1 2017 Chamber of Commerce & SREDC Strategic Plan Chamber Mission Statement The purpose for which the corporation is organized is to advance and promote the industrial, commercial and civic interests of the City of Searcy, Arkansas, and its vicinity and thereby secure and preserve a high quality of life for its citizenry. SREDC Mission Statement The purpose for which this corporation is organized is to encourage and promote the agricultural and industrial development of Searcy, Arkansas; and, in the furtherance of that purpose, to acquire, use and dispose of real and personal property, or any interest therein; to borrow money, to issue bonds or other obligations therefor, and to secure the payment thereof by mortgage, pledge, or deed of trust of all or any part of its property, assets, revenues or income; and to exercise all of the general powers conferred on agriculture and industrial development corporation organized under said Act of the Legislature. Vision Statement It is the goal of the Searcy Regional Chamber of Commerce to promote sound economic growth for business, industry and agriculture in the Searcy and White County area. Of equal importance, shall be our efforts to improve the economic wellbeing and quality of life for our residents. To that end, we will continue to promote Searcy through persistent attention to our values. ECONOMIC DEVELOPMENT COMMUNITY DEVELOPMENT MEMBERSHIP DEVELOPMENT MARKETING GOVERNMENT AFFAIRS
2 Strategies: ECONOMIC DEVELOPMENT ED Goal #1 Workforce Development & Education Economic Development, Education and Workforce Development are connected to address these issues as an integrated consortium. Strategies for improved education and workforce are linked to targeted industries current and future talent needs. Primary Responsibility: Chamber of Commerce Secondary Responsibility: SREDC Partner Organizations: Existing Industry Association, Society of Human Resource Managers, Work Force Development / Education committee, Public and Private School Systems, ASU Beebe - Searcy, Harding University, Department of Workforce Services A) Work to increase the percentage of workforce entering manufacturing sector and to enhance the skills and job readiness of the local workforce. B) Educate and promote local businesses participation in the Governor s Career Readiness Certificate (CRC) program, which will increase the number of quality, work-ready people in the region s labor force. A focus on skill setbased job placement will help ensure success in the workplace and decreased employee turn-over. C) Identify the characteristics that local employers want from their employees, and educate local educators and students regarding expectations for a 21st century workforce. This is a collaborative opportunity that will result in an educational curriculum that is tailored to the workforce needs of the business community. ED Goal # 2 - Business Retention and Expansion Existing businesses create over 75% of all new jobs. They pay taxes, and invest in facilities and are the heart of strong local economies. Keeping a business in a community is less costly than attracting new industry.
3 A) Strengthen the Business Retention & Expansion (BR&E) Program to identify expansion and retention opportunities and develop relationships with existing industries. Determine manufacturing, professional and business strengths in the region, and develop opportunities to capitalize on those strengths. Long term results include new and retained jobs, additional capital investment, and retention of current businesses in the county. ED Goal # 3 Targeted Business Attraction / Recruitment To recruit new businesses to the Searcy region with the primary purposes of job creation and capital investment. Partner Organizations: Site Consultants, MLRA, AEDC, Commercial Brokers, Existing Industries and the city of Searcy, Searcy Airport Commission A) Work to attract business from the Targeted Industries Targeted Industries List 1. Tourism 2. Healthcare 3. Food Processing 4. Advancing Manufacturing 5. Distribution and Logistics 6. Aviation 7. Firearms & Ammunition 8. Technical Support B) Facilitate the entire suspect to prospect process to include responding to inquiries, RFI, visits and calls. Provide them with information such as research data, community information and available buildings/sites in our area. Coordinate local and state business assistance and incentives. C) Continue to participate in the Metro Little Rock Alliance (MLRA), and encourage all economic development organizations, Chambers of Commerce, and cities in White County to participate. The estimated annual cost is $23,000, and will result in additional marketing of the county, and the ability to participate in targeted recruitment of those industries identified as a competitive fit for the region, as outlined in the MLRA and AEDC strategic plans.
4 D) Work to expand and improve the Searcy Municipal Airport. Improved infrastructure at the airport will improve the attractiveness of White County as a centrally located, accessible area in which to conduct business. E) Support the development of an Annexation Plan to increase Searcy Population. ED Goal # 4 - Site Development Identify potential sites that could or should be preserved for multiple economic development purposes, including rail served, industrial and technology. Property must be reasonable priced and close enough to current infrastructure to allow economical extension to the site. Primary Responsibility: SREDC A) Obtain control via option, first right of refusal, purchase, etc. of properties identified B) Create plan to develop property to be used for multiple economic development purposes, which would include rail-served sites, Industrial land and a Technology Park. Estimated costs for land acquisition and development are $1 million to $15 million, and would directly impact the county s ability to attract new businesses, and retain businesses that would like to expand. ED Goal # 5 Promote entrepreneurship and small business development within the Searcy region With three institutions of higher education in the region, the city is perfectly situated for additional entrepreneurial opportunities. Primary Responsibility: SREDC Secondary Responsibility: Chamber of Commerce Partner Organizations: Harding University, Waldron Center A) Work to promote and expand the Waldron Center business incubator program, which will promote entrepreneurship and small business development. Focus on encouraging and assisting entrepreneurs that have a focus on technology. In addition to serving as an incubator, this facility could also be used to educate young people about entrepreneurship and build the entrepreneurial spirit of the community. Contact and encourage current students and alumni to establish new businesses, or to relocate their current business, in the Searcy region.
5 Primary Responsibility: Chamber of Commerce Secondary Responsibility: SREDC Partner Organizations: Small Business Committee, ASU-Beebe Small Business Center, Arkansas Small Business Technology & Development Center and the Waldron Center. B) Provide resources and assistance to prospective and current small business owners through partnership organizations. Assistance to potential and current entrepreneurs will promote investment within the county and increase the probability of long-term success of local business ventures. COMMUNITY DEVELOPMENT CD Goal #1 Engage stake holders to insure sustainable funding is in place to fully support the mission of the SREDC and Chamber Primary Responsibility: SREDC Secondary Responsibility: Chamber of Commerce Partner Organizations: Existing Industry Association, City of Searcy, AEDC A) Create a dedicated funding source for Economic Development in Searcy. A dedicated pool of economic development funds would provide flexibility to effectively recruit and compete for new business investments. 1. Work with the City of Searcy to earmark a portion of any new or renewed City Sales Tax for economic development for the Searcy region. 2. Conduct a five-year capital campaign based on specific, measurable goals with benefits of membership clearly articulated like cities such as Jonesboro, Ft Smith, etc. 3. Create a Searcy Unlimited Committee with higher levels of investment (minimum $1,000 annually) than the current 100 For the Future, finding new investors and /or receiving higher investment from certain entities, such as City and County government authorities which benefit greatly from the Chamber and SREDC activities. Responsible organization Searcy Regional Economic Development Corporation.
6 Partner Organizations: Searcy Library Board, Searcy Parks and Recreations Advisory Board, Hotel Owners, Restaurant owners, Existing Industry Association and the City of Searcy B) Engage stake holders in community development planning to detail community need priorities, then create plans for the development and funding of community projects. Advertising & Promotion Tax New Library Downtown Beautification Improved parks and recreation areas Biking Trails Holiday of Lights Development of Riverside Park CD Goal #2 - Develop strategies for improvement of quality of life in the county. Partner Organizations: Main Street Searcy, City of Searcy, Parks and Recreation, Library Board, Searcy Board of Realtors, Existing Industries A) Educate the public on how quality of life impacts economic development, ways to improve quality of life and how initiatives might be funded on the community or county level. B) Build consensus with partner organizations and create a Vision Committee to develop plans to address current and future needs in transportation and infrastructure, public safety, parks and recreation, commercial development, downtown beautification and revitalization efforts.
7 MEMBERSHIP DEVELOPMENT MD Goal #1 - Continue to grow both organizations, by improving programs, increasing retention rates and growing membership. Partner Organizations: A): Increase Chamber Membership Retention rate 1) The Chamber will continue to refine the programs and benefits offered to members, to ensure we are meeting current and future needs. 2) Improve quality and number of contact points we have with our members to try to actively engage members and reduce non-renewals. 3) Conduct an annual membership survey to gather member input B) Improve Chamber Membership Event The Chamber will conduct a membership drive every three years to recruit new businesses to the Chamber. The next drive will be scheduled after March A) 100 For the Future 1) The SREDC will continue to refine the programs offered to members, to ensure we are meeting current and future needs. 2) Improve quality and number of contact points we have with our members to try to actively engage members and reduce non-renewals. 3) Conduct an annual membership survey to gather member input D) 100 For the Future Membership Drive The staff will work with 100 For the Future on a membership drive at least once every two years.
8 MARKETING M Goal #1 - Marketing & Communications Continue a targeted marketing and communications strategy for each core market to ensure successful community and economic development programs. Partner Organizations: Site Consultants, MLRA, AEDC, Commercial Brokers, Existing Industries, IEDC, SEDC and the city of Searcy A) Market Searcy to local, state and regional audiences. Efforts to market will be targeted to new businesses and industries for relocation, existing businesses, new residents to move into Searcy and current residents to help gain support for development activities. 1. External i) Participate/attend site consultant marketing events with the Arkansas Economic Development Commission, IEDC and SEDC ii) Continue updating the website with relevant property and economic information to ensure it is the go to site for economic development information in Searcy iii) Seek out opportunities to hold state-wide meetings in Searcy to educate people from across the state on the available opportunities present locally. These can include, but are not limited to, AEDC, LeadAR, state agency commission meetings and legislative committee meetings. 2. Internal i) Educate the stakeholders, media and residents population (via social media and traditional sources) on regional and national recognition regarding the economy, educational institutions, or quality of life initiatives M Goal #2 - Tourism Development Continue a targeted marketing and communications strategy to increase tourism. Partner Organizations: Site Consultants, MLRA, AEDC, Commercial Brokers, Existing Industries, IEDC, SEDC and the city of Searcy, Greers Ferry Lake Little Red River Association, Arkansas Parks & Tourism.
9 A) Market Searcy as an ideal place to host sporting events, conventions and other activities. B) Develop a Welcome to Searcy Program to ensure residents and front-line employees are aware our areas events, places of interest, business community and other unique assets in our community. C) Develop a comprehensive marketing plan to promote Searcy as a year-round destination location. M Goal #3 Community Marketing Market the many great things about our community and the chambers activities to new residents and current residents to help gain support for development activities. Partner Organizations: Site Consultants, MLRA, AEDC, Commercial Brokers, Existing Industries, IEDC, SEDC and the city of Searcy A) Develop a Buy Local Campaign to support our local business and educate the public on the value of buying local. B) Market area attractions, businesses and events to residents to promote pride in the community. C) Update the chamber s technology plan to ensure we are aware of and implementing new technology to benefit our members. The city s young, educated demographic should be reflected in the chamber s Web present, utilization of social media, data base and educational opportunities for members.
10 GOVERNMENT AFFAIRS (GA) G/A Goal #1 Continue to work to improve the roadway transportation of the Searcy region Partner Organizations: City of Searcy, Airport Commission, White County Government, City of Kensett, U.P. Railroad A) Continue to work with various partners and communities along US Highway 67/167 to promote Future Interstate - 57 extension to Missouri B) Work with the city of Searcy to update the Master Street Plan C) Work with the city of Searcy and the Searcy Municipal Airport Commission to expand and improve the Municipal Airport D) Work with the City of Kensett, U.P. Railroad, City of Searcy and White County to improve the Short Line DK & S Railroad leading from the Main Line Union Pacific Railroad G/A Goal #2 Influence development of infrastructure to better support new and existing businesses as well as commercial and residential development. Partner Organizations: City of Searcy, White County Government, AHTD, Searcy Water Utilities A) Work with the City of Searcy and White County to create an annexation plan to expand the city limits of Searcy beyond the Highway #13 Connector Route B) Work with the Searcy Water Utilities to extend waste water to adjacent areas of the current city of Searcy limits GA Goal # 3 Continue to work to position the chamber of commerce as the voice of business to all levels of government. Chamber staff will develop and maintain relationships with elected officials and staff. The chamber will be a resource for small business interaction with local, state and federal government.
