2 Key Documents Transportation Investment Act of 2010 (HB277 AP) Relevant sections begin Section 6, page 12. Creates Regional Special Tax Districts. Outlines process for the imposition of a regional transportation sales tax. Transportation Funding Act of 2015 (HB 170 AP and HP 106 AP) Relevant sections in HB 170 AP begin Part VII Section 7, page 20 Allows majority of counties in region to trigger regional transportation sales tax process. Allows individual counties to levy single county transportation sales tax after July 1, 2017 (except in Atlanta region). Regional Transportation Sales Tax Levy of sales tax for transportation projects Up to 1% (in.05% increments) 10 year tax, or until projected amount collected, whichever comes first Initiation of process is not automatically a decision to call for the referendum. If call for referendum issued by Roundtable, then passage requires a majority of votes cast by registered voters. Transportation Defined Broad roads, bridges, freight/ logistics, airports, bike/ped facilities, safety improvements, transit, maintenance and operations. 3 Use of Regional Sales Tax Proceeds 75% for Projects on the Investment List Projects on the Investment List selected by the Executive Committee and approved by Roundtable (sole decision). 30% of funds must go to projects on the STIP/TIP. 25% for Local Governments Distributed to cities and counties based on jurisdictions road mileage (4/5), and population (1/5) in the region. Can be used for any type of transportation improvements. Project list does not have to be developed during the regional process. Project list does not require approval from any other agency. 9 Investment Criteria (Possible Action 3) What are they? TIA 2010 requires that the Regional Roundtable establish investment criteria governs what types of projects could be funded through a regional transportation sales tax. How are they developed? Originally drafted by GDOT Director of Planning (Completed 4/1/2016) Comments solicited from local governments and MPOs (Completed 5/2/2016) GDOT Director of Planning provided Revised Draft Criteria (Completed 6/21/2016) Who adopts the Investment Criteria? Regional Roundtable Applies to All Projects Projects must be consistent with plans and/or studies. Emphasis on construction or acquisition of capital equipment, but project phases other than construction can be on the unconstrained example list if can be constructed within 10 year window. Projects must have full funding. All project phases must be completed or underway within 10 years. 40% allocated to projects completed or underway within six (6) years. 9

10 Project Types Roadway Capital Serve origins or destinations of trips to/from/within major employment and activity centers throughout the region. New roads, widening, interchanges, interstate improvements, bridges, economic development corridors. Roadway and Bridge Maintenance Resurfacing/rehabilitation on state routes or routes that are considered regionally significant based on PACES ratings provided by GDOT. Bridge work determined by GDOT and/or ratings. Project Types (Cont) Safety and Traffic Operations Projects that align with the Gov. Strategic Highway Safety Plan. Correct or improve road location, intersection or feature that improves safety or corrects deficiency. May include intersections improvements to address safety concerns, shoulder widenings, pedestrian/bicycle safety improvements, hazard eliminations at railroad crossings, traffic calming measures, installation of guardrails, crash attenuators, traffic signal installations and upgrades, signage, and pavement marking improvement projects, etc. Improve or enhance the region s intelligent transportation system network, incident management program or signal coordination and timing. Address an existing operational issue resulting in an improved level of service or reduction in delay or other congestion costs. Freight and Logistics Projects identified in the statewide Freight and Logistics Study, local/regional freight and logistics plans. Enhance flow of freight by truck and/or rail. Facilitate transfer of freight between modes, particularly flow of freight into/out of GA Ports. 10

11 Project Types (Cont) Aviation Runways, taxiways, aprons, and navigational aids at new or existing airports that are contained in the Five Year Airport Capital Improvement Program. Consistent with Statewide Aviation System Plan. Bicycle and Pedestrian Consistent with a Bike/Ped Plan. Provide connectivity to/from/within major regional employment or activity centers. Project connection to/from existing or planned transit, including bus stops and multi modal centers. Projects such as landscaping should be pursued with 25%. Project Types (Cont) Transit Capital New or existing business and rail mass transit system, passenger rail Capital expenditures including replacement, upgrades, refurbishments. New fixed guideway facilities. Transit services that connect employment or activity centers. Transit Operations and Maintenance Must first enhance existing local or regional transit services in operation as of 1/1/2011, then new transit systems. 11
