6 Business manufacturing and services, primary sectors, financial sector, creative industries, social sector, large firms, SMEs, young entrepreneurs, students with business ideas, cluster and business organisations, etc. Different departments, if relevant at different government levels, agencies e.g. for regional development, business advice, public procurement offices, incubators, etc. Public administration Research public and private research bodies, universities, science and technology parks, NCPs, Technology transfer offices, Horizon2020 committee members, regional ESFRI roadmaps etc. Entrepreneurial in composition and spirit: (risk-taking, broader view beyond boundaries ) NGOs and citizens initiatives related to societal challenges for which innovative solutions would be helpful, consumers associations, Talents! etc. Civil society / Users Smart Specialisation is an ongoing process the strategic frame Businesses are best placed to lead in the identification of new opportunities for growth in a rapidly globalising economy The process of discovery of their niches and markets used by the most entrepreneurial of firms/researchers inspire public policies 6 for innovation

8 Conclusions for RTOs after negotiations Innovation infrastructure is an important investment priority for European regions RIS3 - opportunity to align private and public investments through better strategic planning and RTOs should continue to be active in the entrepreneurial discovery/dialogue Fresh innovation policy governance requires active actors and innovation/entrepreneurial agents to ignite innovation processes EARTO and members are key partners Synergies with Horizon2020 & COSME time for projects EARTO and members can and should play a key role Mutual learning between regions but also within regions on available assets and market potential Transnational and interregional cooperation - new impetus (RIS3 thematic platforms, Vanguard, Macro-regional strategies, INTERREG)

9 Cohesion Policy And Innovation Gap Based on EU Treaty and aiming at 'economic, social and territorial cohesion' and 'reducing disparities' concentrated in less developed regions Shared Management *** Bridging the gap through initiatives like the EP initiative 'Stairways to excellence' Building capacity and investment for competitiveness approach in the lagging regions 9

10 Main challenges to make RIS3 work: Ensuring continuity RIS3 is conceived as an on-going process Process with stakeholder involvement (Entrepreneurial Discovery Process), Monitoring as management tool Evaluation of RIS3 Implementation tools & capacities Selection criteria/selecion processes Appropriate support tools (participatory leadership methods) Administrative capacities to design such tools and manage them effectively and efficiently International opening and cooperation Generate critical mass via combining forces Complementing capacities and linking related regions Synergies with Horizon 2020 Art. 70 of CPR 10
