2 Project Overview The Village of Mundelein seeks consultant services to update the Village s Comprehensive Plan, adopted in 2011, to adjust for post recession changes in patterns of development and refine the overall vision of the community. It is anticipated that the consultant will engage the public, Village Officials, and Village Staff to develop these updates. The Village s objectives are to develop a Comprehensive Plan Update that: 1. Assesses existing land use patterns and market conditions; 2. Holistically considers the input of staff, stakeholders, Village Officials, and the general public; 3. Addresses aspects of the existing Comprehensive Plan which have become obsolete; 4. Recommends land uses that result in long range thinking and overall productivity of sites; 5. Introduces new context sensitive content which considers a variety of factors using new or updated data; 6. Enables programming that encourages investment in existing structures throughout the Village, particularly existing single family residential; 7. Refines the Diamond Lake Area vision; 8. Incorporates public arts, activities, and tourism into recommendations; 9. Realizes economic development potential of technology and utilities; and 10. Progresses the Village s overall vision for future development and redevelopment. Submittal Deadline Five (5) hard copies of the qualifications, and one (1) electronic copy in PDF format on flash drive or via webbased link, in accordance with this RFQ, marked Mundelein Comprehensive Plan Update shall be submitted no later than February 9, 2018 at 5:00 p.m. to: Community Profile Amanda Orenchuk, Director Community Development Department Village of Mundelein 300 Plaza Circle Mundelein, Illinois aorenchuk@mundelein.org The Village of Mundelein is a community of 31,064, located in central Lake County, Illinois. The Village s housing options are predominantly detached single family; however, over time attached and multi family housing has been integrated into the community. Situated 35 miles northwest of downtown Chicago, the Village has nearly 800 businesses. Mundelein offers a significant number of full time jobs and five attractive business parks. Mundelein is the home of the University of St. Mary of the Lake/Mundelein Seminary, the headquarters of Ruprecht Company, MacLean Fogg, and a Medline Industries facility. Mundelein is a progressive community, recognized for development efforts around the Downtown, Transit Oriented Development at the Metra train station, excellent amenities including several top rated golf courses, a wide range of recreational opportunities, and outstanding public facilities. Additionally, several small inland lakes provide a range of aquatic activities. The Village is served by State Route 60, State Route 45, State Route 176, and State Route 83. The extension of State Route 53 is planned to pass through the west side of Mundelein with an interchange at Peterson Road to the north and Midlothian Road so the southwest. The Village is served by the North Central Service Metra Page 2 of 9

3 commuter rail line and station located downtown. Pace Dial A Ride, Pace bus route No. 572, and Pace bus route 774 provides public bus service for the Village. Mundelein functions under the Council/Administrator structure. A Mayor and a six member Board of Trustees govern the Village. A Planning & Zoning Commission conducts public hearings and makes recommendation to the Board. The staff is led by a full time Village Administrator. The Community Development Department oversees implementation of the Village s Zoning Ordinance and Comprehensive Plan. It is headed by the Community Development Director and consists of two staff Planners. Other taxing bodies serving the Village, or portions thereof, are: Mundelein Parks and Recreation District Lake County Forest Preserve District Fremont Township Library District Cook Memorial Public Library District Vernon Area Public Library District College of Lake County Central Lake County Joint Action Water Agency Fremont Township Libertyville Township Vernon Township Mundelein Consolidated High School District 120 Community High School District 128 Adlai E. Stevenson District 125 Mundelein Elementary School District 75 Hawthorn Community Consolidated School District 73 Diamond Lake School District 76 Fremont School District 79 Background Information The current Comprehensive Plan was adopted in The Village has seen amendments and focused site/area plans since its adoption. While the current Comprehensive Plan has proven to be a valuable guiding document to the Village, conditions have changed since its adoption. Certain aspects of the Plan are not in line with today s development patterns and real estate market. Recent development and proposals within the Diamond Lake area, Townline Road, and downtown have altered many considerations of the current Plan. An update to the Plan provides opportunity to build off of these developments and progress the Village s vision even further. The Comprehensive Plan Update process should consider examination of and recommendations on the following concepts for inclusion in the final Comprehensive Plan: Community Profile Sustainability and the Environment Built Environment and Urban Design Neighborhood Enhancement & Reinvestment Transportation and Mobility Commercial Corridor Enhancement Neighborhood Transition and Connections Public Safety Page 3 of 9

4 Land Use Parks and Open Space Arts and Tourism Annexation Potential Infrastructure Downtown Land Use Goals, Recommendations, and Strategies Implementation and Update Plan Evaluation of the Industrial Districts for appropriate location and size In addition to the concepts above, the Comprehensive Plan Update should give special attention to several key areas. These areas include: The Diamond Lake Area The Townline Road corridor Commercial/Industrial Corridors Residential Reinvestment The Village has already taken the following actions to position the community for new development and for redevelopment: 1. New Zoning Ordinance: The Village Board adopted a new Zoning Ordinance on September 24, The Zoning Ordinance was modernized for today s development trends, made more user friendly, and was revised with a new development review process, thus expediting project review and approval time. The Zoning Ordinance created, among many new zoning districts, a Downtown Zoning District to foster the development and redevelopment of the Downtown pursuant to the recommendations of the TOD and Comprehensive Plan. Design guidelines are included in the new Downtown Zoning District. 2. Master Redevelopment Implementation Plan: In July 2012, the Village Board adopted an amendment to the Comprehensive Plan, written by a team of consultants led by Farr Associates. The Master Redevelopment Implementation Plan incorporated guidelines for a 10.5 acre parcel of property designated as a downtown redevelopment area, which may be sensitive to new sign regulations. 3. Comprehensive Plan: In July 2011, the Village Board adopted a Comprehensive Plan written by Houseal Lavigne Associates. The Comprehensive Plan outlines goals and objectives of developing the community. All areas of the Village s previous Comprehensive Plan were reworked and subareas were written for the Village, including Community Identity, Infrastructure, Diamond Lake, and Downtown. 4. Downtown North Implementation Plan: In June 2017, the Village Board adopted an amendment to the Comprehensive Plan to include a sub area plan. The sub area plan was written by Farr Associates and provides a specific vision and implementation strategies for a central portion of the Village generally bounded by Lake Street to the west, Maple Avenue to the north, Plaza Circle to the south, and the intersection of East Hawley Street and Maple Avenue to the east. 5. Gateway Signage: The Village is currently in the process of designing a suite of gateway signs to be located at key entrances to the Village. Kimley Horn and Associates is the lead consultant on this project. While the project is ongoing, updates to the gateway signs will provide a visible demonstration of the Village s commitment to progress and community values. 6. RTA Planning Assistance Grant: The Village was awarded a grant from the Regional Transportation Authority to review the funding, operations, and enhancements to develop recommendations for Page 4 of 9

5 municipal participation in public transportation services along Metra s North Central Service. These efforts are expected to kick off in early ULI Technical Assistance Panel: The Village solicited the guidance of experts through the Urban Land Institute Technical Assistance Panel to review redevelopment opportunities along the historically commercial and industrial Townline Road Corridor. It is anticipated the Panel s recommendations will be incorporated into the Comprehensive Plan Update. Project Expectations 1. Expectations: The consultant should have excellent communication skills and be able to substantiate recommendations using examples, supporting data, and reports. 2. Existing Conditions: The consultant shall include components to assess the existing Comprehensive Plan, zoning districts, market demand, land use conditions, and other existing conditions. 3. Update Data: The consultant shall provide updates to existing data including land use, market assessment, data, and base maps. 4. Goal Setting: The consultant shall work with staff and key stakeholders to identify project goals which will serve as a guide and purpose for the Comprehensive Plan Update. 5. Focus Areas: Consultants will conduct a more thorough analysis of specific focus areas. At a minimum, focus areas will include the Diamond Lake, Townline Road, commercial/industrial corridors, and residential reinvestment areas. Consultants will work with staff to tailor aspects of the Comprehensive Plan to address these focus areas. 6. Sub Area Plan: The consultant will work with staff and stakeholders to develop an updated subarea plan for the Diamond Lake area. The 2011 Comprehensive Plan included a Diamond Lake Subarea Plan. 7. Meetings and Public Outreach: The selected consultant will take a lead role in public forums, workshops, meetings, and hearings. The selected consultant should be able to serve as a mediator between the public and Village Officials in order to assist in developing a collective vision. Village staff shall be available to the consultant in a supporting role during this period. Amanda Orenchuk, Community Development Director, will be the main consultant liaison for the Village. The consultant will be expected to explain the best ways to involve the public and assist the public in visualizing the Comprehensive Plan Update. 8. Plan Drafting and Adoption: Consultant will work with staff and stakeholder groups to develop a draft Comprehensive Plan Update. Once a draft is deemed satisfactory, the Consultant shall present the update during a public hearing to the Planning and Zoning Commission and subsequent adoption by the Village Board. 9. Overall Approach: Because of the complexity and uniqueness of an individual community, there are numerous ways to implement a comprehensive plan update. The selected consultant should be able to recommend and explain an approach that will be appropriate for Mundelein. Page 5 of 9

6 Scope Outline This is the anticipated minimum number of meetings and work process for the Comprehensive Plan Update. Alternatives, additions, or deletions to this outline are welcome. 1. Kick off meeting with staff to review existing Comprehensive Plan 2. Diamond Lake Area Working Session (Staff and Consultant) a. Visual preferences b. Sketching c. Direction 3. Update (roughly fill in to aid in discussions/interviews/charrette): a. Community Data b. Existing Land Use Map c. Transportation Map d. Community Facilities Map e. Park and Open Space Map 4. Developer/Stakeholder Interviews 5. Market and Development Activity Assessment 6. Steering Committee charrette session for focus areas: a. Oak Creek Plaza incorporating ULI Technical Assistance Panel Recommendations b. Commercial Corridors (Townline, Midlothian, 60/83, Northwest) c. Potential Business Park Areas d. Proposed Route 53 Corridor e. Diamond Lake Area 7. Draft New/Update Subarea Plans a. Major focus in Diamond Lake Area: expectation of landscape/urban design visioning, modeling, focus on public space, roadway alignment, development guidance 8. Staff Review of Subareas 9. Steering Committee Check in regarding subareas 10. Draft Update to Plan Chapters a. Right size commercial b. Provide for more flexible designations that are market driven c. Review and update telecommunications/technology d. Review and update sections applicable to branding/community identity e. Develop guidance for Residential Reinvestment Program f. 7 + Meeting Bank (in addition to the meetings above, the following meetings have an identified budget for use, but are on an as needed basis). The Consultant will work with Village Staff to determine if, what type, and when additional meetings may be needed. Village Staff will be notified by the consultant when it is necessary to utilize the Meeting Bank. Up to 6 working meetings with staff Up to 2 meetings with the Planning & Zoning Commission Up to 2 additional Open House/Workshops with the public Include preparation for that meeting (creation of presentation or boards) + Graphics Bank for enhanced graphics and additional imagery as needed. General Questions/comments: 1. Availability will the firm be responsive? 2. How will the market analysis be addressed? 3. Are there any other anticipated sub consultants? 4. Are there projected hours for these phases? 5. Team member assignments? 6. Note we are not requiring a separate website. 7. Due to significant public input on a number of other community documents and issues, the surveys and front end formal outreach is minimal for this project unless it is deemed necessary. Submittal Requirements Responses to this RFQ must include the following: 1. Cover Letter 2. Project Understanding Statement: A statement describing the applicant s understanding of the goals and objectives defined for the project, and the special skills and innovative thinking that the team would bring to the table. 3. Project Approach: Describe the applicant s general approach and philosophy regarding elements of the project. 4. Proposed Project Team Members: Submit a written description of the applicant s organizational composition, disciplines, and the primary role of each firm or individual on the team. Also, include an organizational chart. The information must clearly indicate the applicant s designated team leader for this project and the responsible party in each firm who will be providing the required professional experience. 5. Individual Experience: Provide background of the key members of each firm in the team and their specific participation in previous projects that would directly relate to this project. 6. Specific Project Experience: Provide information on similar or relevant projects that the applicant has executed. Include graphic representations of work. Links to similar or relevant projects are encouraged. 7. List of References: Provide a minimum of four client references with which the applicant has provided similar planning/design services within the last five years. Reference shall include name and telephone number of the contact person. The applicant may include additional references from earlier work if the Page 7 of 9

8 applicant feels it is pertinent and better defines the team s capacity. Each listed reference shall include a description of the services provided to the client and specific roles. 8. Estimated Cost: Provide an estimated cost of the work. Further refinement of the cost is expected as the scope of service is discussed with chosen consultant. 9. Additional Information: Provide other information you feel is relevant to indicate the applicant s abilities to successfully complete a project of this nature. Required Attachments A. Deliverables B. Sample images illustrating level of detail to be expected in the plan (see examples in Attachment A) Evaluation Criteria Following the opening of the qualification submissions, an Evaluation Committee comprised of qualified Village staff or other persons selected by the Village, will evaluate the submittals and rank in the order of the most responsive submittal. Proposals will be evaluated in accordance with the weighted criteria listed below: Criteria Maximum Points 1.
