organizational group in the All Service Division of the 2017 competition (24% increase in CAP teams from CPVIII to CPIX) The AFA s 2017 CyberPatriot National Youth Cyber Education National Competition showing the National All Service Division Champions, CAP s CO Springs Cadet Squadron Articles were in both the CAP s Volunteer magazine and CAP NEWS online with accolades for the 2017 National CP Competition wherein CAP won the national All Service Division Championship AFA s Annual StellarXplorer Program CAP cadet teams are beginning to join the newer STLX program, with one CAP team earning a slot at the 2017 national STLX competition CAP promoted all AFA-sponsored programs listed above via social media posts; Benchmark media s to members; Cadet Blog; and CAP News, online news outlet.
7 CAP s Reciprocal Support of the AFA Complimentary CAP AE Memberships for AFA Chapter Support to Local Educators CAP provided 206 complimentary AE memberships for AFA Chapter Teachers of the Year and local teachers working with the AFA chapter or attending AFA teacher workshops. Each complimentary CAP AE membership an AFA chapter gave to a local educator garnered the educator eligibility to receive a wealth of FREE STEM resources to ignite an interest in STEM subjects and careers with the teachers and the students: Over 40 free K-12 aerospace-themed STEM books and modules 15 free K-12 STEM Kits for educators to use and keep Free K-6 Aerospace Connections in Education (ACE) program- with free curricula and grade level student educational materials Free K-12 Teacher Orientation Program (TOP) flights at local airports Cost to AFA Chapters? Nothing! Cost to Educators? Nothing! Since this program began in 2011, over 1,685 AFA-supported educators have had the regular $35 membership fee waived and received the complimentary memberships equating to -$58,975 (negative dues) to CAP. *** In CY17, 206 educators received the complimentary AE membership- - - equaling -$7,210 (negative dues) to CAP. Annual worth to EACH AFA-sponsored CAP educator member? At least $1,000 in goods and services! In 2017 alone, CAP provided over $206,000 worth of FREE STEM materials to new AFA chapter-sponsored educators. Combined CY17 benefit to the AFA via the complimentary AE memberships: $213,210. NOTE: AFA-sponsored educators who have been members for several years and have received free annual renewals are still receiving annual benefits, so the cumulative amount provided by CAP in CY17 is far more.
8 How many students were impacted by these free CAP AE memberships for AFAsponsored educators? ~ For CY2017, at least 206,000 youth benefitted from the free STEM products and programs CAP provides to AFA-sponsored educators. AFA-chapter sponsorships are quite appreciated by the educators! They especially enjoy the free STEM Kits. An AFA-sponsored educator shared his appreciation with Eglin, FL, Chapter 365 for the AEM sponsorship that allowed him to receive the free STEM Snaptricity program!
9 Photos of the 15 free CAP STEM Kits available to any educator who becomes a CAP AE member sponsored by an AFA chapter CAP s Reciprocal Support of the AFA, continued: National AFA s AE Educator Grant Program was promoted to CAP educator members via s and social media; and annual AFA Educator Grant selection assistance provided by CAP Coordinated CAP cadet units participating in CyberPatriot and StellarXplorers national finals programs and promoted the programs to units and schools nationwide Has actively promoted AFA membership to CAP members for many years; this year, collaborated with the AFA to conduct and promote the free Friends of CAP and half-price AFA two-year membership program resulting in 605 AFA Friends of CAP and 222 CAP members who were not already AFA members taking advantage of the free two-year AFA membership program Provided CAP s no-cost aerospace/stem products and programs for chapter usage CAP supported AFA educator workshops with free STEM resources and TOP flights for local and state AFA chapters
