(559) Fax (559) Wednesday, October 10, 2018 CALL MEETING TO ORDER The regular meeting of the KCAG Technical Advisory Committee was called to order by Terri King, at 1:35 p.m. on Wednesday, October 10, 2018 in the Conference Room, 339 West D Street, Suite B, Lemoore, California. UNSCHEDULED APPEARANCES None. B. MINUTES It was moved and seconded (Faulkner / Santillan) to approve the Minutes of September 12, The motion carried unanimously. TRANSPORTATION: A. FY Local Transportation Fund Amendment No. 1 Teresa Nickell reported that the Kings County Area Public Transit Agency (KCAPTA) determined from its FY financial audit, that it had an unspent balance in FY Local Transportation Fund (LTF) funds of $407,499. Therefore, KCAPTA has decreased its FY LTF claim from $1,000,000 to $592,501, which results in an increase in the amount of Article 8 shares remaining for streets and roads from $2,362,510 to $2,770,009. It was moved and seconded (Camara / Santillan) to recommend that the KCAG Transportation Policy Committee adopt Resolution No to amend the FY LTF allocations and revise the instructions to the Kings County Auditor-Controller. The motion carried unanimously. 1

3 Terri King commented that the delay in issuance of FY LTF monies has been resolved, that the monies have been issued, and that future year apportionments should not be delayed. B. Pavement Management System Consultant Selection Christopher Xiong reported that KCAG is seeking a qualified consultant to prepare/update the Pavement Management Systems (PMS) for the Cities of Avenal, Hanford, Lemoore, and County Kings. Aside from collection of pavement data, this project also includes the setup/update of PMS software with training and technical support for local agency staff. KCAG staff distributed a Request for Proposals (RFP) to known and interested consulting firms with a budget of $400,000 for the cost of the project. Four consultant proposals were received from the following firms; Infrastructure Management Services; Fugro; Nichols Consulting Engineers; and Dynatest. KCAG staff formed a PMS Proposal Review Committee consisting of KCAG Staff, City of Avenal s Community and Economic Development Director, City of Lemoore s Management Analyst, City of Hanford s Public Works Director, and County of Kings Engineer to review the proposals. The Review Committee independently reviewed and scored the four proposals based on the consultant s understanding of the project, thoroughness of the proposal, meeting RFP objectives, prior experience with similar projects, qualifications and commitments of staff, references, and reasonableness of cost. The cost of each of the proposals was within the established budget for the project. Based on the combined ranking of the proposals, the Review Committee has recommended Nichols Consulting Engineers as the preferred consulting firm to prepare/update the PMS programs for the participating member agencies. Nichols Consulting Engineers was the preferred firm due to the firm s proposal including two (2) years of PMS software (StreetSaver) licensing for agencies that don t currently have licenses, a Quality Control Plan for agencies to review before data collection, and summary reports at the end of the update. The proposal also noted in detail their approach to training local agency staff and past experiences as the main training firm for StreetSaver s managing Metropolitan Planning Organization. It is more cost effective if all agencies participate. There was some discussing regarding the use of the data gathered via this program. If the local agencies decide to include the asset data collection task, a cost will be negotiated with the consultant to be included in the final contract. It was moved and seconded (Santillan / Camara) to recommend that the KCAG Transportation Policy Committee authorize the Executive Director to enter into a contract with Nichols Consulting Engineers (NCE) to prepare/update Pavement Management Systems for the participating member agencies at a base cost of $340,821. The motion carried unanimously. C. Transportation Performance Management PM2 and PM 3 Targets Christopher Xiong reported that the Moving Ahead for Progress in the 21st Century (MAP- 21) places new and stronger emphasis on measuring and monitoring the performance of transportation systems. States and Metropolitan Planning Organizations (MPOs) are required to implement a performance-based approach to planning and programming. Three sets of performance measures are part of the TPM Regulations involving Safety Performance (PM1), Infrastructure Performance (PM2), and System Performance (PM3). Caltrans established the Statewide 2018 PM2 and PM3 targets, of which targets that are applicable to the Kings County region are presented in Tables 1 and 2 of the agenda packet. Following the State s target setting date, MPOs have until November 16, 2018 to document with the State whether they either agree to plan and program projects so that they contribute toward the statewide targets, or commit to a quantifiable target for their 2

4 MPO planning area. Based on the discussions at the statewide workshops and available data, KCAG Staff is recommending that KCAG agree to plan and program projects so that they contribute toward the state targets. Lou Camara inquired about the availability of funds through this program for roads that are on the national highway system. Christopher Xiong will report back. In response to a question, State Route bridges are maintained by Caltrans and therefore there are no locally maintained bridges. It was moved and seconded (Camara / Faulkner) to recommend that the KCAG Transportation Policy Committee accept and support the statewide PM2 and PM3 targets. The motion carried unanimously. None. REGIONAL PLANNING: MISCELLANEOUS Terri King related that she attended the Valley Voice trip to Washington, DC and noted that the reauthorization of the FAST Act is underway and if a jurisdiction wants a new item in the Act, they should start the process now. An agenda of meetings was provided to those present. The summary of the meeting will be provided to the KCAG Commission. Information regarding federal CRISI grants for grade separation projects was discussed. Other Federal transportation grants are designed to help fund many small projects instead of a few large projects. BUILD (previously TIGER) projects now go through a series of reviews, then advances to the Secretary of Transportation for the final decision, where at that point, matching funds increase the applicants chances of being awarded grant funds, even though they are not required. KCAG attended the Caltrans quarterly meeting and status of projects. The Hanford Armona roundabout should be completed by November, work is planned on SR 198 between SR 41 and 10th Avenue; rumble strips are being applied on SR 41; water usage at SR 198 and 12th Avenue is being reduced to 3 days a week. Caltrans is willing to attend the TAC meeting to answer questions regarding these projects. Lou Camara inquired about the lowering of a section of SR 198 for High Speed Rail (HSR) wherein Caltrans plans to landscape the new area only, and if the landscaping could be extended to the next interchange on SR 198. The reply was that this would be too far from the project limits. According to HSR, a train should be running Merced and Bakersfield by KCAG received an regarding the comment period for new Planning grants through SB 1 and a copy of the stated guidelines was distributed to those present. Yunsheng Luo stated that the final 2019 FTIP has been submitted to Caltrans, with federal approval expected on or about December 17, Amendments can be processed after that date. The draft Active Transportation Plan (ATP) will be completed this month, and based on the initial CEQA study, no significant impact on the environment is expected from the ATP. A notice of intent to adopt a negative declaration will be sent to each local member agency. The consultant will schedule a presentation of the draft ATP to each City Council and County Board of Supervisors. Regarding the Regional Corridor Study, staff is waiting on the release of the Caltrans comprehensive corridor planning guidelines before finalizing the scope of work. Mary Madrid reminded member agencies about the TDA Audit report process. The accounting agency sent out a schedule for needed documents and as of last week, a few jurisdictions Finance Departments had not responded to the request. The goal is to meet the State Controllers year-end deadline for submittal and approval. Since the accountant has only 3

5 received half of the needed documents, we will probably need to request an extension to submit the audit report. She also noted that KCAG s FY Indirect Cost Allocation Plan (ICAP) has been approved by Caltrans. Fernando Santillan stated that although Avenal does not have many transportation projects, the County is working on Avenal Cutoff road. Avenal is currently working on various construction and infrastructure projects. Linda Beyersdorf said the E76 was received for the CNG front-loaded; the administrative modification for the CNG compressor expansion project has been received, the environmental for the pedestrian path on Vine Street is completed. It appears there is a stricter standard regarding funding requirements. The Buy America Waiver for the two additional truck purchases has been submitted. Although trucks manufactured by MACK qualify for Buy America, however, a different manufacturer was sought. Luisa Lopez, from Caltrans District 6 Planning introduced herself. She announced an October 23rd Caltrans Workshop regarding adaptation, sustainability, and strategic planning grants. Lou Camara reported that the City wide fiber seal project is 95% done; the bike and pedestrian project is 50% completed; 11th Avenue and Houston Avenue traffic signal light is operating; the 13th and Grangeville traffic signal right-of-way has been acquired; the feasibility study for a proposed grade separation project on Grangeville has been awarded; the city is working on a street drainage master plan for East Lacey Blvd.; and Aldi Grocery Store is under construction on Lacey Blvd. near 12th Avenue. Joseph Faulkner reported that the fiber seal and micro seal projects start Monday. Kevin Tromborg reported that Corcoran Transit is using the last of the PTMISEA grand funds. About $449,000 was received with a remaining balance of about $159,000 of pending items. Thus far, two new wheelchair lifts, two new vehicles, the public works corporation yard where the buses are parked has been repaved, a new bus structure has been built, the transit parking lot has be resealed, a new transit phone system has been ordered, new bus flooring for three buses is planned, new bus mechanic diagnostic equipment has been ordered, hand help radios for bus use have been purchased, and a few other minor improvement have been completed. Troy Hommerding reminded the group that it is flu season. The Public Health department is providing a free drive thru flu shot clinic on October 25 at the flea market. On October 16, the City of Lemoore is offering free flu shot at the Senior Center; Stratford completed their flu shot clinic; Avenal will have a flu shot clinic on October 16, November 20, and December 16; and Corcoran will have their flu shot clinic on October 23 and November 27.
