4 1. Introduction This mass mobilization igniting program is prepared based on the revised plan and strategy of an over all potable/drinking water and sanitation program. Its major focus is to enable rural water supply coverage 98% at national level in 2012, community participation, and to have sustainable potable water supply and bring an overall radical change. It is known that the Ethiopian government had started activities since 2005 by proposing an overall water and sanitation program to cover water and sanitation service in the whole country up to But the 3 years evaluation of this rural potable water supply implementation progress gives clues that, its annual growth rate will not achieve its goal in Due to this reason it is necessary to revise the implementation strategy to foster the implementation of an overall rural water supply & sanitation program. Based on the above description the country s rural water supply coverage during this time is not above 54% therefore, still millions of rural people are not users of potable water. Therefore, by understanding the problem as a serious condition and to get best result by distributing water for all, 2
5 responsible bodies should accomplish their personal and group responsibilities for the better service. So to improve water supply coverage, every family and community members are expected to give their own contribution by collaborating with government with their full capacity. An over all rural water supply & sanitation program could achieve its goal when each level of the government, non government, private sector, community and each families allocate enough capital that can allow to provide water supply for all. For all this there must be a full mass motivation in all direction plus a political commitment from the government officials. In addition to this every stake holder- must know that they are accountable for the dalliance of the project implementation. The absence of potable water supply exposed the long term goal in to danger that has been expected to produce healthier and productive citizens. And by understanding the use of supply improvement and by cooperating with stake holders making community based movement and this is approved by previous experience from rural agricultural development, health and education sectors by developing the capacity of the community to give acceptable solution for the problems in their environment and giving satisfactory result. This manual is prepared for motivating the community, giving information for the community and get acceptance to bring a broad based change on the supply of water and sanitation that could bring a national consensus. 3
6 The expected result will be enabling the community identifying the problem, and giving the solution by themselves and to improve the community potable water supply using their own material, - labor, finance and with the support of government and non- government organizations and through this it helps the community to support themselves at country level, beyond this it enables to achieve the mission on an overall water and sanitation program at country level 2. Objective of Mass Mobilization Major Objectives A. Supporting rapid reduction at national level and the coverage of water and sanitation program goal to 98% by making mass based motivation and mass participation in 2012 B. To raise the awareness of the community on the issue of potable water, sanitation and hygiene and to bring sustainable and reliable supply of potable water and to have healthy and productive citizens Specific objectives A. Achieving the planed goal on potable water and sanitation in 2012 at national level and by developing the capacity of the community to 4
7 administer the institutions to keep the sustainability and reliability of the service. B. By motivating the communities at mass level make them to support the potable water and sanitation project by their own initiative and let them to know the solution for their problem by their own. C. Making the supply to cover around the area school, health institutions, in agricultural development institutions and other organizations. D. By cooperating and coordinating with stake holders on potable water and sanitation program let them to make this own contribution on the achievement of the goals. 3. Principles on igniting mass mobilization A. Principles on readiness to bring a radical change in the supplying potable water and sanitation On this principle at each level implementers and the community have to prepare themselves for change. It is useful to improve the skill of implementing bodies by co-operating with community to make baseline data study on the improvement of water supply and sanitation service and to - plan, to educate, to inform and follow up and to take measures on kebele, Gott, village and family level. In addition, by developing participatory skills, it enables to bring 5
8 change that focused on community s tradition and willingness. The skill- which is obtained from participation is not given by formal education, instead it is a profession that is developed by experience and follow up. B. Principles on critical mass mobilization. For mobilization to get change by one s own initiative the following stakeholders must be involved by drafting mutual objective and visions. They are Agricultural extension workers, teachers, water experts, health extension workers, kebele administrators, youth association members and famous individuals in the community. These bodies are expected to enable the society devoted to provide water and sanitation services for all - by mobilizing at family, village and different institutions. C. Principles on political commitment to implement the inclusive water and sanitation programs It is a must to show a strict political commitment to gather all inputs including finance for the overall water and sanitation exclusive programs. Having a potable water and sanitation service is a basic need and a human right for all the people; beyond the supplying this service enables to protect- humans dignity, self-esteem, security and comfort of the people plus it reduces the burden of women and a cost for health. Therefore the full commitment of political leaders beyond playing critical roles by being a role model they also enable the community to participate in the program 6
9 D. Principles on designing and implementing - the improved plan on the supply of water and sanitation based on community interest and participation Ensuring the implementation of the water and sanitation plan that is prepared by focusing on community s interest and full participation and - to create community s self esteem in resolving problems by this own willingness and effort E. Principles on ensuring the decisive roles of women in implementing - potable water and sanitation activities. It is seen in the society that there is a division of labor that considers sex in the behavior of potable water and sanitation responsibility. Thus therefore, women are playing a decisive role in supplying potable water for them and their family including sanitation facilities. By Understanding the advantages and objectives of water and sanitation, women are main beneficiaries of their participation in technical water committee is imperative. F. Creating collaborations in various sectors Creating link among sectoral issues within a woreda or kebele administration such as health, agriculture, rural development, water supply and education is an important determinant to enhance collaboration among this sectors support 7
10 and encouragement is needed. In addition, the financial and technical resources from donors and NGO s are required to be the part of and making this part of kebeles and woredas plan and make sure that the projects are sustainable. G. Linking family planning with, water, sanitation and hygiene. If the importance of family planning is not accepted in the community as part of infrastructure development particularly water and sanitation services development, the outcome can be significantly negative. So in the process of creating awareness in water, sanitation and hygiene family planning awareness should be followed strictly, therefore in implementing the program working with relevant stake holders is useful. 8

Ways of Mobilizing the Public. 4.1 Development of a water supply and sanitation implementation strategy which is expected to bring a radical change in the sector and flexibly to be adapted by regions region To implement this: A. Establishing water sanitation and hygiene committee composed of women and volunteers and making use of this to mobilize the community to address problems on voluntary basis. B. In addition to the above, in order to mobilize the community and assure full community participation with the involvement of teachers, students, religious leaders (institutions) social institutions (eg edir ekub) public health centers, market places and etc C. Mobilizing and creating awareness and skills in kebele and woreda administrators, development agent s, health extension workers, students and teachers and making sure an inclusive participation. D. Creating model water, sanitation and hygiene clubs in schools and using this as a tool to create awareness of parents. 9
12 E. Identify possibilities of community self supply and making it part of the kebeles and woredas plan and mobilizing the community to construct water schemes. F. Monitoring the water facilities success and standards and supporting communities to fulfill minimum criteria. G. Up scaling existing traditional household water supply schemes to agree with adjacent households so as to use the water scheme by more households H. Encourage self supply water sources users also to use the source for productive use (e.g. irrigation) I. Giving recognition for role models at community level particularly women and encouraging them to share their experiences to others. J. Utilization of mass media such as radio, news paper, regional TV programs in order to create awareness regarding the universal access plan K. Exchange of updated information in various levels to and from water, health and education sectors 10
13 4.2 Establishing an efficient organizational structure for water & sanitation, and strengthen and form network with related structures- For its implementation: A. Establishing and using the network at grass root level (community level) for the implementation of the water, sanitation and hygiene - sector B. Creating co-operation with each other, different organization, and getting support from individuals and mass, organizing tasks and diff capital resources at efficient and effective level. C. Preparation of participatory water and sanitation plan in which will make the community to lead and become beneficiary of the service - D. Creating awareness based on the structure at regional administration level; allotting budget, administering, coordinating and giving a capacity building training and - support for the program. E. Preparing a water and sanitation program at national level by cooperating with water, sanitation and hygiene ministries by establishing steering committee members.- F. Enabling that every society to have responsibility on the effort to have 100% community water and sanitation coverage.- 11
14 G. Implementing a water and sanitation program which enables to implement the new technique on water supply by using the woreda budget, grant & credit from NGO s, and donors-. H. Establishing a forum with all stakeholders such as government, NGOs, donors and community involved and creating an enabling environment n the planning, implementation and monitoring Development of human resource capacity & skill for the implementation of an inclusive Water Supply & Sanitation Programme For the implementation: A. Preparation & evaluation of activity list that indicates the skills and job description identified for the sectors B. Preparation & implementation of human resources development plan inline with the skill required for the sector- C. Provision of skill upgrading training, provide the necessary support and evaluate the training.- 12
15 - Training stakeholders at community and kebele level such as - women WaSHCO members, kebele administration members, -, religious leaders and elders. - Giving training for water, sanitation and hygiene committee members and other stakeholders at - woreda level. D. Strengthen- the structures of water sectorswith man power and materials at all level. 4.4 Implementing the integration of water supply & sanitation plan with the coordination of the implementing offices For this implementation A. Making a recognizance survey for analyzing current status. B. Setting of task goal, showing alternatives and giving solutions C. Implementing objectives/plans. D. Making supervision, monitoring and evaluation 13
16 4.5 Financing for the improvement of potable water and sanitation services. For this implementation a. Coordinating and creating awareness on rural house holds to mobilize their finance, labor and material - in addition to the in kind & - finance support from - government and non governmental organizations to -for the provision of potable water and sanitation infrastructure at household level. b. Insuring that any subsidy for community to be sustainable- and responding to community demand - c. Using the finance contribution from the individuals and the community for the construction & improvement of water and sanitation facilities, - for - mobilization, and capacity building programs and others d. Using alternative source - of funds and credits -like that of micro finance institutions for additional source of finance at house hold and community level 14

Designing and implementing different systems/modalities for tasks which needs fund support 4.6 Promotion of the inclusive water supply & sanitation programme and implementation of social marketing- For this implementation: A. Through a participatory potable water and sanitation improvement program i.e preparing oneself for change, enhancing participatory skills, and prepare in - an easily practicable and understandable way. B. Making a mass movement by drafting shared objectives and vision to bring change on stakeholders involved in the provision of potable water and sanitation service C. Informing the community the level of the - water and sanitation of the locality, motivating & mobilizing the community for the implementation of the water & sanitation improvement plan, and putting the readiness of the community as a precondition for the financial support.- 15

Enabling water supply & sanitation plan of an area is basing on communities interest and takes in to consideration the environmental issue, social, cultural, experience, practices, technical alternatives, financial issues etc.- 5. Duties & responsibilities of the federal - mass mobilization coordination units Duties & responsibilities of the coordinator unit The following are activities implemented at federal level - Searching funds and Preparing proposals - Preparing and revising policy - Leading and organizing program implementation - Drafting implementation strategy - Preparing & leading the implementation of the programme - Perform capacity building tasks - Perform monitoring & evaluation - To make sure that important policies, strategies, principles and manuals are distributed to regions timely- - Reporting the implementation for concerned bodies 16
19 - Perform promotion and awareness raising works using different electronic medias to mobilize the community at all level for the implementation of the programme.- Goals and Indicators Establishment of a steering committee and coordination office at the federal level for the coordination management and following up of the involvement of all sector stakeholders such as water, health, education, finance and economic sub sectors, donors, creditors, NGOs, private sector and other partners, - Establishment of Programme Management Unit (PMU) at the water, education and health sectors which is expected to give the required support for the implementation of the programme.- The coordination office using its advisors provide training to woreda support groups, mass mobilization coordination bodies, WaSHCOs, artisans and the like.- With the support of the federal government raise awareness & build the capacity of regions for the implementation of plans, policies & strategies, detailed monitoring & evaluation guidelines. - 17
20 Duties & Responsibilities of the Regional Mass Mobilization Coordination Units Duties and responsibilities of coordination body The following are activities to be implemented at regional level - Prepare- proposal, send it to the Ministry of Water and Energy and follow up the provision of financial resources together - Preparing detail implementation - manuals - Follow up and evaluation on the programs closely - Leading and co-coordinating the program at the regional level - Monitoring & controlling whether woredas are - implementing the task properly or not - Assure the implementation of the directives/- manuals which comes from the federal level- - Preparing enough awareness creating forums - Making the report cheer and on time - Give the necessary manuals, regulation and support for the woredas 18
21 Goals and indicators - By establishing regional potable water, sanitation and hygiene steering committee that co-ordinate this task of stakeholders at the regional level, run the program, approve plans and budget - By establishing regional potable water, sanitation and hygiene coordination unit that is accountable for steering committee which will provide support for zones, woreda and kebele, prepare plan and provide the necessary supervision and evaluation. - Provision of adequate - support and conducting necessary supervision and evaluation for zones, woredas and kebels and by mobilizing necessary man power and materials, and implementing an integrated potable water, sanitation and hygiene for all woreda and kebele which are found in region 19
22 Duties & responsibilities of the Zonal Mass Mobilization Coordination Units Duties & responsibilities of the coordination unit The following are activities which are implemented at zone level - Monitoring and controlling the implementation of the program at zone level, and preparing and approving plans - For woredas under its jurisdiction by giving the necessary support, mobilize manpower and materials which are necessary for tasks and follow up the implementation - Create adequate awareness about the programs at zone level - Implement directives coming from region- - Report the implementation of the program in the zone- to the- region- - Give directives and regulations which are important for woredas and provide support 20
23 Goals and Indicators - Establish zones potable water, sanitation and hygiene steering committee which coordinates the zonal stakeholders - in this task and lead the program at zone level - Establish zone s potable water, sanitation and hygiene technical committee which supervise and evaluate the implementation of the program and also give technical support for woredas and kebeles. - Enabling the people in the kebeles & woredas to be the user of potable water, sanitation and hygiene service and to mobilize the people and other necessary resource and materials with the support and follow up from zones and region.- 21
24 Duties & responsibilities of the woreda mass mobilization coordination units Duties & responsibilities of the coordination unit The following are the duties & responsibilities of woreda level coordination body- - The woreda lead the implementation of the programme, follow up its performance as well as preparing its plan. - The woreda coordinates, mobilizes and gives the necessary assistance both for human and other resource for kebeles which are under its jurisdiction.. - It creates adequate awareness about its programme at woreda level - It also implements the guidelines which are transferred both from zone and the regional levels. - It reports the achievements of the programme to the zone & region- - It gives the necessary guideline, regulation and manual for kebeles and also gives the necessary technical management support- 22
25 - It creates enabling environment, coordinates, follow up and monitor the task of the woreda support groups and the community facilitator s team for discharging their responsibility. - - It assures that adequate awareness on the porgramme is created at woreda level.. Goals and Its indicators - Establish a - woreda steering committee that coordinates and lead the programme, approves plan and budget-. - With the assistance of the woreda support group, the region and the zone it establishes a woreda technical team that prepares the programme plan, builds community capacity and follow the implementation of projects.- - The woredas technical group prepares and follows the implementation of an integrated woreda water supply, sanitation and hygiene plan and also the 5 year woreda strategic plan. - Kebele would get sufficient training and support from woreda technical staff/group. - It supports the establishment, ensures the capacity development and monitor the work of - water, sanitation and hygiene committee at kebele level.- 23
26 Duties & responsibilities of the kebele mass mobilization coordination units Duties & responsibilities of the coordinator unit The following are the duties & responsibilities of kebele level coordination body- - At kebele level, it guides, assists, plans and follow up - the construction work. - By motivating and coordinating the community and villagers who are found under the kebele -, it implements water supply, sanitation and hygiene projects that that benefit the community.-. - It coordinates the various health-, developmental and educational offices employees to provide the necessary support for the -task. - It implements the directive and guidelines which are distributed from the woreda and zone.-. - It prepares report the implementation report of the programme to the woreda.- - It promotes and raise the awareness of the residence of the kebele and other stakeholders so as to mobilize the available resource for the implementation of the programme.- 24
27 Goals and Indicators - Establish kebele water, sanitation and hygiene team that can coordinate the programme so as to carry out the task in organized form, it also set and apply common plan, follow up, and evaluate all. It also gives technical support during construction. - Train and involve Agricultural & health extension workers, -, teachers, male and female youth and also other concerned bodies - in the management of the programme- - The community with the support of the kebele and also by mobilizing its cash and labor will implement the water, sanitation and hygiene activities, and it also assures the sustainability of the services through the proper usage and management of the services.- 25
28 6. Institutional support for the mobilization It is known that the participation of the user community has a vital - role in achieving the goals of potable water & sanitation universal access plan. Therefore it is needed to initiate, organize & lead the mobilization to be effective. The support is supposed to be individual or group, governmental or nongovernmental & be multi directed. The support is needed:- A. To enable achieving the goal of the potable water & sanitation universal access plan and the coverage of water & sanitation as it is planned & scheduled. B. To enable the community build their own water scheme from their own knowledge, local materials - and a technology with minimized cost to make the above listed in A & to make it -visible- C. In relation to this enabling the society feel sense of ownership in relation to the program, to enable participate in the process of the construction 26
29 progress, follow up & evaluation rather than expecting the major support for the implementation of the activity from others.- As indicated above the mass mobilization is to make the community to contribute for universal potable water and sanitation programs and it mean that to built water scheme using low cost labor and locally available materials. As necessary, these water scheme will be developed at household or community scale. It should be underlining that development of community based water scheme, though they are basically developed by community themselves, they need support. Although the required support is vast as shown above some of the very important ones include technical, capacity building and financial support. The table below shows the details. 31 - TVET - Coordinating - Training, experience sharing, technical support on water quality - Religious institutions Organizing support and mobilization In addition to the support to be provided by the institutions mentioned above, there may be also other institutions which can give support in drilling, construction and maintenance of schemes and the required incentive mechanisms for such supporting institutions needs to be provided, For example supporting the establishment of artisans associations and arranging credit facility for the associations.- Supports which are listed on the above do- not excluded supports which are expected from individuals and community level. Any support is which appreciates and contributes to the objective is encouraged -. 29
32 7. Activities of Mass Mobilization The mobilization should run properly for the achievement of its goal. For this the mobilization must be supported by people who have skill in organization and mobilization. This also needs support from regions, zones, woredas and kebeles administrators and professionals. The mobilization should use governmental and non governmental organizations by co-operating with the people to meet its objective. For this the following coordinators should be selected and take the responsibility to enable the society participate in the mobilization. For the successful implementation of the mobilization the following members are highly recommended to be - nominated in committees- A. Representative of the of the kebele administration (Kebele manager)- Chairman - B. Agricultural development agent - members C. Health extension workers - member D. Water extension worker/ if it is necessary /- member E. Representative from educational institutions-member F. Representatives from women and youth unions /associations 30
33 This coordinating committee should lead, co-operate, follow up, supervise and monitor the program at kebele level by being the committee of water sanitation and hygiene. The mobilization of the people should have the following actions at kebele level coordinated by the organized body 1. Preparing annual strategic plan (for 4 year) for the universal potable water and sanitation program in the kebele 2. Organizing and motivating the user community primarily- 3. Expanding water schemes with community participation at low cost- 4. Constructing toilets for all schools with separate toilets specially for female/girls 5. Selecting the sites for constructing water schemes depending on the settlement and living condition of the society. 6. Follow up and assure that - communal water schemes are taking - the operation and maintenance cost issues seriously. 7. With the support of the health extension workers assure that - implementation of family planning service is integrated with house hold and environmental sanitation. 8. Coordinating and collecting supports i.e skilled man power and equipment 9. Following up the water quality test - and its protection 10. Supporting the implementation of the required capacity building activities for the construction of water scheme. 31
34 11. Organize experience sharing. 12. Solving the problem of artisan and encouraging then to participate in the construction 13. Preparing a report of the implementation of the task and give for the concerned body The representatives of the region, zone and woreda - should discuss, internalize, be determined and act for its implementation by organizing efforts,- and by preparing specific objectives before the universal potable water and sanitation plan principles are directed to the kebele. Community mobilization is not successful and will not be sustainable without the community discussion. And the community mobilization will achieve its goal only when it is based on community interest It is not questioned that the need of community participation is useful for the achievement of water and sanitation universal program so it should be seen properly. It is believed that in addition to the effort the community is making for the construction of its won water scheme, there is a need for- an external support - One from the external support is assisting the community during discussion, showing important directions of implementation and provision of the required support for the successful accomplishment of the planned activities.- 32
35 The community discussion has a character of continuity and the titles are changed from time to time. The following points are recommended to be the basic issues/points during - community discussion A. Familiarization Discussion with communities always must start with familiarization.-. Familiarization The introduction is required for informing about oneself, and this program. It is recommended the familiarization session to be led by elders & leaders in the area. B. Awareness building It is concerned for enabling the participants to understand the objective, main focus, uses and disadvantages of the community discussion. E.g. if the community doesn t understand about water and sanitation universal program and self enabling, they may not participate in other discussions properly and the process of the discussion will be boring and does not interest the community to continue in- the discussion 33
36 C. The procedure and the result of community discussion is based on leadership performance The leader of the discussion must not be a decision maker but he/she is only coordinator. For this his/ her task will be:- Encouraging the participation of the community Organization and coordinating the main points Use majority vote and respect the minority Enabling to make decision Following up about the implementation Evaluating the implementation during the next meeting D. Implement participatory discussion and sharing ideas freely and finally after evaluating enabling the participants to use selective main points Recognizing and encouraging activities E. Enabling to be recognized and be focused by enabling the experience sharing to be recognized and to be focused in public discussion F. Enabling the discussion to be finalized by decision or by any other alternative G. Enabling the public discussion to be bounded by selective agenda 34
37 H. Making the public discussion to be democrat 9. Monitoring & Evaluation - of the implementation. Result Measurement and Goal Mass mobilization is focused on measurable tasks which give- tangible and measurable results - basing on public initiation The measurement of the achieved results is based on activities shown i.e in the following tables integrated with public mobilization water and health institutions, support flow and leaders of public participation and motivation Systems on programme information exchange, management and reporting- Coordinating- committees which- are organized at kebele level should record their task of implementation timely, in addition they have to prepare and report a monthly, quarterly and annual work- progress report for the kebele and woreda offices. The woreda water sector office and water sanitation and hygiene committee will send the annual, quarterly and monthly report for the zones and regional water sector office and water sanitation and hygiene committee by organizing the kebeles report. The zones and the regions will send the monthly, quarterly and annual- implementation support for the 35
38 federal Ministry of Water & Energy- and for national water sanitation and hygiene coordination committee by organizing the woredas report. When the region sends the report to the federal offices, in return they will send the respond for the woreda. This respond helps to improve the management and it helps as a tool for planning the future task. In addition to this the program implementation will be evaluated in each level of federal, region, woreda and kebele once in a quarter with the presence of all stakeholders.
