2 Project Reinvest: Background Project Reinvest will provide open and competitive grant opportunities to nonprofit organizations and other qualified entities. Eligible uses of Project Reinvest grants will include those efforts designed to: 1. Project Reinvest: Homeownership Support down-payment lending to low- and moderate- income individuals. 2. Project Reinvest: Neighborhoods Promote stabilization and revitalization in areas hit hard by foreclosure 3. Project Reinvest: Financial Capability Assist individuals in stabilizing their finances, rebuilding credit and establishing savings 2

3 Project Reinvest: Neighborhoods will provide grant funding to eligible 501(c)(3) nonprofit organizations to help stabilize and revitalize distressed communities suffering from the direct and/or indirect effects of the foreclosure crisis. Proposed projects should support and further existing multi-faceted, placebased initiatives working to transform communities. 3

4 Multi Faceted, Place Based Initiative refers to a strategic, intentional effort to coordinate multiple, often diverse activities in the same place to leverage impact and create lasting change in that place. 4

6 Program Details A total of $26,500,000 in non federal funds are available through this grant program. NeighborWorks America estimates that approximately 53 Grantees will be selected through a national competitive process. Awards will be made in the amount of $500,000 per Grantee to support Eligible Physical Improvement and Broader Community Revitalization activities. A maximum of $50,000 of the total grant Award is available for overhead, administrative costs and staff training. 6

7 Targeting Census tract level data being used to target communities in areas hard hit by foreclosure. Methodology indicators include foreclosure, vacancy rates, homeownership rates and cost-burden renter rates. 7

9 Application Upload Checklist IRS affirmation or determination letter demonstrating tax-exempt status as 501(c)(3) non-profit. Certificate of Good Standing, Certificate of Existence, or Certificate of Authorization from the state where your organization is incorporated. Documentation must have a date of July 1, 2016 or later Completed W-9 form Completed Attachment A Grantor Reference Letter that indicates your organization has received a grant of $50,000 or more. Most recent audited financial statements Most recent single audit, if applicable. This must have been issued within 9 months from the end of your organization s most recent fiscal year stating that your organization expended less than $750,000 in federal funds during the Fiscal Year. If applicable, receipt or from the Federal Audit Clearinghouse verifying the single audit was submitted to the Federal Audit Clearinghouse within 9 months from the end of your organization s most recent fiscal year. If a single audit was not required, upload the same document uploaded in 2B stating so. Management Letter, if issued, or document stating no Management Letter was issued. 9

10 Application Upload Checklist Corrective Action Plan and/or Management Response, if applicable. Map of the target area for your proposed project, with indication of approximate location where each physical improvement activity under the grant would occur. A guiding document such as a community plan or internal strategic plan for your work in the target area that is based on an assessment of challenges and opportunities and driven by residents and local stakeholders. Completed Attachment B Budget Completed Attachment C Workplan Completed Attachment D Eligibility Check, listing the property addresses for each proposed physical improvement activity and, if applicable, the proof of site control at the time of submission. 12 Evaluation Criteria a. Place- demonstrated understanding of the Target Area b. Strategy- vision or strategic approach that addresses the needs, strengths and market conditions of the place c. Proposed Activity- demonstrate how the proposed Project relates to the Multi Faceted, Place Based Initiative 12

Impact-effects these Eligible Activities will have on the Target Area and describe how these Activities will relate to the vision of the Multi Faceted, Place Based Initiative e. Capacity-experience as it relates to the proposed Projects and previously completed activities 13

14 Reporting* Progress Reports (Requirements and Frequency) 1. Monthly Performance Reports Self-reported percent of Project completion; Brief update Total budgeted amount expended. 2. Quarterly Performance Reports Milestone achievement with photo documentation; Best practices learned; Challenges encountered; and, Upcoming events, marketing materials, announcements, etc. 3. Final Report Summarize Outputs, Outcomes, and other results of the Project; Due within 30 days from the date of Project completion. *Additional Information may be required 14

15 Compliance Key compliance factors may include, but are not limited to: 1. Appropriate management and use of funds; 2. Compliance with quality control and compliance measures conducted by NeighborWorks America staff and/or third party contractors, which may include financial audit reviews, file audits, and other measures. 3. Compliance with all applicable state and federal laws, rules and regulations; 4. Maintenance of all necessary licenses. 15
