Amos, LEED AP, Project Manager SANDUSKY COUNTY ACTIVE TRANSPORTATION PLAN In May of 2016, the Sandusky County Collaborative Partners (Park District, Terra State Community College, Hayes Presidential Library & Museums, City of Fremont, Downtown Fremont, Sandusky County Engineer and Regional Planning, and Sandusky County Health Department) received a $50,000 LGIF grant and have leveraged $25, of local inkind funds for a total project cost of $75, to develop an Active Transportation Plan. These funds were used to prepare a plan to connect the existing trail system operated and maintained by the Sandusky County Park District and the City of Fremont to various sectors of the City of Fremont, including the downtown, Hayes Presidential Library and Museums, and Terra State Community College along with other county destinations. Subsequent to receipt of the grant, the Sandusky Township Trustees voted to allocate $3,500 to the development of the plan for shared-use recreation trails in Sandusky County. Sandusky Township is home to the Christy Farm Nature Preserve, a popular destination for visitors and residents. 2 development of township-owned land for a park, potentially serving as a rest stop along one of the developed routes. The proposed Development Plan for Active Transportation addresses safe connections to the Hayes Presidential Library and Museums and Terra State Community College. Both of these entities are important economic drivers in the community. Trail connections emphasize historic landmarks, hospitality-related businesses and other services using a regional approach to develop consistent branding and a uniform wayfinding system that will help existing businesses and encourage new investment in the County. YAY Bikes! An Active Effort to Gain Understanding On September 22 and September 27 of 2016, 8 members of the Bike Plan Collaborative Team participated in a Professional Development Bike Ride hosted by an bicycle advocacy group out of Columbus, Ohio called Yay Bikes! Yay Bikes! partners with the Ohio Department of Transportation to provide these rides to engineers, planners, law enforcement, elected officials, municipal and park decision makers and other professionals to expand their understanding of how to effectively accommodate bicycles in on-road facilities and to gain an understanding of why cyclists make the choices they do. Plan Implementation The Plan is in final draft and was presented to community stakeholders in December, 2016, for comment. The Final Plan has been approved by the collaborative partners. The Development Plan for Active Transportation provides the long-term vision for the expansion of the countywide active transportation network. The plan includes strategies to guide the collaborative partners in the implementation of the plan. PDG will assist the collaborative partners with the development of funding applications for implementation of the plan. An ODOT TAP Application is pending to fund a multi-use path from the North Coast Inland Trail to Terra State Community College.

3 Location Whitehouse, Ohio Community Planning Grant Writing/Administration Funding $1.2 million over ten years Project Team Lauren O. Falcone, AICP, Planner WHITEHOUSE DOWNTOWN REVITALIZATION PLAN TRADITIONAL NEIGHBORHOOD DESIGN DISTRICT DEVELOPMENT PDG assisted the Village of Whitehouse develop a Traditional Neighborhood Development (TND) Zoning District. TND refers to a pattern of land planning and development that emulates the towns and neighborhoods built in the early to mid-20th century with interconnecting pedestrian-oriented streets and other public spaces in a mixed-use neighborhood environment. TND developments are designed around a town center, which is a central formal civic space surrounded by pedestrian-oriented retail and office land uses. The Whitehouse zoning districts were formerly designed for large lots, extensive setbacks, wide streets, and separation of uses, and did not easily accommodate the development of mixeduse districts to provide for this traditional and successful type of development. Now, sites as small as two acres, can be zoned TND to accommodate this district s continuous fabric of blended, walkable land uses. more... 4 Whitehouse Downtown Revitalization Plan To complement the TND District, PDG was retained by the Village to complete an update to its Downtown Revitalization Plan. PDG had completed the Village s initial Downtown Revitalization Plan. The Update (which must be completed every 5 years for state downtown funding eligibility) included a current analysis of the following elements within the target area: land uses; review of the design guidelines for downtown; traffic analysis; circulation patterns (both vehicular and pedestrian); a parking analysis; and a review of all applicable utilities in the downtown. A market study of the downtown was also carried out to assess retail gaps,loss of local retail opportunities, and merchant and consumer concerns in regards to shopping downtown. The Updated Plan recommendations included streetscape improvements; changes to the design guidelines; parking improvements, suggestions to improve the management of downtown activities and a listing of potential downtown funding resources. The plan Update was completed with the intent of the Village applying for a CDBG Downtown Revitalization Grant in the future. To date, PDG has prepared and administered three (3) Community Development Block Grant (CDBG) Downtown Tier 2 grants for Whitehouse amounting to $1,200,000 of grant funds over a 10 year period. The revitalization efforts have included public infrastructure improvements and private building (code and facade) renovations.

5 It was a pleasure working with Poggemeyer Design Group on the preservation and rehabilitation of our Historic Jail. PDG s knowledge and experience were critical to our project s success. Amos, LEED AP, Project Funding SANDUSKY COUNTY HISTORIC JAIL ADAPTIVE REUSE PDG provided architectural and interior design services to renovate the vacant Historic Sandusky County Jail for reuse as offices for the County Commissioners and staff. Identified on the National Register of Historic Places, PDG applied principles of the Secretary of Interior s Standards for Rehabilitation to preserve and enhance the historic character of the 4,200 square-foot structure while creating offices, court security and operations facilities, and an area for archived records storage. Principle elements of the renovation included the rehabilitation of the exterior sandstone and interior floors, walls, and ceilings; selective demolition and limited new interior walls to create usable space; and a new elevator, restroom facilities, and courtyard area. 6 SANDUSKY COUNTY HISTORIC JAIL ADAPTIVE REUSE The adaptive reuse involved implementing ADA accessibility standards; improving mechanical, electrical, and plumbing systems to meet the Ohio Basic Building Code requirements; Section 106 review procedures, and lead paint and asbestos abatement. The County supplemented funds needed to finance the renovation project with an appropriation from the State of Ohio s biannual budget, Community Development Block Grant Funds, and Solid Waste and Disposal Funds for the use of recycled materials. This project received an award for Heritage Ohio s 2008 Best Public Improvement.

7 SUSTAINABLE ENERGY Location Rossford, Ohio Site Engineering, Electrical Design and Grantwriting Cost $1.2 million Project Funding $420,000 State of Ohio Energy Grant Schedule Professional Services 2009 Construction: 2010 Project Team Daniel L. Saneholtz, P.E., Site Engineer TOLEDO ELECTRICAL JATC WIND TURBINE The Toledo Electrical JATC selected PDG and Green Energy Ohio to study and evaluate the options for the installation of wind turbine electrical generation at their site. Discussions of the wind capacity in the area along with the review of existing wind maps and wind studies were considered to determine the need for meteorological testing and quotations for testing were obtained. The evaluation included the review of the facility s electrical load data to determine the rating of wind turbine which could provide the energy requirements as well as the review of wind turbine technologies which are available in the rating required for selection and installation. The installation site was also evaluated to determine the topography for the installation and construction. Site and boundary surveys were prepared to determine zoning requirements for the installation. Contacts and applications were made with local building inspection for construction and electrical permitting requirements, the FAA for potential air space conflicts and requirements, ODOT for the construction near an Interstate Highway, Ohio EPA and Army Corps or Engineers for wetland limitations for construction, US Fish and more... 8 Toledo Electrical JATC Wind Turbine Wildlife Services, and the Ohio Department of Natural Resources for impacts on endangered species. The electric utility was contacted to determine the requirements for the interconnection of the wind turbine generator to the utility system and applications were made for interconnection and Net Metering services. Based on the findings of the various studies, a report was prepared which indicated that the installation of a wind turbine at the site was possible and steps were recommended for the installation. Based on the site s acceptance, PDG worked with JATC to prepare a grant application for the State of Ohio. To meet the application requirements, PDG proceeded with the preparation of the site construction drawings, wind turbine electric generator equipment selection, construction design of the wind turbine foundation and wind turbine electrical interconnection wiring, and documentation of the environmental, zoning and construction permitting. The grant awarded for $420,000.

9 An Ohio Main Street Community Location Amherst, Ohio Community Planning, Project Funding Assistance Schedule Professional Services: PDG Project Manager Lauren O. Falcone, AICP AMHERST DOWNTOWN PLAN PDG assisted Amherst City and Chamber representatives with the preparation of a Downtown Plan that was used to apply for various funding sources such as CDBG-DT and TEP. The plan included identifying the key parameters of the downtown; a market study that involved both consumer and business surveys; parking and traffic analysis; utility and infrastructure concerns in the area; potential pedestrian connectors; a streetscaping plan; design standards and the establishment of a design review board; and identifying a potential CDBG project for submittal of a CDBG-DT application, the CDBG-DT was submitted and approved and PDG is assisting the City with all aspects of the project. PDG was subsequently engaged to provide design and construction administration for reconstruction of Park Avenue and South Main Street including water and sanitary infrastructure, storm water, and decorative lighting and pavement.
