1 International Mobility Grant Guidelines for Applicants 1. Background 1.1. Culture Bridges is a three-year programme funded by the European Union (EU) to support the development of the cultural sector in Ukraine and to enable it to engage more effectively with cultural organisations and operators in the EU The programme is managed by the British Council, working in partnership with the European Union National Institutes of Culture (EUNIC) network in Ukraine. The programme will run from November 2017 to October 2020, with total funding of 1,363,000 ( 1,300,000 from the EU and 63,000 from the British Council). The programme will fund a range of activities including training, events and calls for proposals The programme is funded under the EU s support to the implementation of the Association Agreement between the EU and Ukraine, thereby contributing to the development of the cultural and creative industries sectors, and supporting tolerance and internal cohesion in Ukraine, and the promotion of common values The specific objectives of the programme are: To promote cultural cooperation and intercultural dialogue between Ukraine and the EU through projects which increase the international mobility and cooperation of cultural actors. To build the Ukrainian cultural and creative industries sectors capacity and foster the development of local cultural and creative industries. To enhance Ukraine s participation in Creative Europe projects. To promote mutual understanding and cultural diversity within Ukraine though internal cultural mobility and project initiatives. 2. Overview of the funding opportunity 2.1. The programme will provide grants for Ukrainian cultural operators to visit the EU (and vice versa), for periods of up to four weeks, to attend conferences, networking events, fora related to culture and/or the creative industries, or to have working attachments with EU (or Ukrainian) cultural / creative organisations The proposed traveller or their proposed host can apply Applicants will need to identify the mobility opportunity themselves. Mobility grants cannot be accessed solely in order to develop applications for other EU programmes, e.g. Creative Europe, although this can be an additional benefit.

International mobility grants are open to individuals and organisations located in the EU and Ukraine. They may be: public and private cultural institutions; young artists, creators and cultural entrepreneurs; community leaders and influencers; local civil society organisations; educational institutions (private and public) and their managers; local government departments of culture There can be only one applicant from the organisation Mobility activity can be based around a wide range of the cultural and creative sectors, including: architecture; archives; libraries and museums; artistic crafts; audiovisual (including film, television, video games and multimedia); tangible and intangible cultural heritage;

3 design; festivals; music; literature; performing arts; publishing; radio; visual arts; creative industries Due to European Year of Cultural Heritage in 2018, activities connected with cultural heritage topic are welcomed and favoured (but not exclusively prioritised) Applications will be checked by members of the British Council s programme team to ensure that they meet the following requirements: they have been submitted by the stated deadline; they have been submitted using the correct form and in the correct language; the correct accompanying documentation has been provided; the applicant is eligible to apply for the type of grant requested; the location and timescale of the proposed activity is eligible; the type of proposed activity is eligible Earliest start date of mobility grants funded is 1 April Deadline for completion of mobility grants funded is 15 September Failure to meet any of these requirements will result in the application being rejected at the eligibility check stage. 4. Funding available 4.1. The maximum grant amount available per mobility under this Lot will be 2,250 (for visits of between one and two weeks) and 4,000 (for visits of between three and four weeks) Grants will be awarded as accountable grants Mobility grants can be used for: international travel; visas; airport transfers; accommodation; meals (in line with the rates set out in the application documentation); local travel in the hosting country; conference fees.

4 4.4. Mobility grants will be paid 80% in advance and the balance on receipt of an acceptable report Mobility grants awarded must be utilised within six months of the notification of grant award. 5. Submission process 5.1. Applicants should use the application form for International Mobility Grants available at link and should provide the additional documentation specified in the application form Applications for mobility grants may be submitted in English, Ukrainian or Russian There are separate application forms for mobility grants and for cooperation projects (of all types). Failure to use the required application form or to provide the required additional documentation will result in applications being rejected For mobility grant you can apply as an individual, as a sending organisation or as a hosting organisation Submitting the online application form, you should also submit the estimated budget breakdown using the provided Budget Template (available in the application form) Meals rates should be in line with the Country Rates (available in the application form), so you can t exceed them Try to be as specific as possible while describing the mobility activities, its objectives and impact You should provide such supporting documents: draft programme of the mobility, Estimated Budget, evidence on those costs you can confirm (the cost of a course, conference registration fee, hotel costs etc.) Deadline for submission of the application form and all supporting documents is 8 th of January 2018, 23:59 GMT Enquiries about the call or about the application process can be addressed to CultureBridges@britishcouncil.org.ua by the 15 th of December. Enquiries whose answer may be of general interest to other applicants will be added to the FAQs. 6. Selection process 6.1. Grant applications will be evaluated in a two-stage process, for eligibility and quality Applications which have passed the eligibility check will then be quality assessed against the criteria set out below.

5 6.3. For mobility grants, applications will be assessed by members of the British Council s programme team (two separate assessments of each application). The results of the assessments of mobility applications will be shared with EUNIC cluster members, to ensure and encourage a balance of countries benefiting from the mobilities Applications which have passed the eligibility check (paragraph 3) will then be quality assessed against the criteria set out below. Will the mobility lead to longer-term collaboration / cooperation between the applicant and their host(s)? Budget Are the activities appropriately reflected in the budget? Are the proposed costs reasonable? Does the budget provide value for money? 10 Total [total = multiplied by 2 to give score out of 100] Grant award and contracting 7.1. The grant contract will be issued by the British Council, through its head office for applicants based in the EU and through its local office in Kyiv (which acts as the Cultural Section of the British Embassy in Ukraine) for applicants based in Ukraine Please note that the programme assessors will review the requested budget. If some expenditure estimates are considered too high or are not supported with relevant documentation/links, the grant amount offered may be reduced accordingly Grants will be paid in euros for applicants based in the EU and in hryvnya for applicants based in Ukraine (using the corporate BC exchange rate). All payments will be made by bank transfer.

Grant recipient is responsible for paying any taxes according to their legal status Grants will be paid on the basis of an 80% advance, paid within 30 days of the grant contract being signed by both parties, and with the balance payable on submission and approval of a satisfactory final report Grant beneficiaries will need to submit a final report describing their project s results. The report should contain an overview of the main activities delivered, the challenges faced and the results achieved. Grant beneficiaries will also need to submit a financial report and final budget highlighting as necessary, each major change to the original budget. Adjustments of up to 20% of each budget line will not need prior agreement with the British Council The grant contract will specify the reporting requirements, including any ongoing audit obligations. 8. Data protection 8.1. As part of the online application form, the British Council will ask applicants permission to: Use the information provided in the application for processing the application, making any consequential award, for the award payment, monitoring, maintenance and review of the award. Information will be shared with programme partners for the purpose of selection and monitoring of the award. Make information on the successful applications available to the public on their website and other publicity, and in reports and documents.
