NEW DELHI , Phone: , INVITATION FOR EXPRESSION OF INTEREST An expression of interest is invited from reputed NGOs, /Trusts/ Professional Organizations & Corporates who are financially sound to set up and run Detoxification cum Rehabilitation Centre for persons at ground floor of Basti Vikas Kendra, Lal Bagh, Azadpur, Delhi. The agency should have three years of experience of running a de-tox centre themselves or can collaborate with the organizations/agencies having required experience in the field. The centre shall be run as per guidelines on minimum standards to be maintained by such de-addiction centres through professionally qualified staff. While the space would be provided by the Department, the organization would have to set up and run the centre through their own resources. MARG: NEW DELHI Phone: , Sub: Brief details for setting up and Running Detox cum Rehabilitation Centre for persons at ground floor of Basti Vikas Kendra, Lal Bagh, Azadpur, Delhi under Corporate Social Responsibilities Directorate of prohibition & drug abuse prevention cell Department of women & child development, Govt. of Delhi has been mandated to educate the people of Delhi about the ill effects of drinking and drug abuse and providing counseling / detox services. Delhi Urban Shelter Improvement Board, Govt. Of National Capital Territory Of Delhi, has permitted this department to use Basti Vikas Kendra at Mandir wala park, Lalbagh, Azadpur for opening Drug De-addiction centre. The department intends to run the detox cum rehabilitation centre for persons through interested reputed NGOs / Trust / Professional Organizations / corporate / other agencies under CSR and through this expression of interest the possession of the Basti Vikas Kendra shall be handed over to the selected and capable agency for running this centre and all the expenses in this regard shall be borne by the selected agency. The services shall be provided free of cost to the patients. One time registration charges not more than Rs.500/- can be charged. (Patients referred by this department or any other Govt. agency shall not be charged any registration fee etc.) Patients may be required to bring their daily wear clothes etc. They will be provided free treatment, medicine, food and bedding etc. The selected agency shall adhere to all the terms and conditions of the DUSIB for maintenance of the allotted building. The centre shall be run as per guidelines on minimum standards to be maintained by such deaddiction centre through professionally qualified staff. Eligibility: 1. The agency should have its own source of income. 2. All the services / related expenses shall be borne by the agency. 3. The agency should have proven track record, preferably authenticated through Annual Reports, audited financial statements and other documents. 4. The proposed de-tox centre can be setup by the applying agencies with three years experience of running such a de-tox centre themselves or in collaboration with the organizations/agencies having required experience in the field. 5. The organization can enter into partnership with other organizations in order to offer a range of services. 3

4 Each EOI must contain: 1. A brief description of the methodology and work plan for performing the assignment. 2. Proposed success criteria. 3. List of proposed team members. 4. List of other enclosures is available with the proforma / application form for EOI. Criteria of Selection: Expression of Interest will be evaluated on the basis of suggested methodology, quality and ability /experience of the Organization under CSR. Commitment and availability of funds with the organization for this purpose are essential. Organization providing additional services such as vocational training and placement of recovered patients shall be given priority. The short listed agencies shall be invited for a presentation on the proposed project explaining all the dimensions. The Department reserves the right to reject any application on the basis of merits and demerits of the proposal. The selected agency shall be supposed to make following expenses / arrangements:- 1. Payment of license fee in respect of the centre which is at present Rs. 2/- per sq.ft. p.m. 2. Other expenses for setting up and running of detox centers along with water, electricity and other charges payable. The centre should have the following facilities:- a) Reception b) Counseling / Treatment Unit such unit should have arrangement for meeting of parents and children also. c) Vocational Training Centre Sufficient number of beds and professionally qualified staff shall be employed as per instructions contained in model integrated rehabilitation centre for addicts. Adequate security at the Centre will have to be provided on 24 x 7 basis. The entire expenditure on bedding and food for the inmates, electricity, water security etc. will be borne by the selected agency. The number of inmates may vary from time to time. The selected / empanelled organizations will be required to provide the following services on 24 x 7 basis for upto 20 inmates:- 1. To detoxify the patients through professional treatment. 2. Counseling by trained counselors 3. Development of vocational skills, including the materials required. 4. Indoor recreation facilities including yoga, meditation, Indoor Games, Music, TV, theatre etc. 4

5 5. All other services required to be provided for the proper Detoxification and Rehabilitation of the Drug-Dependent. The Department will refer the patient for treatment. The selected agency may also admit patient through its own sources. All the records in respect of detox centers shall be maintained properly by the agency and a progress / status report will be submitted to the department at regular intervals. Selected agency will have to submit a performance bank guarantee of Rs. 5 lacs from a Commercial bank in the form of fixed deposit in favour of Department and having validity beyond 60 days of the expiry of the contract. In case of any deficiency in service or any damage to the property or otherwise, not following rules and regulations as per commitment the security money shall be forfeited to the extent of damage. The selected agency will enter into an agreement with the department initially for a period of one year which can be extended further on the basis of good performance of the selected organizations and by mutual consent of both the parties.
