2 10YFP - a Global Mandate A global framework adopted by Heads of State at Rio+20 for international cooperation to shift towards sustainable consumption and production (SCP) patterns The major cause of the continued deterioration of the global environment are the unsustainable patterns of consumption and production SCP an overarching objective of, and essential requirement for, sustainable development. Develop a 10-year framework of programmes on sustainable consumption and production. (10YFP) 10YFP adopted Agenda 21, Rio de Janeiro, 1992 World Summit on Sustainable Development, 2002 Marrakech Process, Rio+20, 2012 Implement
3 Objectives of the 10YFP Accelerate the shift towards sustainable consumption and production (SCP) in all countries, by supporting regional and national policies and initiatives to mainstream SCP Increase resource efficiency and decouple economic growth from environmental degradation, creating decent jobs and contributing to poverty eradication Support capacity-building and facilitate access to financial and technical assistance for developing countries, to implement SCP activities at different levels Serve as an information and knowledge sharing platform on SCP to enable all stakeholders to exchange policies, tools, initiatives and best practices on SCP

5 The 10YFP Sustainable Tourism Programme (STP) To accelerate the shift towards sustainable consumption and production (SCP) patterns International Tourist Arrivals reached 1,138 million in 2014 (+4,7%)

7 10YFP STP - Vision A framework for change A mandate for the transformation of the tourism sector Our vision is for a tourism sector that has globally adopted sustainable consumption and production practices resulting in enhanced environmental and social outcomes and improved economic performance.
8 10YFP STP - Mission The mission of the 10YFP STP is to catalyse changes in tourism operations. The 10YFP STP promotes and enables transformation for sustainability, through evidence-based decision making, efficiency, innovation, collaboration among stakeholders, monitoring and the adoption of a life cycle approach for continuous improvement.
9 Tourism related SDGs 8.9 by 2030 devise and implement policies to promote sustainable tourism which creates jobs, promotes local culture and products 12.b develop and implement tools to monitor sustainable development impacts for sustainable tourism which creates jobs, promotes local culture and products 14.7 by 2030 increase the economic benefits to SIDS and LDCs from the sustainable use of marine resources, including through sustainable management of fisheries, aquaculture and tourism
10 COORDINATION DESK 10YFP STP - Governance ECOSOC 10YFP Board 10YFP Secretariat Trust Fund Lead & Co-Leads Multistakeholder Advisory Committee Partners
11 10YFP STP Lead and Co-Leads Support the overall coordination, implementation, fundraising and monitoring of the 10YFP STP Provide the resources to sustain the Coordination Desk and oversee its activities Are supported and advised by the 10YFP Secretariat Make commitments for the implementation of the Programme of Work (PoW) Responsible for the overall reporting on the 10YFP STP Help building synergies across 10YFP Programmes Have a mandate of 4 years, renewable in consultation with MAC
12 10YFP Multistakeholder Advisory Committee (MAC)
13 10YFP STP MAC Provide advice and recommend actions to Lead and Co-Leads to ensure the coherence of the work with the overall objectives Bring new activities or link ongoing activities to the PoW Support (incl. technical assistance) and report on activities of the PoW Scale-up activities and advocate for 10YFP STP Lead or participate in the formulation, implementation and fundraising of flagship projects Support the formulation of the call for proposals to the Trust Fund and implement catalytic projects (recusation from formulation of call needed) Identify potential Partners and advice on acceptance of new applicants Have a mandate of 2 years, renewable for up to 2 terms
14 The 10YFP STP Partners Organizations or experts (legal entities) agreeing with the goals and objectives of the 10YFP STP and committing to its activities, including scaling-up, implementation and replication, dissemination and use of materials and tools, are invited to join as a Partner. 15 Partners perform a crucial multiplier role and participate by: Offering time and expertise in a specific Programme Work Area Sharing experiences and knowledge with the 10YFP STP community Bring new activities or link ongoing ones to the PoW Showcasing, replicating and scaling-up projects Advocating for 10YFP STP, applying and disseminating tools Fulfil requirements for receiving support from 10YFP Trust Fund (provided that eligibility criteria are met and catalytic project selected) Participate in the formulation and implementation of flagship projects Providing and receiving capacity building on Sustainable Tourism Participating in public meetings and working groups Partners need to report annually
16 10YFP STP Programme of Work 4 Key Areas 1. Integrating sustainable consumption and production (SCP) patterns in tourism related policies and frameworks 3. Fostering the application of guidelines, tools and technical solutions to improve, mitigate and prevent tourism impacts and to mainstream SCP patterns 2. Collaboration among stakeholders for the improvement of the tourism sector s SCP performance 4. Enhancing sustainable tourism investment and financing for SCP
17 PWA 1. Integrating SCP into tourism policy Sustainable tourism approaches are too often ad hoc and with minimum commitment in evidence towards long-term strategic planning Objective: Sustainable tourism policy making is strengthened and relevant stakeholders enabled and encouraged to plan, manage and monitor tourism in close interaction and according to principles of SCP, social equity, good governance, transparency and openness Promote the integration of SCP principles and objectives into tourism policies and legal frameworks 1.2. Foster the implementation of tourism policies and plans that support the sustainable development of the sector 1.3. Monitor the progress in implementation of sustainable tourism policies and enforcement of legal frameworks
18 PWA 2. Collaboration among stakeholders on SCP The tourism value chain is not yet fully used as an important infrastructure to promote behavioural change Objective: Multistakeholder partnerships are promoted as essential for implementation success, resulting in strengthened cross-sector collaboration, including the private sector and local communities, and synergies with other stakeholders Promote data sharing and exchange of information 2.2. Foster joint action and tourism stake-holder collaboration at all levels 2.3. Strengthen technical competencies of (future) tourism stakeholders 2.4. Establish monitoring frameworks and systems to measure the sector s progress towards sustainability
19 PWA 3. Application of tools and technology for SCP The adoption of sustainability tools and standards are not yet fully prioritized at the destination, enterprise and SME levels. Objective: Research and exchange best practices and experiences to identify existing and effective sustainability tools and the requirements to overcome bottlenecks for further and more effective application Use integrated tools for promoting SCP in destinations 3.2. Use integrated tools for promoting SCP in tourism enterprises 3.3. Promote research and action on priority issues for SCP within the tourism value chain 3.4. Influence consumers towards sustainable buying decisions and travel behaviour
20 PWA 4. Enhancing investment and financing for SCP The tourism sector is still affected by a lack of access to markets and capital (especially for MSMEs) where sustainable investments prevail. Objective: Raise awareness of political actors, private investors, donors, developers and operators on the need to establish sustainable financing schemes and an investment-friendly macroeconomic policy framework Develop and promote sustainable tourism investment and financing tools 4.2. Enable destinations and tourism enterprises to apply sustainable tourism investment and financing tools 4.3. Mainstream sustainable tourism investment and financing tools
21 10YFP STP Flagship Projects Led by Lead, Co-Lead, MAC member or Partner Large scale (approx + USD 1million/ +2years) Support the PoW Regional (transnational) approach /National character when high significance Accelerate the shift towards SCP Trigger change beyond project area Endorsed by the MAC A multistakeholder joint effort for the formulation and fundraising in collaboration with the 10YFP Secretariat and the 10YFP STP
22 10YFP STP Catalytic Projects Mainly aimed to be funded by the Trust Fund (administered by UNEP) Small scale (approx USD 125,000/ 18 months) Requirements to access the Trust Fund will be described in a call for proposals MAC and Partners can apply (MAC need recusation) Regional, national or destination approach Hands on and innovative; tackle critical issues in a short time and replicable A call for sustainable tourism proposals to the Trust Fund will be launched mid-june 2015 for a total amount of USD 500,000
