1 KNOX COMMUNITY SCHOOLS SCHOOL BOARD MEETING ADMINISTRATIVE OFFICE 6:30 P.M. TUESDAY, OCTOBER 23, 2018 MINUTES 1. CALL TO ORDER AGENDA MOTION SECOND VOTE 2. PLEDGE OF ALLEGIANCE 3. PRAYER BY PEGGY SHIDAKER 4. ADOPTION OF AGENDA Mr. Fletcher Mr. Kemble 6-0 The chair entertained a motion to adopt the agenda for the October 23, 2018, regular meeting as presented. Dr. Reichhart stated that the only change is on the Personnel Report regarding a background check for Kayti Brewer. 5. PUBLIC COMMENTS The Board President entertained comments from patrons on items not on the prepared agenda. There were no public comments. 6. CHECK PRESENTATION Kirby Dipert, field engineer from NIPSCO/Lockheed Martin, presented a rebate check to the Corporation on behalf of the NIPSCO Energy Efficiency Program in the amount of $58, Mr. Dipert stated that the rebates are a result from the upgrades to our boiler units, water heater, HVAC and LED lighting. Dr. Reichhart stated that he is looking at installing an electronic message board similar to the one the City of Knox added along U.S. 35. He said the cost of the sign would be around $45, Dr. Reichhart stated that perhaps rebate monies could be used for the purchase of the sign. Dr. Reichhart showed a draft of the proposed sign and stated that he may also ask the Corporation s graphics department to come up with a better design. 7. Budget Adoption Mr. Kemble Mrs. McIntire 6-0 The Superintendent recommended the Board approve the Capital Projects Fund and the 2019 Budget for All Funds, Capital Projects Fund Plan, and Bus Replacement Fund as presented at the October 2, 2018, public hearing on the budget. B. Treasurer s Report The Corporation treasurer was available to answer questions regarding the treasurer s C. Vendor Usage Report The Corporation treasurer presented a vendor usage report to the Board. D. Claims Mr. Bennett Mrs. Ritchie 6-0 The Superintendent recommended the Board approve claims numbered and food service claims E. Affidavits for Payment Mr. Kemble Mrs. Ritchie 6-0 The Superintendent recommended the Board approve the affidavits for payment as listed on page 60.

3 F. NEOLA Policy 2340 Mrs. McIntire Mr. Fletcher 6-0 The Superintendent recommended the Board approve the change to NEOLA policy 2340 regarding field trips and other corporation sponsored trips. This item was read and discussed at the September 18 th Board meeting. G. Resolutions The Superintendent recommended the Board approve the resolutions as listed: 1. Establish Education Fund and Operations Fund Mr. Kemble Mrs. Ritchie Establish Initial Funding for Operations Fund Mrs. Ritchie Mr. Bennett Establish Initial Funding for the Education Fund Mrs. McIntire Mr. Kemble Establish Transfer Amounts for 1,000, from Education Fund to Operations Fund in January, Mr. Kemble Mr. Fletcher Tax Neutrality Resolution Mr. Kemble Mr. Bennett 6-0 Mrs. Bailey explained the need and meaning for the resolutions. Dr. Reichhart explained the tax neutrality resolution. H. Indiana Service Agreement Mr. Kemble Mrs. McIntire 6-0 The Superintendent recommended the Board approve the Indiana Service Agreement regarding fees for service and administrative outreach for Go Solutions Group, Inc. Dr. Reichhart explained that this contract is for the Medicaid billing process. I. Donation Mrs. Ritchie Mr. Fletcher 6-0 The Superintendent recommended the Board approve the donation from the Northern Indiana Community Foundation, Inc. in the amount of $ from the GO for School Safety Starke County Fund. These monies will be used for the school safety training that was conducted on September 13, J. Bennett Family Donation Mrs. Ritchie Mrs. McIntire 6-0 The Superintendent recommended the Board approve the donation as listed on page 69 from the Bennett Family to be used for the cost of a field trip to Fair Oaks Farms. K. Recommendation for Certificate of Deposit (CD) Mrs. Ritchie Mr. Bennett 6-0 The Superintendent discussed and made a recommendation for a Certificate of Deposit (CD) investment with First Source Bank. Dr. Reichhart said that three (3) banks submitted quotes for investing two-million dollars and First Source submitted the highest interest rate at 2.93%. He said Teachers Credit Union submitted a quote for 2.79% and Farmers Bank submitted a quote for 2.74%. All quotes were for a one-year CD. 10. INSTRUCTION A. Enrollment Update The Superintendent gave an update on the Corporation student enrollment. Dr. Reichhart stated that on September 14, 2018, enrollment was which is down 50 students from last year s count day. Dr. Reichhart said that the majority of students have moved out of state.

4 Dr. Reichhart stated that the Corporation has 189 out-of-district students enrolled. Dr. Reichhart said that the budget will be balanced even with the 50 fewer students. Mr. Bennett asked about enrollment at the end of last year. Dr. Reichhart said it was Mr. Bennett asked if the Corporation receives data regarding Starke County population. Dr. Reichhart said he will do some research and will get back with the Board. Mr. Bennett stated that the data would help the Corporation when determining future projects if there is a continued decline in enrollment. 11. COMMENTS OR QUESTIONS FROM ADMINISTRATORS & THE BOARD Mr. Skelly reported that 296 parents attended the Parent/Teacher Conferences. He thanked parents and teachers for their cooperation. Mr. Skelly reported that the Student Wise program with Porter-Starke is up and running with 22 students being referred to the program and 19 students are being serviced. Mr. Skelly said that the after-school intervention program has been very well received. He said there are 26 students attending for math and 18 students in language arts. Mr. Skelly said that having transportation for these students has played a role in the success of this program. Mr. Skelly said that KMS will be having an incentive trip on October 30 th to Yellow River Farms. He said that he wants to have an incentive for students every quarter instead of just at the end of the year. Mr. Skelly stated that the new carpet at KMS is great and he thanked the Board. Mr. Skelly said the fall sports banquet will be November 5, Mr. Skelly congratulated Coach Hendryx on the success of the football team.. Dr. Ratliff stated that this week is Red Ribbon Week. Dr. Ratliff said there will be a FAFSA meeting for parents this week. Dr. Ratliff stated that the National Guard will be conducting a NERF archery tag course during P.E. on Thursday and another presentation Wednesday night. Teams are encouraged to sign up. Dr. Ratliff said there will be a convocation this week for Red Ribbon Week as well as a blood drive at KHS. Dr. Ratliff said that the freshman class will be hosting a haunted trail on Saturday. She thanked John Tow & Mollie Dollahan for their hard work on this project. Dr. Ratliff said that CPI training is scheduled for next week. Dr. Ratliff stated that a professional chef will be in next week to show off his knife skills with the culinary arts class.

5 Dr. Ratliff said that November 2 nd will be shark night in the pool if the heater comes in. Students can float in the pool and watch a shark movie. This will begin at 6:00 p.m. Mr. Owens said that Nov. 13 th will be the sports banquet for football and Nov. 7 th will be the banquet for all other fall sports. Mr. Owens said that McKenzie McIntire and Madison Land were named academic all-state for volleyball and MaKenzie Morgan and Madison Land were named academic all-conference for volleyball. Mr. Owens said numbers are good for winter sports. Mrs. Tarnow reported one of Mrs. Fletcher s students passed away this week. Mrs. Tarnow stated that there was 95% attendance for Parent/Teacher conferences at KCES. Mrs. Tarnow reported that ILEARN workshops were held prior to fall break and the teachers said they were very informative. Mrs. Tarnow stated that NIPSCO gave a presentation to the 4 th graders regarding natural gas and the dangers of natural gas and where it comes from. NIPSCO also gave teachers money for each classroom for purchasing classroom supplies. Mrs. Tarnow thanked the Bennett Family for funding the Fair Oaks trip. Mrs. Tarnow reported that Laura Wilson and Nancy Suseland, elementary teachers, received grants from the Cheryl Lynn Welter Foundation. Mrs. Tarnow stated that the VFW donated $ and Bailey s donated $50.00 to be used for the Haunted Hallway. Mrs. Tarnow reported that the Lil Redskins booster club paid to have the cracks filled in at the west end playground. Miss. Shidaker reported that (4) four federal grants and (3) three state grants have been filed and approved for the Corporation. Dr. Reichhart commended Miss Shidaker for her work on the grants. Mr. Bennett & Mr. Dulin thanked the administrators for their reports and their weekly updates. Dr. Reichhart stated that he has been appointed by the Superintendent s Association to serve on the State Seclusion and Restraint committee. Dr. Reichhart thanked Mrs. Bailey for her work on the budget and also thanked Mrs. Binkowski and Mrs. Krueger for their assistance. Dr. Reichhart expressed sympathies to Lilly s family. 12.
