4 SMEs in FP7 What is an SME? SMEs make up a large part of Europe's economy and industry. The EU's 23 million SMEs account for 99% of all businesses and contribute up to 80% of employment in many sectors. EU definition < 250 employees Either, an annual turnover < EUR 50 million or balance-sheet total not exceeding EUR 43 million Independence What is the FP7 policy towards SMEs? A target of 15% has been set for FP7 To reach this target, FP7 has seen increased fundinglevels for SMEs and dedicated calls At mid-term the cooperation programme in FP7 has granted 14% to SMEs. Traditionally SME participation in space related activities is low (11% at mid-term). The door is also open for small start-ups and newcomers! 4

6 5 myths about SME participation in FP7 I will not be taken seriously, FP7 is for established scientists with many publications and prizes Time spent on overhead and administration will cost me more than I will ever gain in benefits. It will take 2 years before I see any money I can only get a small role in a consortium dominated by large companies and research institutions I can never assemble X partners from countries like Y SMEs are often more innovative and focused on results. Our past experience with SMEs was very positive. Short projects with few partners require less overhead and reporting. We will provide support. It can take as little as 4 months between final proposal and pre-financing In our R&D programme consortia are relatively small and often led by SMEs. This is certainly true for the SME topic A large consortium is not needed as is participation from particular regions. We will help you in finding partners through events like Growing Galileo. 6

It is designed to be quick, efficient and accessible with minimal administrative hassle. Once you have passed the 1 st stage you can improve the concept and write a full proposal with more confidence. The likelihood of getting funding at this stage should be 60-70% instead of 20-25% for single stage evaluations. 8

Develop end-to-end GNSS application Technical feasibility and user trial - gather feedback from users Evaluate and demonstrate the commercial feasibility and the business potential of the concept proposed Develop rough business plan (also part of initial proposal) Coordinate with other projects Support the dissemination of results This is more than a feasibility study! 11
