Cover sheet must fit on one page) China, New Zealand, Korea, Peru The project aims to build the capacity to implement high efficient refrigerator /freezer technologies and policies in developing APEC economies, meeting APEC energy intensity reduction goals, and directives in 2014 Ministerial Meeting to enhance cooperation among member economies, get a deeper understanding of their R&D needs, build information platforms, develop Asia- Pacific intellectual networks, share R&D results and strengthen practical project cooperation. This work will establish a working group including technical experts to review and investigate the energy efficiency promotion for refrigerator/freezer and to manifest the causal effect of policy guidance energy saving performance. This project will also initiate the experience platform of domestic refrigerator/freezer design for energy issue to improve the information exchange and technical training among APEC region. Through holding the workshop to disseminate study efforts and collect available opinions, this work can promote a roadmap to enhance efficiency management in the future. 3 Project Synopsis 1. Relevance Benefits to region: What problem does the project seek to address? What is the relevance of the project? Does it have sustained benefits to more than one economy? Use for electric appliances is rapidly growing up in developing APEC economies, which impacts APEC energy intensity reduction goals if there without active assistance for promotion of energy efficient products. Although the standard harmonization of some energy-consumed products has been carrying out for trade liberalization, appliance efficiency is not still ensured under mass production for the economic reason in these economies. The project aims to build the capacity to implement high efficient refrigerator /freezer technologies and policies, meeting APEC energy intensity reduction goals, and directives in 2014 Ministerial Meeting in Beijing to enhance cooperation among member economies, get a deeper understanding of their R&D needs, build information platforms, develop Asia-Pacific intellectual networks, share R&D results and strengthen practical project cooperation. The proposed project is under this background and working on experience review and information exchange for some energy efficiency management policies to speed up the development, promotion, and application of energy efficiency technologies and products. Rank 1: Projects that demonstrate a direct link to promoting regional economic integration via free and open trade and investment: This project will promote the energy efficiency technology sharing and practical experience exchanging for domestic refrigerator/freezer in the workshops. The dissemination for the implementation case studies will enhance regional economic integration via featuring innovative development, interconnected growth. The goal of the project is to build the capacity to implement high efficient refrigerator/freezer technologies and policies, which consume much more energy rapidly in developing economies. Rank 2: Projects that directly support the APEC Leaders Growth Strategy: Furthermore, the project proceeds with innovation of low carbon technology for energy-saving appliances design which fits the APEC Leader s Sustainable Growth Strategy. The project will also initiate innovation policy and research cooperation to boost the green jobs and industries in the Innovation Growth topics. 2. Objectives: Describe the 2-3 key objectives of the project. (e.g. ensure workshop participants will be able to...; to create a framework...; to develop recommendations...; to build support...; to revise strategies...; to create an action plan;...to increase knowledge in; to build capacity in etc.) The purpose of this project is to pave the way for accelerating the establishment of cooperative mechanism for high efficient refrigerator/freezer design and the corresponding policy implementation. The objectives are 1)To review and collect of practical experiences for energy efficiency promotion of domestic refrigerators/freezers under energy efficiency management programs in some economies; 2)To initiative the cooperative platform by the working group for domestic refrigerators/freezers design under the energy efficiency issue; 3)To spread project experience and collect comments within APEC region. 3. Alignment APEC: Describe specific APEC priorities, goals, strategies, workplans and statements that the project supports, and explain how the project will contribute to their achievement. According to the 2014 APEC Ministerial Meeting Statements, APEC leaders reiterated the importance of improving energy efficiency, helping member economies to enhance capacity building, making energy efficiency policies more scientific and practical, and speeding up the development, promotion and application of energy efficiency technologies and products. This project proceeds with aspiring to reduce APEC s aggregate energy intensity by 45 percent by This project will address the APEC leaders priority of ensuring sustainable investment and development of new technology by promoting energy efficiency and lowering GHG emissions. Alignment Forum: Briefly explain how the project is aligned with your forum s workplan / strategic plan. The EWG 2014 Strategic Plan outlines objectives to build the capacity of APEC Member Economies aimed at 1) Strengthening regional and domestic energy security and resilience across the region; 2) Lowering the carbon intensity of energy supply and use; 3) Promoting the diversification of fuels and sources; and 4) Training a gender-inclusive energy workforce. 3

4 This project will focus in all of these areas by 1)Increasing energy security through enhancing energy efficiency by implementation of electric appliance design platform; 2) Experience exchange of best design practices and cooperation among APEC economies to promote high efficient products to support APEC s goal to reduce energy intensity; and 3) Disseminating information with genderinclusive training to improve human capacity to implement high efficient programs for domestic products. 4. Methodology: How do you plan to implement the project? In this section, briefly address the following: Workplan: Project timelines, dates of key activities and deliverable outputs. This work will begin in December 2016 and will be completed by end July The project focuses on the practical experience interchanging and sharing by case studies for energy efficiency improvement of domestic refrigerators/freezers which are commonly used and growing rapidly in developing economies. To fit the energy efficiency regulation in some economies, the project will promote the best practice studies. Design methodology information and practical case studies will be collected and assessed for energy efficiency potential. The implementation efforts will be spread by two workshops, along with preparatory technical experience exchanges. Overall project duration is one and a half years with time plan demonstrated as below: I) Establish working group, and confirm roles and responsibility, set up work group. Output 1: Project work plan and work group structure II) Review the practical experience for energy efficiency promotion for domestic refrigerators/freezers under some specified energy efficiency regulation programs, including the historic roadmap for the product development using enhanced technologies. This project will compile from the implementation efforts by ITRI during cooperating with local manufacturers in Chinese Taipei. Also invite some makers from other economies to share their experience for EE improvement. Collect all the reliable data and case studies information to manifest the causal effect of policy guidance energy saving performance. Output 2: Investigation report for the case studies of domestic refrigerators/freezers design and implementation under energy efficiency regulation III) Share the case study experience for energy efficiency improvement and collect the necessary requests from manufacturers in the APEC region along with the workshops. This project will also provide consultation and choose one case at least to implement the EE improvement of refrigerator/freezer following the successful studied methodologies and outcomes. The design and manufacturing expenditure for the improvement will be self-funded by the manufacturer. Output 3: Final report Refrigerator/Freezer Energy Efficiency Improvement in APEC Region: Review of Experience and Best Practices targeted electric appliance stakeholders among the APEC members. IV) 2 workshops, 1 day, 30 participants each, from the stakeholders and governmental organizations in APEC economies. One workshop will focus on the review of domestic refrigerators/freezers case studies for energy efficiency improvement. The other workshop will focus on the experience sharing and conclusion for the best practice implementation to fit the energy efficiency regulation. Both of the workshops will be hold alongside with the APEC EGEE&C meetings. 4 meetings of the project management, 1 day, 10 participants each. Beneficiaries: The proposed selection criteria for participants, beneficiary profiles (e.g. workshop participants, end users, policy makers, researchers/analysts, gender) and how they will be engaged. This project will bring together the refrigerator/freezer makers and government representatives to overcome the coming energy issue by sharing and learning up-to-date technology information in this cooperative relationship through the workshop. This project will also promote the international expert participation to strengthen the facilitation of energy efficiency regulation, and to meet the APEC s target to reduce aggregate energy intensity. Evaluation: Potential indicators developed to measure progress, project outcomes and impacts/successes. Where possible provide indicators which could assess impacts on women. The progress towards meeting the objectives of this project will be measured through the following indicators: 1) Number of APEC economies that have strengthened the benchmark of energyconsuming products for the targeted product in this project. 2) Requirement of technology information and training course after the workshop. 3) Request for more study of other excluding domestic appliances among APEC region. 4) Number of workshop participant that are women. 4

5 Linkages: Information on other APEC and non-apec stakeholders and how they will be engaged. If and how this proposal builds on (but does not duplicate) the work of other projects. How will this activity promote cross fora collaboration? This project aims to build the capacity to implement high efficient domestic refrigerators/freezers by technology promotion experience, and then establish a design platform for improve the design potential for APEC developing members. Several workshops have ever focused on the similar technical topics including: 1)National Lighting Design Centers Workshop (EWG 14/2012A); and 2) Distributions Transformers Workshop; 5
