1 REPORT To the Honorable Mayor and City Council From the City Manager January 25, 2016 SUBJECT Professional Services Agreement for CDM Smith to Conduct a Downtown Transit Center and Broadway Streetcar Study RECOMMENDATION By motion, approve and authorize the City Manager to execute the professional services agreement with CDM Smith in the amount of $450,000 to conduct a Downtown Transit Center and Broadway Streetcar Study. BACKGROUND In October 2013, the City/County Association of Governments (C/CAG) issued a Call for Projects for the Priority Development Area (PDA) Planning Program (Program). The goal of the Program is to provide resources for planning activities such as station area and PDA planning, transit and employment studies, bicycle and pedestrian planning, or transit corridors and transit-oriented development. The City of Redwood City successfully applied for $450,000 of grant monies to complete a feasibility study of the Broadway Streetcar line and upgrades to the Downtown Transit Center. This application was submitted with a City Council resolution of Local Support. A follow-up resolution was approved June 14, 2014 (Attachment 2). ANALYSIS Existing Policies - The General Plan discusses several streetcar corridors in Redwood City to improve mobility options and connect outlying areas to the Downtown (Page BE- 114 and Figure BE-13). One of these corridors extends along Broadway from the Downtown Transit Center to the Stanford in Redwood City Precise Plan area. The Stanford Precise Plan includes street improvement options for a streetcar line, and the Development Agreement included $75,000 towards a feasibility study for this line. The Downtown Precise Plan has several strategies focused on improving the Downtown Transit Center. These include capitalizing on the enhanced commuter rail service and collaborating with regional transportation agencies such as Caltrain and Samtrans to better integrate the Center in to the Downtown with related amenities. Grant and Request for Proposals - The City s grant application proposed design studies for the Transit Center and economic and design feasibility for the streetcar line.

2 Specifically, the studies would examine pedestrian, shuttle, taxi, and bicycle connections as well as train platform improvements and efficiencies in the parking lots around the Downtown Transit Center and conduct an economic and design analysis for the feasibility of a streetcar or urban circulator running along Broadway from the Downtown Transit Center to the Stanford in Redwood City Project. On September 3, 2015, the City released the Streetcar/Urban Circulator and Transit Center RFP for Professional Planning and Economic Services. After an interview and several follow-ups, the City selected CDM Smith to conduct the feasibility and design studies. The project will run concurrently with the El Camino Real Corridor Plan effort, creating some opportunities for integrated design and public input as the Downtown Transit Center is located along El Camino Real. The study will be completed by late spring Workplan and Public Outreach The work for the streetcar/urban circulator analysis will run concurrently with the Downtown Transit Center design analysis. After an existing conditions report is prepared, a community outreach meeting will be scheduled in spring 2016 to present the information and receive input on project priorities. This will assist in refining project goals and identifying ranking criteria for future alternatives. The streetcar analysis will continue on with several mode, alignment, and station options as well as an institutional analysis of potential operators and a ridership/demand forecast. The Transit Center work will coordinate with Caltrain and Samtrans transit agencies for potential amenities, smoother transit connections and better pedestrian amenities. It will also look at potential land uses and parking configurations for the land in the station. Stakeholder meetings and workshops will be held in summer and fall to update the community on the results of the analysis and give further opportunity for input. Staff will keep the Planning Commission and Council informed about the work as it moves forward, with formal review in early ALTERNATIVES Council may choose not to approve the professional services agreement with CDM Smith and direct staff to modify the scope of work or work with another consultant. FISCAL IMPACT The grant is in the amount of $450,000, with a City match of $100,000. The City match would consist of $48,385 from the Transportation Impact Fee Fund (which has a set aside for analysis of a potential streetcar), and the remaining $51,615 would come from the Stanford in Redwood City fund for a streetcar study. ENVIRONMENTAL REVIEW Approval of a professional services agreement does not constitute a project per California Environmental Quality Act guidelines.

26 WHEREAS MTC has adopted a Regional Project Funding Delivery Policy MTC Resolution No 3606 revised that sets out procedures governing the application and use of federal funds and WHEREAS Applicant is an eligible sponsor for REGIONAL DISCRETIONARY FUNDING and WHEREAS as part of the application for REGIONAL DISCRETIONARY FUNDING MTC requires a resolution adopted by the responsible implementing agency stating the following 1 the commitment of any required matching funds and 2 that the sponsor understands that the REGIONAL DISCRETIONARY FUNDING is fixed at the programmed amount and therefore any cost increase cannot be expected to be funded with additional REGIONAL DISCRETIONARY FUNDING and 3 that the PROJECT will comply with the procedures delivery milestones and funding deadlines specified in the Regional Project Funding Delivery Policy MTC Resolution No 3606 revised and 4 the assurance of the sponsor to complete the PROJECT as described in the application subject to environmental clearance and if approved as included in MTC s federal Transportation Improvement Program TIP and 5 that the PROJECT will comply with all project specific requirements as set forth in the PROGRAM and 6 that the PROJECT will comply with MTC Resolution No 3866 revised which sets forth the requirements of MTC s Transit Coordination Implementation Plan to more efficiently deliver transit projects in region the NOW THEREFORE BE IT RESOLVED AS FOLLOWS that the Applicant is authorized to execute and file an application for funding for the PROJECT for REGIONAL DISCRETIONARY FUNDING under MAP 21 for continued funding and be it further Section 1 Applicant by adopting this Resolution does hereby state that 1 Applicant will provide any required matching funds and 2 Applicant understands that the REGIONAL DISCRETIONARY FUNDING for the PROJECT is fixed at the MTC approved programmed amount and that any cost increases must be funded by the Applicant from other funds and that Applicant does not expect any cost increases to be funded with additional REGIONAL DISCRETIONARY FUNDING and 3 Applicant understands the funding deadlines associated with these funds and will comply with the provisions and requirements of the Regional ATTY RES CC MTC DISCRETIONARY FUNDING RESO REV VR MUFF 505 Page 2 of 3

27 d v Project Funding Delivery Policy MTC Resolution No 3606 revised and Applicant has and will retain the expertise knowledge and resources necessary to deliver federally funded transportation projects and has assigned and will maintain a single point of contact for all FHWA funded transportation projects to coordinate within the agency and with the respective Congestion Management Agency CMA MTC Caltrans and FHWA on all communications inquires or issues that may arise during the federal programming and delivery process for all FHWA funded transportation projects implemented by Applicant and 4 The PROJECT will be implemented as described in the complete application and in this resolution subject to environmental clearance and if approved for the amount approved by MTC and programmed in the federal TIP and 5 Applicant and the PROJECT will comply with the requirements as set forth in MTC programming guidelines and project selection procedures for the PROGRAM and 6 Applicant agrees to comply with the requirements of MTC s Transit Coordination Implementation Plan as set forth in MTC Resolution No 3866 revised Section 2 Applicant is an eligible sponsor of REGIONAL DISCRETIONARY FUNDING funded projects Section 3 Applicant is authorized to submit an application for REGIONAL DISCRETIONARY FUNDING for the PROJECT Section 4 There is no legal impediment to Applicant making applications for the funds Section 5 Applicant authorizes its City Manager or designee to execute and file an application with MTC for REGIONAL DISCRETIONARY FUNDING for the PROJECT as referenced in this resolution Section 6 A copy of this Resolution will be transmitted to MTC in conjunction with the filing of the application Section 7 MTC is requested to support the application for the PROJECT described in this Resolution and to include the PROJECT if approved in MTC s federal TIP ATTY RES CC MTC DISCRETIONARY FUNDING RESO REV OS VR MUFF 505 Page 3 of 3
