2 Applying for Funding The Swan Alcoa Landcare Program 20 Year Celebration Funding Guidelines (the Guidelines) provide information to help eligible organisations to prepare an application. The Guidelines provide information on the application process and the eligibility of applicants and events. 4 PART 1 SALP 20 YEAR CELEBRATION FUNDING 1.1 OVERVIEW The Swan Alcoa Landcare Program (SALP) is a Community Landcare Grants Program managed by Perth NRM and funded by Alcoa of Australia and the Department of Biodiversity, Conservation and Attractions (DBCA) to protect, restore and manage natural assets with consideration to a broad ecological context marks the 20 th year of SALP. Grants of up to $1,000 (ex GST) are available to celebrate and promote the achievements of this program and its volunteers. Celebration events are to raise the profile of SALP with stakeholders, the broader community and attract new volunteers. 1.2 OBJECTIVES The aim of the SALP 20 Year Celebration Grants is for SALP funded groups to hold a celebratory event in their local area during October/November The key objectives of the event funding are to: Increase SALP groups exposure and engage the local community in celebrating group achievements and project outcomes; Assist groups in attracting new volunteers and building group membership; Support groups in attracting younger volunteers; Boost commitment and contributions from landholders and other stakeholders; and Enhance public awareness of the SALP program. PART 2 DEFINITIONS Applicant - the lead group or organisation responsible for applying for the grant and completing the event. If the applicant does not have an Australian Business Number (ABN) or valid bank account, a Sponsor will be needed. Sponsor a community group, public land manager or agent that holds an ABN and valid bank account and is nominated by the group to administer grant funds on behalf of the group. The sponsor DOES NOT apply for the SALP 20 Year Celebration Grant. PART 3 ELIGIBILITY 3.1 ELIGIBILITY CRITERIA To be eligible for funding, an applicant must demonstrate the following eligibility requirements are met. Recipients SALP 20 Year Celebration Grants are open to community groups who have received SALP funding in at least the last 3 years including: Volunteer based community group(s) or Not for Profit community group(s); and Stakeholders who can clearly demonstrate an ongoing partnership with volunteer based or Not for Profit community group(s). SALP funded groups outside this time-period will be considered if their application clearly demonstrates an ongoing commitment to the original SALP funded project. 4 of 9
5 Australian Business Number (ABN) Applicants need to have an Australian Business Number (ABN). Groups without an ABN will need a Sponsor to hold funds on their behalf. Valid Bank Account Applicants need a valid bank account to administer the grant funds. A valid bank account is a bank account held in the community group or organisation name. Grant funds cannot be administered from personal bank accounts. Groups without a valid bank account will need a Sponsor to hold funds on their behalf. Voluntary Sponsorship Even when you are eligible to apply directly because you are the right type of entity, have an ABN and have a bank account, you may still elect to appoint a sponsor if preferred. Goods and Services Tax (GST) Applicants may or may not be registered for GST. Successful applicants not registered for GST will only be paid the GST exclusive portion of grant funding. Groups not registered for GST may choose to appoint a Sponsor that is GST registered in order to receive the full GST inclusive grant funding. 3.2 ELIGIBLE ITEMS All eligible requested items will be assessed on a case by case basis and won t necessarily be funded due to competing demand for grant funding. Consumables, including but not limited to food, non-alcoholic drinks, catering supplies (plates, cutlery, cups, serviettes etc.); Entertainment, including but not limited to the hire of guest speakers, artists and performers, PA equipment etc.; and Marketing materials. The following items may be considered where they are essential to delivering the event, help achieve the intended purpose of event and grant funding and demonstrate obvious value for money: Venue hire; Promotional Items such as signage, banners and items branded with the group logo or details (e.g. lip gloss, pens, lollipops etc). Any promotional items need to be co-branded with the SALP logo. Successful applicants will be provided with customisable templates for use in promoting their event including templates for a flyer, poster, volunteer sign-up sheet and newsletter article; Prizes and giveaways (e.g. plants, a nest box); and Assets including, but not limited to BBQs, marquees, eskies etc. Purchase of all asset items is limited to a maximum amount of $300 (ex GST). 3.3 INELIGIBLE ITEMS Purchase of alcohol. Employing staff - it is not appropriate to request funding for staff time in the event budget. This would be expected to be an in-kind contribution. Retrospective activities or activities that have already commenced before funds are awarded. 5 of 9
6 3.4 INSURANCE AND APPROVALS Obtaining the necessary approvals and insurances for the celebratory event is the responsibility of the successful applicant. The following may need to be considered among others: In public spaces permits or a licence may be required to host an event. Check with the relevant Local Government Authority. The Applicant or a Sponsoring Organisation should have relevant insurance that covers the people and activities that are planning to be undertaken at the event (e.g. public liability, personal accident). Proof of insurance may be requested at any time for the duration of the project. PART 4 INSTRUCTIONS FOR APPLYING 1. Read these Funding Guidelines carefully before preparing your Application. 2. Ensure you meet the eligibility criteria (see PART 3). 3. Applications can be saved and returned to at any time using the link provided after selecting the Save and Resume Later option at the bottom of the online form. Any files uploaded (attachments) will not be saved between sessions - it s best to upload these at the end before submitting the application. 4. Download the Budget Template 5. Compile the attachments to accompany the application including: Attachment 1 Maps (if any) Attachment 2 - Budget (using template) Attachment 3 Quotes (if relevant) Attachment 4 - Other attachments (if any) 6. Complete the online application form including uploads. 7. Submit your application by the closing date. 8. Ensure you keep a copy of the final application for your records. You will receive an with a copy of your final application. 4.1 CLOSING DATE AND TIME Applications must be received by 10pm Monday 25 th June Late applications will not be accepted and will not be assessed unless the applicant contacts Perth NRM prior to the closing date and time and Perth NRM acknowledges evidence of exceptional circumstances preventing on-time lodgment. Any request for extension will be at the sole discretion of Perth NRM. 6 of 9
7 PART 5 APPLICATION FORM 5.1 TYPE OF EVENT Select or describe what type of celebratory event your group will host. Decide what would be appropriate for your target audience(s) and best attract potential attendees/future volunteers. Events could include but aren t limited to a barbecue, picnic, sundowner, night stalk, guided walk or a quiz night with a local focus. Be innovative. The maximum amount of funding a single group can receive under the SALP 20 Year Celebration Grant is $1,000 (ex GST), however more than one event can be hosted by a group within this funding if this assists the group in better achieving their aims. Multiple groups can join forces for an event and put in a joint application. Groups would need to have adjacent project sites or sites in very close proximity to one another, have a similar event purpose or some other connection that would make a joint event a feasible option. Groups that would like to hold a joint event can apply for funding of up to $1,000 per group, however it is expected that there would be efficiencies and the application would need to demonstrate value for money. Events are to be held in October/November Exceptions may be considered if there is a sound reason to host an event outside of this timeframe and this is detailed clearly in your application. 5.2 PURPOSE Outline the main aims/outcomes your group hopes to achieve through holding the event. 5.3 DESCRIPTION Your event description should include: Where your event will be held (on-site, local community centre etc.); An outline of what your event will entail. If you plan to incorporate activities to make your event more interesting and attract attendees, describe what you plan to do (e.g. treasure hunt, raffle, guest speaker, performers, photography competition, orienteering challenge); If you plan on involving any other organisations in your event, outline how they will be involved and/or contribute to your event (e.g. local bakery donating food, high school providing entertainment, LGA officers helping set up); and What the main focus of your event will be and the information you will be sharing (e.g. project achievements, future plans, available volunteer roles, topic to be covered by a guest speaker). 5.4 PROMOTION AND ADVERTISING In your description of how you will promote your event include: What promotional activities you will undertake (social media campaign, flyer drop etc.); Target audience(s) - who you are aiming to attract to the event (local residents, schools, businesses, particular organisations etc.); and Target area what geographical area are you targeting for your event (e.g. flyer drop to residents within a 1km radius of the project site, posters placed in the local community centre). Attach a map if relevant. Successful applicants will be provided with customisable templates for use in promoting their event including templates for a flyer, poster, volunteer sign-up sheet and newsletter article. 7 of 9
8 5.5 VOLUNTEER ENGAGEMENT Outline the actions you will employ to encourage event attendees to participate in future activities or become involved in your group in the longer term (i.e. planned follow up event/s, sign up form for mailing list/newsletter/future events etc.) PART 6 BUDGET 6.1 BUDGETING FOR EVENTS You are required to provide a fully itemised budget for your event. A Budget Template is available for download as part of the application and must be used to provide this information. Formal quotes for budget items are not a requirement, however you may attach any pricing information or quotes you have obtained with your application. 6.2 CASH AND IN-KIND CONTRIBUTIONS Applicants who can provide financial and/or in-kind contributions towards their event will be highly regarded in the value for money assessment. The value of all cash or in-kind support must be clearly indicated in your Budget Template. Volunteer labour should be included as an in-kind cost where applicable. In-kind volunteer labour is to be estimated at: $30/hour for adults $15/hour for children (under 18) $50/hour for paid officer in-kind time 6.3 GOODS AND SERVICES TAX (GST) If the applicant is not registered for GST, you will not receive the GST component as part of the grant funds, therefore do not include it in the budget table. You will still be required to pay GST for your goods and services, but this will need to be covered by the group. If you are registered for GST, you will need to charge GST where appropriate. When calculating the costs for your proposed event ensure you verify which items are taxable sale items and include the GST component on those items in the budget. If you supply a GST-free item (such as volunteer time), leave the GST column blank. PART 7 REPORTING Perth NRM is committed to highlighting the value and benefit that investing in environmental management provides. It is an important tool in understanding and sharing achievements and highlighting valuable contribution of community, local governments and stakeholders in caring for our environment. A report, due 31 st December 2018, is a requirement of this grant. Information provided by recipients of this grant contribute significantly to the value of investment across the Swan region. A copy of the Reporting Template will be provided to all successful applicants. It is important that applicants review and consider what monitoring will be required to effectively report on progress and outcomes of an approved event. Successful applicants should keep records of the: 8 of 9
9 Number of volunteer hours contributed to organising the event; Number of attendees at the celebration event(s); Method of and number of promotional activities you have undertaken (and which have proved the most effective); Number of new volunteers involved with your group (and in what capacity) as a result of the event; and Receipts and invoices for all expenditure Photos of your event 9 of 9
