2 Clusters and innovation Why? 2/3 of economic growth in developped countries finds its source in innovations Innovations improve the quality of life - in the sphere of new products, available technologies, services and when they concern organizational changes Enterprises that innovate are more profitable Innovative products allow to get a higher margin and increase profits of companies Innovations allow fast track" in a competitive race

3 Cluster policy in Poland 2012 draft of the proposal for cluster policy was drafted by the Polish Cluster Policy Group; recommendations on cluster policy for the period : - development of existing clusters and founding new ones; - Instruments of support on regional and national level: - Development of key national and regional clusters stimulated by financial support and mentoring to coordinators and cluster actors; - Support for internationalisation on national level; - Key Regional Clusters related to regional smart specialisations; - Regional support for basic coordination functions; competition for Key National Clusters; 2018 evaluation of KNC; 2018 new competition for the status of KNC.

6 Key National Clusters (KNC) Key National Cluster characterised by its significance to Polish economy and high international competitiveness. KNC s are identified on the national level.

7 Key National Cluster Competition - criteria Cluster size and structure (number of participated SME and large companies); Employment structure; Joint activities of cluster participants and internal collaboration; Geographical concentration of cluster participants; Cluster specialization; Rate of R&D projects; Innovation performance; Resources (physical, human, financial, etc.); Presence of the cluster and its companies in foreign markets; National and international visibility of the cluster; Cluster coordination services and management. The evaluation Committee and assessment process have been stipulated in the Key National Cluster Rules.

16 Working Group priorities Up-date of the report on Cluster policy in Poland until 2020: - Post-ante analysis of goals and tasks; - Up-dated information on cluster developments in Poland; - Recommendations for cluster policy on national and regional level; Guidelines for cluster policy related to new Producitivity Strategy ; Analysis of other countries cluster policy sharing best practicies; Monitoring of the EU cluster policy: - European Commission information resources; - Identification of cluster policy trends and its incorporation to the national and regional instruments; - lobbying of cluster s interests. Working out proposals of new instruments for the Operational Programme Smart Development bis related to the cluster development in Poland.
