COMMITTEE SECTION (TRANSPORT AND TOURISM) 11.1 Functions of the Section: The Committee Section (Transport & Tourism) deals with the work pertaining to the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture and provides all the necessary secretarial assistance in the discharge of its Parliamentary responsibilities. The Committee consisted of forty-five (45) Members of Parliament i.e. fifteen (15) from Rajya Sabha and thirty (30) from Lok Sabha. However, after amendments to the Rules of Procedure and Conduct of Business in Rajya Sabha vide Notification No. RS.7/3/2004-L, dated 20 th July 2004, the present Committee consists of 31 Members of Parliament i.e. 10 from Rajya Sabha and 21 from Lok Sabha. The Committee has been allocated five Ministries/Departments, namely, Aviation, Ministry of Tourism, Ministry of Culture, Department of Road Transport and Highways and Department of Shipping, for overseeing the functions of these Ministries/Departments and also considering their Annual Demands for Grants. Rules 268 to 277 and 74 to 92 of the Rules of Procedure and Conduct of Business in Council of States apply to this Committee Term of the Committee: The Committee was constituted on 1 st January The Committee was dissolved w.e.f. 6 th February 2004 consequent to the dissolution of Lok Sabha. Officers/Staff of the Secretariat accompanied them. The section also prepared study notes after the Committee visit. Development of National Highways in West Bengal with particular reference to connectivity to the Kolkata Port Status of Computerisation: The Section is equipped with five personal Computers and all the work of the Section relating to drafting of reports, notices, minutes and other communications is being done on these Computers. The Staff of the Section has been

7 trained to work on these Computers. All these Computers have been linked with Local Area Network (LAN) and Internet facilities Budget Allocation/Expenditure: An amount of Rs.90,000 was sanctioned for the financial year , out of which Rs had been spent upto on refreshment etc. served during Committee meetings Miscellaneous work: In addition to the work referred to above, the Section also dealt with other miscellaneous work such as booking of Committee Rooms, liaison with the concerned Sections i.e. Interpreters, Reporters, Watch and Ward, Electrical and Sound Departments of CPWD and Ministries concerned during the meetings of the Committee and settlement of the refreshment bills on account of expenditure incurred during the Committee s Meetings. Other miscellaneous correspondence received in the Section was also suitably disposed off Inspection Report: The Annual Inspection of the Section was conducted on 18 th March The observations/suggestions made by the inspecting officer were duly followed in the section Training of the Staff: During the year, the Staff of the Section participated in Training programmes organized by the Training Unit, as detailed below:- Sl. 8 11.12 Goals and Achievements: One of the important functions assigned to the Department-related Committees is the consideration of the Demands for Grants of the concerned Ministries/Departments. The Committee presented five Reports on Demands for Grants of the Ministries/Departments within its purview to the Parliament during the Budget Session. It had also been aimed to report on Functioning of the Commission of Railway Safety. The report on the subject was presented to the Parliament during the year. During the year, another four reports on Action taken Replies on the observations/recommendations contained in the 67 th, 68 th, 69 th, 70 th reports were also presented to the Parliament. All targets set for the year were successfully completed by the Section.
