Initially the company has come up with a fund of Rs 10 Crore to assist start ups. The refinery has kick started the process by holding ideation on Tuesday in Guwahati. NRL Managing Director, P.Padmanabhan said, "We want to create entrepreneurship ecosystem in Northeast India. Once the ideas are submitted, jury will evaluate the same." The fund from NRL to start-up venture will come as grant. General Manager (technical), Nikunja Borthakur said, "We will evaluate if the project requires seed funding, scale up funding or any other assistance. We will tie up with incubation Centre." Padmanabhan added, "We will hire domain expert to assist the start-up venture, we will do everything possible to make the venture a success. If the present fund is exhausted we will add more. Funding will not be problem." To popularize the scheme, the company will reach out to different educational institutions. Assam government is in the process of formulating a Start-up policy and will soon come up Start-up Innovation Centre. NRL is planning to expand the refinery from 3 MMTPA (million Metric Ton per annum) to 9 MMTPA. The proposal is now with the Union Petroleum and Natural Gas. Padmanabhan said, "The proposal is in the advance stage and is with the ministry. We are expecting something on it in two to three months. NRL has recently inked Memorandum of Understanding (MoU) with Paradip Port Trust and Indian Oil CorporationBSE 0.27 % (IOCLBSE 0.27 %) for Import of Crude Oil at Paradip Port, Odisha for its proposed Refinery expansion. Under NRL's proposed Refinery expansion Project, a 28 Inch Diameter 1400 Km long Crude Oil Pipeline of 1 MMTPA capacity will be laid for transporting 6.0 MMTPA of imported crude oil from Paradip Port in Odisha to Numaligarh in Assam.

The initiative, IDEATION 2017, aims to focus on prospective entrepreneuers from the region by selecting promising ideas and assisting them to grow, NRL's Managing Director P Padmanabhan said during the launch. The initiative is in line with NRL's Corporate Vision and Mission of providing an impetus to the development of the region, he said. It is also in line with the Centre's ambitious Start-up India Mission which fosters to build a start-up ecosystem in the country. IDEATION website featuring details of the scheme and other details was also launched on the occasion. The website would also facilitate online submission of start up ideas till August 15, To carry forward the initiative, IDEATION 2017 contest has been announced for selection of innovative ideas in the domain of technology, product innovation and business process improvement. The three categories identified for the contest include ideas requiring seed funding for incubation to make it ready for commercialization for which an amount of Rs 10 crore has been earmarked. In the second category, commercially viable innovation requiring early stage funding and in the third category funding for young start-ups would be scaled up. The IDEATION launch was attended by hundreds of budding entrepreneurs representing academic institutions like IIT Guwahati, Assam Engineering College, entrepreneurs registered under MSME and local start up clusters viz. According to a media report, Assam-based Numaligarh Refinery Limited (NRL) has decided to promote startups in Northeast India region. The Refinery has already started the process by holding ideation in Guwahati on Tuesday. If we talk of the funds, initially, to assist startups, company has come up with a fund of Rs 10 Crore which will come as a grant for startup venture.
